kate howard's done a wonderful job with her staff. they've met with all of the different departments -- [applause] this is her first full year budget working with us and she's done a great job and her staff has done a great job. it isn't just putting numbers together, it's listening to each of the finance personnel from each department, it is engaging in the numerous meetings that we have with community, it's engaging with staff of the various supervisors, the non-profits. we had special meetings help, it was health and human services and housing and homeless advocates and others. she was there and her staff was there at every turn making sure that we listened and it reflected in both number-crunching and challenging what the priorities are and so forth. also want to give a shout-out to steve cava. steve, wonderful with all your work. without further ado, i will go ahead and introduce our budget director for the city, kate howard.ause] >> thank you. i thought i would just do a very brief overview of how our cities budget works. we talked a lot about it being a policy document, about where our priorities are. that's right. it's also like your family's checkbook. as families, we make a budget. we have income that comes in from our pay checks. we have expenses that go out every month to pay for rent, to pay for our kids' education, to pay for clothing, all of those kinds of things. our city's budget

without further ado, i will go ahead and introduce our budget director for the city, kate howard.ause] >> thank you. i thought i would just do a very brief overview of how our cities budget works. we talked a lot about it being a policy document, about where our priorities are. that's right. it's also like your family's checkbook. as families, we make a budget. we have income that comes in from our pay checks. we have expenses that go out every month to pay for rent, to pay for our kids' education, to pay for clothing, all of those kinds of things. our city's budget is large. it's about $6.8 billion per year. it's about 50% what we call enterprise funds. about 50% is what we call the general fund. i like to think of the enterprise funds as the city's small businesses. if you were a person and you had a personal budget, you would not combine your small business budget with your home budget. we do not do that either. in our enterprises, just like the airport, the puc, the mta. we spend most of our time talking about the general fund. what do we spend our money on? we spend our money

i'm kate howard, the lead -- the mayor's budget director. you had on many of the key points regarding these budgets. we will be hearing 7 enterprise budget department, the first time we will have to year budgets for the city and for major enterprise department. those budgets will not come back before you. this is the opportunity for a full two-year review of these targets. these investments reflect significant job creation. we expect the infrastructure and capital investments you will see as part of these budgets will be over $1 billion and create nearly 9000 new jobs as a result. finally, we're putting the final touches on our budget that will come before you in june, which is the remaining departments for the city. we look forward to working with you and thank you to the budget analysts. supervisor chu: why don't we begin with the first of the departments, the san francisco airport. >> i'm with the airport directors. i would like to highlight our budget and some of the topics on how the airport is doing. our traffic is booming right now. w

kate howard, mayor's budget director. i have an update budget for you and you have a copy of the hand out in front of you. just a reminder for everyone, a few notes about our overall budget so -- we are combining city and county. the budget is $6.80 billion. about half in the general fund. new this year, for the first time, we will be implementing two-year budgeting for the entire, for all city departments, and we have some increase in reserve requirements that we will be funding in our budget. we are making good progress in reducing our structural budget shortfalls. that is both due to some of the ways we balanced the budget last year, due prop c reform, but also due to the improved economy and better than expected revenues. as you know, at the six-month report, we projected as a result from the controller's office a $170 million shortfall in fiscal 2012 to 2013, and more in 2013 to 2014. so the comptroller went over this information for you, just a moment ago. again, highlighting the current year, better than expected n

with that, i would like to introduce the mayor's budget director, miss kate howard. [applause] >> good evening, everybody. thank you, tina. thank you for hosting us here tonight and for giving us a chance to hear from you directly about your ideas in priorities for the city's budget. i thought i would give you a brief overview of the city's budget and how it works. as the supervisors and the mayor mentioned, the city's budget is really -- reflects what our priorities are for our city. it is also a spending plan. how are we going to spend our money in the coming two years? generally in san francisco, we spend about 50% of our dollars on personnel, all the people who work for the city. about 26,000 of them. and about half on everything else. we also spent about 50% in what we call our general fund and 50% in what we call enterprise fund. as many of you know, and as the supervisor mentioned, we have more than 50 city departments. everything from the mta and the puc to health and human services, police and fire. i like to think of the enterprise departments like the city
