. >> we have kate howard to speak on both of these items. >> good afternoon, supervisor, kate howard. i'm here to speak on items 15 and 16. item 15 is a resolution approving the allocation of the budget incentive savings fund. the administrative fund -- it's saving into the fund which can be used on one time expenditures in those departments that have the savings. all of the projects that are recommended to -- recommended for the expenditures in this fund were proposed by either the committee on information technology or the capital planning committee. the budget that is in front of you includes about $29 million in recommended expenditures from the budget savings incentive fund. i can answer any questions that you have about that one on or i can move onto item 16 and take questions at the end. item 16 is a hearing that's required by the administrative code, each year the admin code requires that the mayor's office provided notification to the board about whether or not the mayor's budget includes a cpi for non profit organizations. as you know, the mayor's budget includes a one and a

kate howard. so i really want to avoid the kind of show down we're at right now but have a show down. the show down today i'd like to actually table the puc portion of the budget. and then i want to see if we can actually talk. and communicate about our joint and different concerns about infrastructure of the puc and the programs that are basically infrastructure like green power sf that what work together i know that the public utilities commission has greatest needs around the power enterprise just before we approved the clean power sf program two years ago we knew we were looking at a cliff. i've had numerous conversations about the needs of the program. we also have a policy direction that the board of supervisors has indicated with a very strong majority vote that we'll have a clean power program to provide san francisco residents with a choice based on renewable energy that's been taking taken away but to have a program in go place. i think there's ways to accomplish both and that we have to

kate howard, mayor's budget director. i wanted to today submit two technical adjustments to the mayor's budget. the first includes a number of different technical changes, correctly balancing work orders, moving funds within project code, grant code, their index code to allow for better tracking. the fund, adjusting equipment purchases at the department of public health, the recreation and park department to more accurately reflect the department's needs, correcting grant feud that were inadvertently omitted, and adjusting salary and fringe benefits for a number of departments. i do have a hard copy of this, which i provide to each of you as always to the clerk and the board's budget analyst. these technical adjustments result in general fund savings of $12,000 in the first year and $353,000 in the second year. the second technical adjustment that i am submitting to you today is to address increases in staffing that are required at the department of public health to reflect the agreed upon labor negotiated agreement. thes

kate howard, the mayor's budget director. i will speak briefly about -- to more vied a bit of a budget overview and how the mayor balanced the budget this year. i think following my presentation, the controller will offer some comments on that and then update on the controller's revenue letter. overall the budget this year has, i think you know, is growing to $8.6 billion from 7.9 last year. the general fund budget is also growing, up from 3.9 to 4.3 billion. we also are increasing the number of staff, growing from about 27,700 to 29,000 over the next two years. this next slide just shows you the breakdown of where we are going to spend our resources. so, about a third in public works transportation in commerce. most of our enterprise departments in that third of the budget. about 19% on community health which is just the health department's budget. and about 13% on public protection as our other next largest category. in the general fund it's always helpful to remind ourselves where we get our resources in the general fund,

and last but not least to the entire mayors team in particular kate howard to your entire staff many who have last day behind you thank you for your hepatitis an incredible imprisoned for months for you all so, please know how much we appreciate your hard work. so colleagues we're going to vote on a birthing budget i know i want to make a few comments. in particular we are able to add back over $20 million in general fund and $13 million in year two. we were in particular highlights out of this budget we were able to put a significant amount of dollars into our homeless services like the eviction defense dollars that are needed as we talk about homelessness in san francisco this will help individuals and more importantly that people don't become homeless on our streets in san francisco we the look around food security and thank you to provide for meals for the vulnerable folks and additional park practical staff and significant capital in vision zero and animal care and control has additional staff and in particular what i'm excited but is the capital in our parks and infrastructure
