[laughter] to an announcement i think we'll get announcement of the deal pretty soon no matter what you think of the quality of the announcement that's only the beginning. president trump just said for years to come l and that's the right perspective and enforcement with a deal of china to protect are better in the like so going to take years. but i do think we get announcement in february or march, i think, the deal is going to take years to evaluate and i'm extremely skeptical that it will turn out to be a good -- >> skeptical because you think china intenses in history here have abiding by any deal are -- extremely suspect. i think that that's your point, correct? >> right. there's china's history which is as you said suspect. there's also fact that xi jinping has been in power for six years now and has shown in interest of protecting private property or promoting economic competition. so we're relying on him to change his spots and i also think that's very unlikely. >> i want to talk a little bit about that but looks to me like administration is not going to settle this time for just the deal that says okay you buy more of our goods you buy more natural gas you buy nor soybeans so on. they really are at least techting as part of the framework of this to get a deal that protects american -- intellectual property knows more stealing secrets. that stops cybertheft for example that you can't use regulatory system in china to abuse american companies to protect chinese companies. is that your understanding that that's what administration is focusing on? >> i think administration is trying to do the right thing i'm not criticizing u.s. approach i may criticize administration if they end up being gullible about chinese promises but we are trying not just to make this about purchases not just a short-term boost in pus exports. but the ability to sell into chinese market for years to come because chinese market is not so protected the ability to maintain american competitiveness because chinese aren't feeling our trade secrets, of course, that runs into the question of -- china has been doing all of these things to now because they've been gaining from it. we have to take away those gains. >> well, okay, so -- robert lighthizer u.s. trade rep said this was all about this week he said enforcement enforcement enforcement. so, obviously, that's clearly your point is clearly on his mind, how do you build that into a framework? >> yeah. again, i think the administration is talking and thinking about right things in private as well as in public we have a big problem on the enforcement side that ambassadorlight highser is well aware of which is the united states trade representative and we have certain enforcement powers treasury has other powers commerce has other powerses we don't have a unified enforcement mechanism that's not been a big issue to now, but as president has said repeatedly we want a record-breaking a history making comprehensive deal but our enforcement mechanism is set up in bits and pieces that's a big challenge on american side regardless of what china does. >> okay i want to talk about -- china inabout sentive to do a deal which i think are actually better than they've been in recent years and that's because china's my is slower than growth is slowing down. xi jinping needs for political stability at home to maintain rapid growth. you can grow or disagree with the president's tariff strategy but no question that that strategy hat got their attention. so i mean, you look at the balance of u.s. and china and incentive to do a deal have they tipped in favor of the u.s. negotiating position? kate snow to tell their story. they say that they were targeted for abuse and now these women want justice. nbc news national correspondent, my friend kate snow, joins me now. the women you're about to talk about were just kids. >> yeah, they were children. they were living overseas. their parents missionaries, and their parents joined a group that was then known as new tribes mission. it's one of the largest evangelical missions in the world, operating in remote parts of more than a dozen countries. but while their parents were off teaching the bible, they say they were sexually abused by fellow missionaries. now they want to make sure it never happens again. >> if i asked all of you as a group, what's this about for you? is there a word? >> truth. >> justice. >> justice. >> five women speaking out on national tv for the first time, exposing years of sexual abuse by men devoted to preaching the word of god. as children between the late '70s and early '90s, they lived in some of the hardest to reach places on the globe. their parents sent to work as christian missionaries by a florida organization then known as new tribes mission. the kids were placed in boarding schools where dorm fathers were in charge. they would lead devotional readings each night then put the girls to bed. all say that's where the sexual abuse happened. >> he would tuck me in at night, and he would just sit on my bed and stay too long. >> carrie and bonnie both lived in senegal, west africa, where they say they were abused by their dorm dad, david brooks. over in the philippines, joy and kelly say they were abused by their dorm dad, who was also kelly's biological father. >> he would put the chair next to my bed and put his hands under the covers. to this day, i sleep with a pillow on either side of me. >> i was roommates with almost every single girl that was molested or raped. and i had to pretend i was asleep as well. >> you okay, bonnie? >> i need a minute. >> when carrie finally told her parents what happened to her, she says the mission tried to cover it up. >> the mission leadership told me dad on the phone, you are going to run this man's ministry if you keep talking about this. >> so he continued to serve as a dorm dad. >> uh-huh. >> in senegal. >> yes. >> after more complaints, the mission led david brooks go back to the u.s. when kelly reported alleged abuse at the hands of her father, she says mission leaders tried to silence her as well. >> i was called in as a 15-year-old with three men in a room. they told me to not say anything. >> her family was abruptly sent back to the u.s. >> nobody calls the police? nobody tells the authorities in the u.s. at least? >> no one. >> new tribe's mission now called ethnos 360, admits more needed to be done. child abuse in any situation is heartbreaking, our heart goes out to any victims, a spokesperson told nbc news. in 2010, new tribes commissioned an outside investigation into only what happened in senegal. it found more than 20 children were sexually abused over two decades, and david brooks, the dorm dad in senegal, was by far the biggest offender. >> your abusers have not been charged with a crime. >> huh-uh. >> no. >> are they on any kind of registered sex offender's registry? >> no. >> i think that's the scariest thing, thinking that they're still out there. >> we tracked down david brooks in a small town an hour south of atlanta. >> i'd like to ask you some questions about senegal, if i could. >> you may not. >> i may not? do you want to say that an investigation found whether or not you abused children? >> no response whatsoever. >> the dorm dad from the philippines lives in virginia and agreed to speak. he confessed to abusing missionary kids but not his own daughter kelly. >> i did sexually molest these 8-year-olds there when we were living at the dorm. it always happened at night when everybody was sleeping. >> do you think you should have gone to jail? >> yeah, sure. i should have decapitated probably. >> as adults, every one of these women reached out to law enforcement authorities and were told it was too late to press charges. >> how many of you worry this might still be happening? kate warren of edward jones. kate, if the shutdown does show up in the numbers where exactly will we see it. >> i think we'll see it more on the unemployment rate than we will on payroll numbers. if the shutdown shows up, it will mean a higher unemployment rate than the 3.9% that's expected and was the case last month and that's because the federal workers who weren't working will be counted as unemployed rather than employed. so i don't think that's actually going to change the number very much but that would make things look a lot worse than they really are as those workers are now at least temporarily back at work. lauren: and rob, we're coming off a very strong december job creation number so it's going to be a tough follow-up. but nonetheless, if we see a decent print, how do you make the argument as many people do, many economists do and certainly fear that there's an economic slowdown? >> well, first off, i don't necessarily believe and i don't see there's an economic slowdown. i mean, i have the good, the bad and the ugly cake on this situation. the good is that small business owners are still leading the charge. they created or are almost going to create as many jobs as big business in america in january. the bad. i think the numbers are going do be fuzzy for the analysts. analysts are going to have trouble because of the shutdown. back in 2013, what happened was these government workers that were laid off and not working, many of them were counted as just absent for work. so i think analysts are going to struggle trying to figure it out. the ugly is that there's 6.9 million jobs available and we don't have enough people to fill the positions. look at our s.t.e.m. situation. china graduated almost 4 million s.t.e.m. graduates from 2016 until now. america only 500,000. we're way behind some other countries when it comes to filling these high tech positions and i think we're going to feel that in 2019. lauren: you know what, no matter if the numbers are good, bad or ugly, katet matter because we heard from the fed and they're going to be pretty doveish in 2019. >> i think that's actually the case. i think also rob just gave us part of the reason that the numbers will matter less than usual, which is nobody is quite sure how to interpret them. if the numbers are a lot weaker than expected, then i think most people will say well, that's probably the impact of the government shutdown. shutdown if they're stronger than expected, that would be a sign that the economy is continuing to be strong, that employers have ignored a lot of the uncertain you at this and have kept hiring. that will actually be a positive catalyst. but you can see it's one of those situations where nobody's quite sure what to make of them. lauren: i know. and then -- >> that's uncertainty for the market. lauren: then there's the excuse that all companies can just give. well, we don't know exactly because the government was shut down and maybe this furloughed worker when they get the phone c
