>> well, kate, it certainly seems that the white house is anticipating a meeting between those two on the side of that economic summit in vietnam. now secretary of state rex tillerson came to the hotel that i'm at right now and briefed reporters today, and he was asked about that. now he didn't say that there was a concrete meeting set in place. he said that the officials were still trying to determine it if there was enough substance for the two leaders to warrant a pull aside on the sidelines of that summit but then shortly after he told reporters that, a russian state news agency was saying that meeting is going to happen on friday. so that's what we're waiting to confirm from the white house, that that meeting is happening, but tillerson did say that they did speak and focused opds syria and ukraine and asked if russian meddling in the election would still be on the list he said almost certainly, kate. we can expect that. if that meeting does happen it will be remarkable because as you know, that investigation into russian meddling in the 2016 election still hangs over this trump

"new york times" kate kelly, republican strategist and author of "branding america," noel nikpor and msnbc political analyst and white house reporter for the journal, eli stoker. kate, there are some very big issues up in the air. you can take the republican purists all day long who are deficit hawks and the deficit doesn't matter to most people at home who just want their taxes lowered. >> right. well, it's hard to say how they're going to thread the needle when we haven't seen the senate version yet. it does seem like, number one, they've been delayed repeatedly on this. now they're facing this sort of end of the year deadline which is going to make things tougher. maybe it will make people more willing to compromise. right now, these nonpartisan studies show you that they're actually creating an additional loss of revenue of 1.57 trillion, which is more than they can do. they need to cap it at 1.5 as you know in order to get this done through reconciliation, which i think is the hope given the opposition of democrats to the bill. i think it's going to be a complicated political calculus of making sure that they do

joining me now, chief economic correspondent ben white and my panel, steve schmidt and kate kelly. ben, why would republicans add this obamacare mandate repeal into it? >> well, the reason is money and garrett laid it out there. that $300 plus million that they can use and often sweeteners for individual taxpayers. the other reason is they still want to get rid of obamacare and see this as a way to do it. they don't expect any democratic help so will try to slam it through. unclear if this piece can get through, do you lose susan collins, do you lose lisa murkowski. it's in there now. does it stay in there? i don't know. it's a big piece of how they pay for these tax cuts and make the corporate rate permanent past ten years. >> it's so unclear to me why cutting the corporate tax rate is paramount. you hear from ceos saying i don't necessarily need it. the corporate tax rate cut will be permanent. the individual will be only ten years. how does that make sense? >> not even ten, it's eight, i think. >> if i'm paul ryan, is the only thing that matters to me getting something through?

white house correspondent jeff zeleny is. what is the president's message to house republicans when he heads there in just a few minutes? >> good morning, kate. the message really is let's get this done. let's vote on this, the first, you know, stage and level if you will of tax reform, knowing full well this bill will change. of course, the senate as you mentioned, you know, is a more complicated matter here. first thing is first, the president is going to thank house republicans, he's going to essentially as you said take a victory lap before the victory. they know this is going to passes in the house. that is a significant deal. we can count on one hand, kate, the number of big legislative achievements that have passed through either chamber. of course, the house has been much easier. take health care, for example. we all remember when that vote eventually passed the house, lower chamber, all the house members came to the white house for a victory lap, that ended up not going anywhere in the senate, of course. but today, when the president goes up to capitol hill, he is going to urge them to also, you know, get the entire thing completed.
