joining us katherine clark of massachusetts. i want to get to that in a minute. of start in terms of -- we had the clock up. you know the shutdown clock because we have been doing it on an annual basis for the last decade or so. you have seen i think the outlines reported about what republicans are considering this morning. latest iteration of what might be able to get them to and through the house floor. is there anything in that proposal in terms of the spending levels dropping significantly, the fiscal commission and the border security legislation that you think would ever get to the president's desk? >> let me tell you my perspective on this. we have made no progress here under kevin mccarthy. and the roots of this are back in january where he sold out the american people's interests to gain a speakership from the most extreme members of his party. kevin mccarthy has already made a bipartisan deal. that was done in june. and it is long past time he lives up to that. what we're seeing is, as he tries to protect his own job, he is forgetting about the needs of

joining me now is massachusetts congressman, katherine what katherine clark, who is in leadership.erves as the democratic whip. what is your read on the current situation with i think 13 days to go to the deadline of government funding running out? >> you know, chris, i think even set it up pretty well. we are in the chaos. because there is no leadership. when kevin mccarthy gave the gavel to marjorie taylor greene in order to become speaker, this was the inevitable outcome. let's remember, we have a bipartisan deal that you just referenced. that was made when they took the economy hostage back in may. so, we have the blueprint, it is what the senate is acting on in a bipartisan way. the only people who are not upholding this deal are the house gop. that is a very bad outcome for the american people, who they have left out of the whole discussion, while they argue among themselves. >> so, this is worth just taken a second to refresh peoples memory. when you have the debt ceiling standoff, we're not gonna pass, or vote for the debt ceiling. they passed a bill, the senate passed a bi

. >> so the democratic whip of the house, katherine clark, she has said that the call has not come from mccarthy for help from democrats to get something through. and i don't know that anybody expects that to happen until maybe we get past the brink, get to a shutdown. but is there clarity around what the democrats would want in exchange for support? >> yeah, they are looking for to continue the current funding levels, that have been approved in this current fiscal year. the republicans in the house want to cut from the current spending levels. that is one big area of zb disagreement. also, democrats don't want to go forward. there are disagreements on that. and also the key issue, of course, ukraine. funding for the war for ukraine. chuck schumer, the senate majority leader told me last week that he plans to rtry to push in the senate plan funding for ukraine. the white house has requested $24 billion. mitch mcconnell has been staunchly an advocate of that. you know who's not? kevin mccarthy, who has said that he does not believe that this should be part of this proposal. even on the p
