kathleen: monetary policy can fuel inflation.ed adopted this new framework after 10 years, coming out of the financial crisis when there was lot of stimulus. the key rate near zero and they could not get inflation higher. why would that be different now? why should the fed take a second look at that framework? charles: that framework had never been tried before. the new framework is brand-new. it has never been tried before. the difference is, first of all, we have a lot more stimulus than we had after the great financial crisis. two things are apparent -- three things, i guess. one is a lot more government spending, a lot more government debt, a lot bigger deficits, huge amounts -- trillions of dollars of spending by the government. the fed increased its balance sheet in a little over a year. what it did after the great financial crisis in four years or five years, actually, so the third thing that is really important is, yes, there is part of me that is an old monitor. one thing that did not happen after the great financial cri

kathleen: unequal access to vaccines. chief economist at the international monetary fund said this today on bloomberg television. >> we warned of a dangerous divergence and we are seeing that get worse in the most recent data we are looking at. if you look out into 2025, we have almost no scarring for advanced economies and significant scarring for developing economies. kathleen: the imf season 6% gdp growth after the economy globally fell more than 3% last year. emerging market economies forecasted down to 6.3%. based on 6.7 percent in april but advanced economies, that view is up to 5.6% for 2021, up 0.5 percentage points since what painful forecast in april. the increase in the delta variant cases is one of the main driving this. imf, world bank, no matter what organization you talk to, they say the advanced economies have to help the developing economies get those vaccines rolled out. haidi: kathleen hays there. it's time someone calls ahead of the asia trading day. sophie kamaruddin is in hong kong. chinese stocks wr

kathleen, what can we expect?l reserve, the bank of england went through the policy review, the framework review of couple of weeks ago. christine lagarde announced they are inflation targets. just under 2%. and sustaining it there. now they are mimicking other central banks, saying it is going to be just below -- excuse me, symmetric around 2%. does this mean for policy? does it mean for guiding interest rates? how do we know what is going to make them make changes question bloomberg economics, look bring -- let's bring this drink -- screen backup, the governing council will commit in its forward guidance to keeping interest rates unchanged until inflation is forecast to reach or slightly surpassed 2% and remain there for some time within the central bank projection period of two to three years. more specific than the federal reserve, everybody is wondering, averaging of 2% above, how long, a moderate time, what is that. but let's look at what inflation is doing, because that helps us understand what the ecb is l

kathleen: joining us now is the former atlanta fed president, dennis lockhart. great to have you back with us. what did you take away from jay powell's presser today, particularly when it comes to tapering? >> i agree with you that emphasis on the employment picture came across, when that question was asked, he went to employment first. i don't know if you can read a lot into that speaking but it strikes me that employment is front of mind on the part of the committee. i think the committee has sort of an image of the pre-covid picture of 3.5% unemployment and participation was substantially above where it is today and i think that that is what they are really aiming for is to try to return to that world as quickly as possible. kathleen: let's listen to something else jay powell said because it struck me that he said we have got to see the improvement in jobs but he's also saying despite the fact that there is a delta variant which he said creates risks, that this stronger job is not just an outlook that it is coming soon. let's listen to this. >> we are clearly

kathleen, you first. how are you feeling about the rip the effects of china's crackdown on the ups market? >> the ipo market is still on fire record-setting levels. maybe there hasn't been enough time for investors to do due diligence. i think we're in for a cooling off, triggered somewhat by what's happening with didi and some other chinese ipos. so the first day positives high, but aftermarket returns faded because it's so high to achieve a return after that first day. so this is good. a little fear in the market will help maybe not the issuers, but investors such as our etf will benefit when prices are a little more reasonable in the ipo market. >> yeah. kathleen, a lot more than a little in the market dave, over to you. tracking inflows into growth funds actually six times higher than value funds this year do you see investors losing their taste for ipos and big tech >> i don't think we'll lose a taste for ipos kathleen won't say it. i'll say if for you. right? the ipo fund she's running doubled the s

kathleen hays is here with the preview. kathleen, what should we be expecting today?hleen: definitely no hawkish steps. underscoring the virus cases are searching but the governors on track to do that rate hike this year. that was the message there, but not at the doj. they will keep that key short-term rate, they'll keep the 10 year yield curve target at around 0%. but were looking at economic projections, quarterly projections are coming out. want to see how does this reflect the emergency state, no spectators at the olympics. will that make a difference in what the boj is looking for? our bloomberg economics team is looking for a slight decrease of 3.8. they had it at 4.0% back in april. inflation may nudge up a little bit. commodities and oil prices are rising. finally, perhaps with these hawkish prices in asia and the fed getting ready to taper, will there be questions about whether it means anything at all for the boj. haidi: we are expecting more data on this initiative to combat climate change. kathleen: it's interesting, in june they put this on the table. no

kathleen hays is here with more. christine lagarde went to great lengths to explain the framework.t were the takeaways? kathleen: for a year and a half, the ecb worked on this policy framework. they came back on july 8. christine lagarde announced instead of targeting inflation under 2%, it is at 2%. today, it was about how is this going to work? they were saying in the policy statement underscored repeatedly by christine lagarde, no rate hikes until inflation has reached 2%. it must hit 2% before the end of the three year projection. -- projection period. inflation must be seen to be stabilizing at 2% over the medium term kid a lot of peoples -- medium-term. a lot of people said this means no rate hikes for years to christine -- for years. she kind of pushed back about freezing it that way. listen to what she said. >> it is not intended to keep interest rates low for longer. it is intended to deliver on our objective. it is intended to reach the target of 2%. this is what we want to do. the quicker we can do that, the quicker we can use those other tools we have not used a lot in

kathleen hays is here with a preview. kathleen, what should we be expecting this time around?athleen: two weeks ago, when jay powell was giving his testimony to congress, he said this discussion on tapering started in earnest at the june meeting. it is continuing now and it will continue at the july meeting so we know that they are going to talk about it. they are buying $80 million of treasuries, $40 billion of mortgage-backed securities a month. the question is, what did they do now? again, when powell was testifying, he said the economy is always off from the threshold the fomc would like to see to start. there is a camp that says they could start sooner. signal early next year. others are maybe holding back more. another interesting question they will look at of course is when they taper due to -- the housing market is so hot and you are pouring gas on the fire. we know one fed governor, four fed presidents are in favor of doing the taper first. probably starting it sooner but powell, john williams, and others say we should do them at the same time. they both affect mortga

kathleen: not ruling it out.is 5.6%, down from 5.8% in may. that would be more progress. haidi: we have another big player saying the fed rate hike could come as early as late next year, 2022. what is driving this? kathleen: that was an interesting headline on the bloomberg b this afternoon -- this afternoon, that the rate hike could come as late as the first part of 2023. they say tapering is leading to bond purchases the first half of next year and that echoes more hawkish members of the federal open market committee. they say the reopening, along with vaccine progress, also the lasting fed stimulus, fiscal stimulus, they said joe biden's infrastructure spending plan, social spending plan, are also playing a part in this. but very interesting, because they in the past have been urging the fed to be careful -- don't raise rates to fast, and now, they are telling them maybe to speed up. haidi: kathleen hays, our global commerce and policy editor. much more to calm on "daybreak asia," this is bloomberg. ♪ >> over

kathleen: not that much.e are waiting for them to reveal all sorts of details about how they might make technical changes but yields across europe really did fall again today because in their long-standing regular asset purchase program, no changes. they will keep buying the same amount until the economy does not need it, until they no longer need accommodative monetary policy. really interesting to me is christine lagarde said they did not talk about the emergency bond purchases because they will not do anything like that while the pandemic is still threatening the economy. you mentioned the two dissenters and the majority are really on board with this new policy, but the majority also apparently agreed on the new guidance only if it applies to interest rate changes, not to bond purchases so it seems like maybe that door is still open to tapering before they get ready to hike rates. it is not all based on inflation. shery: kathleen hays with the latest from the ecb. bloomberg equality. the center for america

kathleen hays is here to set the stage.y really have to also continue to tell the market that all this inflation is transitory. kathleen: that is something we will see because a lot of people more and more are concerned that maybe it will not be such but that is the question because this is not a meeting where they are expected to do anything on rates, not at all. forward guidance probably will not change. it is a long way off. in fact, tapering, what they will do is talk about it but most talk about some of the key points. the virus is one of the big things now and that changes the optimistic view of the economy. 6% or 7% gdp is what most economists including the fed are looking for this year. will they stick to a fairly positive view of the economy's recovery in spite of that? in terms of that transitory inflation view, you know, how long can you say it is transitory when the cpi, year-over-year, up over 4.9 percent, five point something percent, when the white house is shifting its messages. it is getting tricky. i want
