. >>> good morning, everyone, i'm katie marzulo. we're going to start you off with a quick first look at the weather. lisa argen braving the elements for us on the roof. >> good morning, katie. it has not let up all morning long. we have seen upwards of half an inch an hour in parts of the north bay. it's very windy as well. we are looking at the risk of flooding in parts of our north bay and that's due to the heavy rain. urban small stream flood advisory until 10:45 for marin and sonoma county, so that includes all the way down through lucas valley and mill valley. so be careful out there. you can see the yellow indicating the heavier rain, but it is all over the north bay. you have seen anywhere from 7 to 9 inches in the hillier terrain, but down here from the south bay, the southern marin area into san francisco, it's been moderate and the south bay has been light. but it is beginning to pick up from the coast through palo alto. still san jose is lagging behind as well as livermore, but we are looking for a series of wet weather

nbc's katy tur is outside his apartment here in new york tonight. katy, good evening. >> reporter: and brian, there's been a steady stream of mourners coming to lay flowers and candles down at this doorstep. this is where we're learning now details about his last days, and of course that very haunting comment. philip seymour hoffman's battle with substance abuse was no secret. he was in rehab as late as last december. in fact, just a couple weeks ago at the sundance film festival, a magazine publisher said he told him, i'm a heroin addict, i just got out of rehab. as late as three days before he died, witnesses said they saw him drinking in an atlanta bar, and that he looked okay. but by 8:00 p.m. saturday night, the night before he was found dead with a syringe still in his arm, sources say things were not okay for the actor. hoffman's girlfriend and mother of their three young children told police officers hoffman seemed high when she spoke with him on the phone. now, within the hour, sources say that hoffman was withdrawing money from an atm arou

katie marzullo is in the newsroom with details. katie?ng up with the inspector in charge of the investigation and tells me the driver has been arrested. the inspector says after the crash at 1:00 o'clock a.m. at van ness an undercover officer came upon the scene by chance and the officer tried to help the victim who died instantly when witnesses pointed owe the driver who gathered up his belongings from the car and was walking away. the undercough officer -- under cover officer arrested the driver on vehicular manslaughter and felony hit-and-run accident. they have not ruled out whether speed was a factor. the driver was headed south on van ness and up the hill when he hit and killed a man. police do not know if the victim was if the crosswalk. later today they will look at surveillance video from businesses which should help them put everything together. >> van ness between pacific and product way -- broadway is still closed. this is the fourth deadly pest accident of 2014 in san francisco. >> now the forecast. mike? >> good news in the
