>>supervisor katy tang: working with the street closure permits. i want to see if you are distinguishing between some of the smaller block parties that have to go through epicot to obtain a permit would they have to abide by this rule? >> i think there is an off ramp in the ordinance where certain events would not be applicable. i think it's a hundred people. some parameters are already built in. continuing on with what we are doing to help enable this, the vendors that are out there and how we can help and we have been helping them telling them how to bring local wear to local events and what vessels to use and how to keep it safe. we keep a list of vendors and whether it's a private event sponsor, calling up one of these people or it's the city department, some of them are already city compliant. so that should be easy to do. the last category is running somewhat cross wise to the ordinance and various endorses and various contracts. the next time the contract is renewed or whatever option the city wants to pursue that would be the chance to make

and speaking to what supervisor katy tang also brought up, i think it certainly make sense that we have a nonprofit member on this advisory board. and, so, an amendment that i would proffer is that seat 7, which was really a general seat, could be a person that works in the nonprofit sector that has a contract, i assume, with the city to be able to give advice on how this would impact nonprofits that would fall under this category. i just want to reiterate, just because our office did spend quite a bit of time putting together a policy that impacted many of our employers, the fair chance act which i coauthored with supervisor malia cohen, that was a ten-month process to put together the actual specifics of what the fair chance ordinance would look like, and this is how it actually impact our employees in not doing the background checks at first application. and because of the length of time it took to meet with all of our stakeholders and make sure that we were taking everyone's input into our ordinance, for me i guess why i would push on why we should pass this now and get the process

and i want to recognize my co-sponsor supervisor katy tang, london breed and malia cohen. >> thank you, supervisor kim. supervisor mar. >> thank you. i have a couple of items today. the first is an ordinance i'm introducing to reduce the number of cigarette and toe he back owe permits in the city gi wanted to acknowledge the amazing youth organizing advocacy and leadership of the youth leadership institute and vietnamese youth development center, many of the young people that i've worked with for several years to develop this legislation. ~ and i so, this legislation will help us alleviate the problem of having an over concentration of tobacco outlets in low-income areas, especially communities of color and communities with a large number of young people. some of our eastern districts have a disproportionate concentration of tobacco permits compared to other neighborhoods. for example, in district 6, supervisor kim's district which includes the tenderloin and south of market neighborhoods, there is approximately 270 tobacco permits compared to only 37 permits in the inner sunset distri
