nbc 10 katy zachary is live where the it 22-year-old was abducted and where police have also been this morning. katy? >> in addition to the police presence we've seen here overnight, two facebook pages have been set up by the family for the victim. they're hoping to spread word about her disappearance. it happened here on this block in germantown. now, this morning philadelphia police have been heavily patrolling the area near culture and green streets where 22-year-old carlesha freeland-gaither was last seen around 10:00. caught the violent struggle between the victim and the suspect. he's caught on video parking his four-door gray or silver car. then crossing the street as the victim walks on. he walks up to her and she tries to run but the suspect grabs her and drags her down the block to his car. her family tells us she was returning home from seeing her godson. >> she doesn't deserve this. she works, she goes to school, she's a sweetheart. she don't deserve anything. she doesn't deserve this at all. just, please, let her go. let her go right now. >> a knife and a glove believed to

katy zachary is live in elkins park.o be different this time around following the glitches last year? >> you probably remember the enrollment problems last year, the overall confusion with enrolling. we talked to a health care advocate who was outside this grocery store behind me talking with the uninsured. he is pedro rodriguez. and he is with get covered america. he says we should not see those kinks this year. his group is offering free one-on-one counseling to help people in our area, individuals and families to find the most affordable plan. this year they have young volunteers setting up e-mail addresses for the uninsured, so a better line of communication and volunteers are teaching the uninsured about health care terms and concepts before they sign up so the process won't be as overwhelming for them. >> the reason people are given now is that they just didn't have the information. that's the main reason. the information was not there and then they didn't feel comfortable doing it by themselves. >> the enrollment

katy zachary is following developments in this case. what can you tell us? >> hi, tracy. minutes ago i spoke to a darby police officer who said the suspect has not turned himself in. they're still looking for him. so right now you have officers both in philadelphia and in darby searching for the suspect. 18-year-old kassim hill. accused of luring a 14-year-old girl into his mother's house on ninth street in darby and raping her. it happened tuesday afternoon. according to police a witness outside the home heard the teenage girl's screams during the assault and he knocked on the door to try to stop it and that's when the suspect ran out of the back of the house. the victim's aunt spoke to nbc 10. we are concealing her identity to protect her niece. >> turn yourself in. what you did was horrific. you need to face justice. >> and according to the victim, the suspect kassim hill was apparently watching a small group of young children in that house when the sexual assault took place. he is currently on probation for a previous crime. reporting live in darby, katy zachary, nbc

katy zachary melt with health care advocates to tell us what we can expect this time around. katy, i guess the number one question is, are we going to expect to to see as many glitches as it rolled out last year? >> chris in a word i'm told no. you probably remember the first open enrollment period it was rife with problems. website glitches and i'm told many of the kinks, if not all the kinks were worked out and the system is stronger than when we started. we started up with pedro rodriguez. they tell me a lot more confident this go than last. he's a svolunteer with get covered america. he was reaching out on the philadelphia/montgomery county line. signing up for an individual health care plan is required by law under the affordable care act. this is the second enrollment period. it's shorter this year lasting from november 15th tomorrow, until february 15th and a fine this year you have to pay if you don't sign up for a plan. >> the first time there's a tax penalty if you don't have health insurance and that comes up when you file your income taxes next year. a lot of peopl

>> reporter: katie, zachary bradley was a member of theta delta kai. ked for privacy as they cope with this tragedy. by all accounts, 20-year-old zachary bradley was a talented, well-rounded individual. his family said he was fluent in spanish, played the piano and several other instruments and a spid speiered to be a doctor. but on halloween, the cal student took a tragic fall. they attended the ku klux concert in oakland. he died after falling 20 feet. he was climbing in a restricted area behind the stage. his fraternity brothers are grieving. they didn't want to go on camera but said they would miss bradley and his spontaneous adventure. >>> people helping neighbors who are displaced by an explosion that distorted part of a housing complex. two men who lived in the unit suffered severe burns and are still in critical condition tonight at uc davis burn center. investigators say hundreds of volatile butane canisters were in the place being used to turn marijuana into hash oil, and they are what caused the blast. the explosion blew out windows in buildi

zachary is live in morton, delaware county, to tell us why things could be different this winter, katy. >> reporter: hi, vai. well, for starters, we're talking about the price. the price of home heating oil right now is about a dollar cheaper than it was this time last year. that means if you have an oil tank at home that can hold up to 200 gallons, you'll save about $200 if you fill to capacity now compared to filling it up last year. oil companies in our region say people who bought only the minimum last year can now afford to fill up their tanks. the owner of allstate fuel oil in morton we talked to him, he tells us his customers are friendly when they find out the price. they have a number of elderly customers who struggle to heat their homes. some have to rely on outside organizations to pay the bill. >> see the price. we tell them the price, they go, wow, you know what, give me more. or the driver may show up and they'll say just fill me up. >> reporter: allstate drivers are telling me they're filling tanks to capacity a lot earlier this year because customers, quite frankly, can
