katy zachry is live at philadelphia international airport, katy, transit officials have been preparing for this for days. tell us what they are doing. >> reporter: tracy, throughout the morning we're talking about how travelers here at philadelphia international airport could be affected, what airport officials are going to do to mitigate the effect on them. first let's talk about road preparations. tom wolf issued a state of emergency ahead of this storm. we know that new jersey governor chris christie will be briefed on final road preparations that are going to be made. most streets especially the ones in your area you probably have seen have been brined when a salt water mixture is laid to prevent freezing and the salting and plowing effort will begin once the snow starts falling. today you may see plows poised along major roads and interstates, ready for the plowing effort once the snow falls. in delaware we did catch up with deldot drivers laying brine. they issued reminder saying this storm is going to go on for a while, testing resources and patience. >> it's going to be a long

right now katy zachry is live at conshohocken. keeping an eye on the cold weather. >> reporter: keeping an eye on it and experiencing it for everyone, bill. there are a few things that are different this morning than what we experienced last few mornings. first of all, as you said it's a tad warmer outside. a lot of people are waking up maybe it's about 7 degrees warmer in their area, also there's very little wind. you can see here evidenced from this american flag. slightly blowing. we don't have the wind chill effect. but of course, as we've been saying for the last two mornings, bundling up and layering, that is key. take a look at some video from the streets of philadelphia. from outreach workers who have been going around the city, a code blue is in effect for philadelphia and should expire later this morning when temperatures rise. a code blue is issued when conditions are so cold that they threaten the safety and health of people who are homeless, who don't have a place to get out of the cold. so far this week the outreach

katy zachry is live in south philadelphia. let's get things started with meteorologist bill henley. >> vai, it's all about timing. the cold is here, the snow is not. a little bit of a breeze blowing this morning. and the temperature is much lower than yesterday morning. we're in the teens and 20s. 22 degrees in philadelphia. 19 in trenton, 2 sticks in wilmington. the temperatures have started to warm up even though the sun is not up for another hour and 20 minutes. we will see a temperature warm-up before anything falls from the sky. radar with just a few clouds moving in, shows the nearest wet weather is in central and western pennsylvania. that's when steadier snow is the falling now. but that's a possibility for parts of our area during the day today. this morning, however, it stays dry. and look at the temperature climb. from 28 degrees at 8:00 this morning, to 40 at 11 and at 2:00 this afternoon cloudy skies, winds out of the south-southwest at 20 miles an hour, that's the warm air rushing into the region, 44 degrees at 2

katy zachry is there, what do we know about the officer's injuries and condition? >> reporter: tracy, after the shooting police commissioner richard ross and philadelphia mayor jim kenney, they rushed here to presbyterian hospital to be with the injured officer and his family and soon after they talked to him and doctors they relayed to us more details about his injuries. police commissioner ross says that officer jesse hartnett was ambushed, those are commissioner ross's words. the suspect fired at least 13 shots hitting him several times in the arm. officer heartnet was coherent after, he was talking, but he does have a long recovery ahead, we're told after he suffered severe nerve damage and has a broken arm. >> we stood in the waiting room with his dad. dad was very upset, very upset and concerned about his son, talking to his family, calling his family on the phone. really amazing to watch what our officers and their families go through to protect us. >> reporter: commissioner ross since learning that officer heartnet went into surgery and talking to doctors i

katy zachry is live for us in south philadelphia. penn dot crews are preparing for the snow. good morning, katy. >> reporter: good morning. you see this salt piled high. penn dot will be active later today. in your area you'll likely see salt on the roads, probably for the afternoon hour. for much of the region this is the first time roadways have been treated for winter weather. you may not be ready for it but people who work at hardware stores are. there is plenty of snow products including salt. they go by t"the farmer's almanac" which predicts a worse winter than the last two. you may have to think hard to recall scene likes this from last year. it's been such a mild winter. most are not concerned about salts but if you have it there is a certain way to store it so it will be most effective against the ice. >> as long as they keep it dry, and somewhat climate controlled we store it in containers so they are not getting wet and it's fine. >> reporter: good advice there because you may have to be laying salt yourself on your sidewalk or driveway later this afternoon. coming

katy zachry was at the scene during that emotional reunion. tell us more. >> reporter: it was heart warming for all of us so worried about the outcome of this. you'll see video of that in a minute. first, these frigid temperatures we're experiencing this morning, they were another big concern for investigators because this missing boy, he suffers from asthma, and police were worried whoever stole the car from this parking lot would just leave him out in the cold. fortunately, that did not happen. here's video of that 6-year-old boy as offers carried him back to his parents. two rockies found the missing car from this 7-11. it was after 2:00 this morning police say when they got a call from the boy's stepfather, wearing the gray sweatshirt, he went in the store, left his car running with his 6-year-old step-son sleeping in the back seat. whoever stole the vehicle from the parking lot decided to leave it on the side of the road near church and leaper street with the boy unharmed still sleeping inside. >> we're going to print that entire car, get

this morning nbc 10's katy zachry has more on the vice president's emotional mission to cure cancer. katie. >> reporter: as you can imagine there is a lot of excitement and buzz here in university city surrounding the vice president's visit later this afternoon. it really highlights philadelphia as a hub for cancer research, as well as it reinvigorates the fight. now, this nationwide initiative got bipartisan applause when president obama announced it during his state of the union address earlier this week. vice president joe biden is leading the effort, it has special meaning for him because his oldest son beau succumb to cancer last year. at md anderson cancer center in camden they tell us they see close to 3,000 new cancer patients a year. >> i think it's not likely that we're going to find one cure or one treatment that's the end-all and be all, but we're likely going to find multiple pathways that we can target to hopefully prevent and treat this disease. >> reporter: again, a lot of excitement felt by the various hospitals in university city and the research institutions in our

nbc 10 katy zachry is in philadelphia. crews are already prepping roads to keep you warm in the storm. >> reporter: we are a day-and-a-half from seeing the storm move into our area. take a look behind me. this is one of penndot salt yards located in south philadelphia. ever sentence we been here since early this morning. it has been busy, trucks have been moving in and out loading up with salt, heading to their designated spots. salting will not start until the storm begins. most brineing has been done. now from a city standpoint here in philadelphia they tell us the timing of this storm is help. . it's happening after work and school hours. so they will not have to make a decision about closing schools. however, they do have to determine when they'll issue a snow emergency throughout the city. which would mean cars would fought be parked. then there is this to consider. >> dialysis centers in particular they typically don't treat patients on sunday. so if they lose saturday it's critical to their operations. we are alread

nbc 10 katy zachry is live there at camelback which opens today. good morning, katy. >> reporter: hi, tracy. what a welcome site for all the skiers out there. take a look behind me. what beauty, really t.r. the snow making at camel intak what people have been waiting for so far this winter. here at camelback because of the cold temperatures we've had over the last few day, they can finally make snow. today is opening day. we visited the mountains earlier this week with the arrival of the cold temperatures. there was a lot of excitement of what was happening today. in years passed, camelback opened as early as to have t. warm temperatures have taken a big hit on the mountain, the business they do here as well as the business of surrounding hotels, restaurants and other areas of business. everyone tells us they have high hopes for the season, which again begins today. now, coming up at 5:00, i'm working on putting together a list for you of all the area ski resorts because of the cold temperatures are able to make snow like you see behind me. 96 to ca

. >>> nbc 10 katy zachry is live. how are crews getting ready? >> reporter: it's been an active morning so far. the gates are opened. in the last half hour, we saw a few batch of trucks leave the salt yard. trucks have not begun salting the roads. a spokesperson assures us, they have more than enough materials to fight this storm. it's really the first time these roads have been salted all season. if you are in philadelphia, you may foy those watery streets on local roads, that's the salt pollution that city crews have put out. it prevents the snow and ice from ponding to the street. city leaders are asking people to stay off the roads once the snow begins tomorrow evening. penndot trucks are already positioned on the major highways, staggered along the shoulder, so they can get ahead of tomorrow's storms. >> we have been preparing for the winter for the past football of months. the materials the stock piles in the region. >> reporter: now in the next half hour, we'll take a look at what services are being offered to people who live in philadelph

nbc 10 katy zachry is there. many ski resorts are playing catch up. it's a warm start to winter. >> reporter: they had to delay their opening, tracy. we just didn't have the to consistently pull temperatures up here to allow for the snow making. take a look at this beautiful sight behind me happening now on camelback mountain. it is cold enough where they can finally make snow. they have a 24 hour hour snow operation under way. normally, they don't do snow making this much and this furiously. >> that i have a lot of ground to cover. now we visited earlier this week. the warm winter we are told took its toll here. we can see that. last year they opened to skiers on black friday. so you can tell ground they have to make up this year. they do have an indoor water park on site. i am told it had one of its best seasons ever. at least they have been busy with that. back out here live, you are looking at this. great snow making operation, much to the delight of skiers throughout our area. normally this time of year you would find up to 900 seasonal employees

nbc 10'séju katy zachry is live malvern to talk about the conditions. katy?>> reporter: it is blustery, frigid out here. what a great day for people who are normally going to work or school today to have a day off because of mlk day. otherwise it would be a tough way to start the week. we have found icy patches throughout our area during our travels on 76 and 202. and locally, we are at a wawa parking lot in malvern, just one example of how they're treating surfaces. this is an area where there was some water leftover from last night, from the snow that came in. really, the first sizeable snow that we've seen so far this season. it is incredibly slick in this area. i've seen employees continuously salting this area as well as the greater parking lot here. this is just one example of how, really, the overall area should be -- of how you should be thinking when you head out to your car, when you're walking to work. things are really -- can be very icy if there are untreated patches out there. that's why you're likely going to see salt in some areas. in the next

katy zachry is live on scene with the breaking details. what do we know, katy? >> i'm standing alongside swedesford road. this section behind me is closed off because of this water main break. the portion between phoenixville pike and church road, that is closed off to traffic. you can see flares out there. and emergency vehicles blocking anyone's way down here. it is incredibly icy. this water main break occurred about an hour ago. water has been flowing, obviously, for that long. they haven't turned off the pipe yet. crews are still trying to figure out the source of this water main break. at last check, they believe coming from the chester valley golf club, which is just off your camera shot to the left. so, obviously, a very large property here. and they're just trying to pinpoint where on the property this watermain break is. what you have is this water pouring along swedesford road. fortunately, there is a pond right nearby. so, water is flowing into that stream, if you will. there's also -- there are a bunch of drains nearby as well. that's helping things

katy zachry is live on church lane and katyings, we're learning the tree fell on top of the building. >> reporter: we are along church lane in the germantown section of philadelphia, it is an old stone property house that sits to my direct right and behind it there are a bunch of smaller buildings and what we're pushing in on now is a barn building that i'm told by some on the scene and a peco representative that an old tree that was here on the property, overnight fell on the barn and you can see it utterly destroyed the building. you can see a lot of pieces of that tree, branches and parts of the tree are strewn about. it brought down some wires so electricity to this property alone was affected. but no other properties on this block of church lane and germantown were affected. that's the good news. there is a city representative investigating what happened, and as a result initially when the tree fell on the barn, and brought down the wires there was a small fire. so that's why you have philadelphia firefighters here. they put out that fire, no one was injured. so that's the good n

katy zachry is live in east whiteland township in chester county this morning with details. what can you tell us? >> reporter: hi, vai. in the last half hour since i've seen you, i can tell you the wind has really picked up. we've gotten to the scene of a water main break, pretty sizeable one. this is between lancaster, that section of church road is closed off because of this water main break in the area of chester valley golf club. that's where crews just got on scene. we saw them arrive shortly. wau is here as well as someone from the township, a police officer. they're trying to ascertain exactly where this water main break is coming from. backup crews are coming out here to hopefully put an end to it. there is just a lot of water pouring out on to the street. of course, with the temperatures where they are, things are freezing pretty quickly. it is extremely slippery on all these surfaces. even if you can't see that ice has formed and it doesn't look icy, it is. it's almost like a skating rink. we have to be very careful as we walk around here. for obvious reasons, this

katy zachry is live for us where this started. this triggered a city wide search for that boy. >> reporter: it definitely did, vai. as we were on our way here to the scene we saw philadelphia police officers stopping similar makes and model of the car that went out over the alert looking for this vehicle. turns out two rookie cops found the vehicle after about a half hour of searching and take a look at this video. here is the moment when they walked in carrying the missing 6-year-old boy, they walked to the 7-11 store where he went missing from after hills stepfather who you see wearing the gray hooded sweatshirt, left him sleeping in his running vehicle as he ran into the 7-11 to buy something. when he walked out his silver honda was gone. philadelphia police alerted their entire department so you had hundreds of officers looking for this car this morning. it was found near leaper and church streets, the car was running with the young boy unharmed and sleeping inside. >> joy, tears, a lot of emotion. they were really, really hap

katy zachry is live on the scene on church lane in the germantown section of philadelphia. >> reporter: it's a busy morning for firefighters, utility workers and for employees with the city's licenses and inspections department. here is this property on church lane, an old tree i'm told it was very old and was a dead tree, was in really bad shape. the overnight winds, that's the thought here from inspectors, brought it down. this barn that sits in the back of the property off church lane. the barn did not have animals, there are several animals on the property and they are housed in a different outdoor building. but this barn you can see is a total lauls. the wires the tree brought down and falling on the barn there was a fire that resulted. so philadelphia fires came out. they say the smoke was considerable. they were able to put that fire out. peco got on scene and really the amazing thing is the only power that's been affected is power to that exterior building, that barn that you now see is in just shards and pieces. we're talking to utility workers and if there's residual power da

katy zachry is live at the 7-11 where this started. what do we know about this? >> reporter: really such a fortunate ending to a story. for an hour investigators did not know what was going to happen. one of their big concerns was the frigid temperatures overnight and this morning because this little boy who was missing suffers from asthma. they were worried that whoever stole the vehicle with the boy inside might just leave him out in the cold. fortunately, though, that did not happen. here is the little boy as the police officer carried him back to his parents. two rookie officers found the missing car about two miles away from the 7-11 at bridge and oxford. it was just after 2:00 this morning when police say they got a call from the boy's stepfather he had gone into the store and theft car running outside with his 6-year-old step-son sleeping inside. whoever stole the vehicle decided to leave it on the side of the road at church and leaper street about two miles away from this scene with the boy inside unharmed and still sleeping. >> we're going to print that

katy zachry has that. >> yeah, vai, i have a theory. we haven't really had accidents or issues so far this morning i think people are driving very slowly and cautiously because they don't want to be stranded on the side of the road and get out and deal with an issue. things are looking good. really good on 422 eastbound between route 29 and the schuylkill expressway. that will take you about seven minutes. it's a dark shot of 422 at paulings road. traffic is running smoothly. usually tends to jam into the next hour. 76, 95 and 476 majors in pennsylvania all running smoothly and any overnight construction has lifted. long term construction on 95 does not seem to be affecting traffic. i'll keep my eye on 95 southbound especially between woodhaven and the vine over the next 30 minutes or so. in new jersey a live look at route 30 at the white horse pike, quiet there, route 30 at 73 looking good. in delaware for the drivers in and around the wilmington area, taking 95 northbound between 295 and 495 that drive is only going to take you about

katy zachry is there. what can you tell us? >> reporter: earlier this morning dozens of philadelphia police officers crowded this area behind me in front of presbyterian hospital all concerned about the injuries to officer jesse hartnett. when officer jesse hartnett was brought here he was alert we're told despite being shot three times at very close range. the 33-year-old has at least a broken arm, his left arm we're told, and significant nerve damage. that's according to commissioner richard ross who spoke to him about his injuries and what happened. >> obviously it's somewhat surreal for him to drive up the street, gi guess he is trying to figure out and process what's going on and fortunately he responded very quickly and because of his quick actions that he saved his life. >> reporter: we're told officer jesse hartnett is the not married, he is single, does have a girlfriend. he has been on the philadelphia police force for the last five years and works out of the 18th district which is in west philadelphia. reporting live

nbc 10's katy zachry is live in conshohocken with information about braving the cold air. >> reporter: we are in conshohocken right off fayette street. bill said the wind has died down throughout our area, that is bringing some relief if you've been outside monday or tuesday or this morning, you'll probably feel that this morning in terms of the wind is really the least severe with the wind. you can see this american flag above me slightly blowing in the wind. still, though, temperatures, it is bitter cold. yesterday when a lot of us were going out to our car it was around 10, 11 degrees. this morning we may be seeing a difference of 7, 8 degrees warmer. you can feel that coupled with the lack of wind. but the key to staying warm this morning if you're headed out to the bus stop or headed out to your car for work or going to the bus to take it to work for yourself is layering. hats, gloves and layering on all body parts is your key until it warms up later today. bill is going to have more on when it's going to warm up in his extended forecast. coming up we'll look around our area and

katy zachry is in south philadelphia, pen dot is getting ready. this will be the first time we've seen salt on the roads, right? >> reporter: it's a cold morning, you realize how cold it is and hearing we're going to get snow makes you feel colder. behind me is the penn dot salt yard. it's not active yet but give it a few hours and you can bet you'll see trucks loading up stalt. the timing on this one is a little tricky because we're told the snow will fall in the afternoon hours and should taper off by the evening. but the evening rush is smack dab in the middle of that. so, you have highway crews and city streets departments that will be treating the roads for the tens of thousands of drivers who will be commuting when this weather does turn and things could get dicey on the roadways. coming up at 4:30 we're going to check with a hardware store in the area and tell you why some of the owners of hardware stores are predicting an even worse snow this winter than years past. katy zachry, "nbc 10 news." >> today camden county father charged with mur

nbc 10's katy zachry was there. she joins us live with more on what the city has been doing to get the extra funding. tell us. >> reporter: for months now really since september and even before that back to the sum e philadelphia's education leaders have been pushing for additional education dollars, and finally some of that money is coming in. there are eight schools and early childhood education centers throughout the city that are receiving this additional funding for pre-k counts, it's an income-based program that sends kids ages 3 to 5 to preschool, since september thousands of kids across the state have been sitting at home because their pre-k counts money has been tied up in the budget impasse. for hundreds in philadelphia now they will soon be going to school thanks to some of the work that mayor kinnee and his team has done. >> it goes back to the campaign. what are you going to do about pre-k, no, what are we going to do. i can't keep pointing to get this done. we waited too long. >> reporter: you saw in t

nbc 10's katy zachry is live in south philadelphia to explain. >> reporter: hi, tracy. yeah, it's pretty amazing, right. we have such a warm stretch, then it slowly becomes colder, now we're talking about snow. we will likely see salt only our roadways in a few hours later today. and it will be the first time this season that much of our area has been treated for winter weather. take a look at these images from last winter, though. you may have to dig deep to recall how cold it got and the winter storms we experienced. it's such a mild winter that most people aren't concerned yet about stocking up with stalt. but hardware stores say they are ready. in lafayette hill, there are plenty of products, they follow "the farmer's almanac" which predicts a worst winter than the last two years. >> slower, we're waiting for a nice big hit, big storm. >> reporter: while we are expecting most parts to get a dusting and see their first snow of the season, it will not be a big storm really by any account. accumulation is predicted to be about an inch. coming up in the next half hour w
