and according to the kaufman foundation paper published earlier this year -- and the kaufman foundation, for those that don't know, is really the leading think tank. it is not political at all. it is just a middle-of ha-the-r, well-respected think tank on small business development. they published a paper earlier this year. the 100% exclusion boosts the after-tax returns on such investments and tartups and should -- start-ups an. they estimate that by making this provision permanent would increase investments conservatively by 50%, more than the overall cost of the provisions. so, they are supporting the -- this provision very strongly and would like to see it permanent, but we can only afford in this package to have it for a year, the next year, as we again build out of this recession. let me say, the -- i guess from a conservative point of view, one of the good things about this provision, after we vote on the schumer proposal and the cantor proposal, only scores at $4 billion. so we get a tremendous benefit for a very small investment of taxpayer dollars, not that $4 billion is chump

here's abc's jeffrey kaufman. >> reporter: you are looking at video of a hunter stalking his prey.urists getting off a plane. the guy with the long hair and backpack in the airport in bulgaria looks like a young tourist himself. but rewind that image. the hair, a wig. inside the backpack, deadly bombs. and this is the result. just as a group of israeli tourists boarded a bus to take them to a seaside resort, the suicide bomber pulled the detonator, killing five israelis. amidst the carnage, police found this -- the bomber was carrying an american driver's license. the picture, that same man with the backpack. but look closely -- it's a cheap fake. a michigan driver's license, yet the address is in louisiana, in baton rouge. it's actually the address of a casino called the belle of baton rouge. clearly the bomber wanted to blend in. and there are reports the bomber may have been carrying a fake u.s. passport. >> counterterrorism official's worst fear is somebody who blends in, who is against the stereotype of what people think of as an arab terrorist. here's another notable factoid: a kaufman survey found that 93% of entrepreneurs came from middle-income or lower-income backgrounds. entrepreneurship did not run in the family for these people. "the majority were the first in their families to launch a business." a treasury department study on income mobility in america found that during the ten-year period starting in 1996 roughly half of the taxpayers who started in the bottom 20% had moved up to a higher-income group by 2005. people in the top income group dropped to lower groups, thus making way for others to move up. the point is there's no such thing as a permanent middle class or any other class in america. there are other measures of income mobility. as columnist samuel -- robert sam aolson noted, "one litmus test is whether people rise above their parents' economic." and this happens frequently. citing a new report from the pew mobility project, he noted that 84% of americans exceed their parents' income at a similar stage in life. income gains were sizable across the economic spectrum," he writes.
