so let me recognize, or yield five minutes to the gentlelady from texas, kay granger. the speaker pro tempore: the gentlewoman from texas is recognized for five minutes. mr. ranger: thank you, chairman. for yielding. madam speaker, as we speak, unaccompanied minors continue to be sent from central america through drug cartel smuggling networks across mexico and through our southern border. families are being lied to and manipulated by the coyotes. the $6,000 their families spend to send their children to the united states go into the bank account of the most powerful drug cartels in the world. since october, over 58,000 unaccompanied children have made the dangerous journey to the united states and many more will continue to come unless we send a clear message that they will not be allowed to stay in the united states. i have seen firsthand the crisis that's unfolded on the southern border in places like the rio grande valley in south texas. i've seen the women and children sleeping on the floor of a bus station in laredo. i've seen motherless infants being cared for b

so i tell you, kay granger lead the working group on this.done -- she's out of texas. and has done a terrific job of working on the issue and we'll see. you know, i'm not in the meeting right now. the meeting is still going on, and it's a good family meeting. a lot of different opinions. the nice thing about our conference is everyone has the opportunity to speak their piece, if you will. >> and i appreciate you coming out of the conference to talk to us. i really appreciate that. here is my question. you knew that the 31 st of july was the recess cutoff date. you knew the kids crossing the border that hasn't been happening two days ago. why wait until the final minute of the final second of the final instance to deal with this? >> you sound like me asking that question. i'm one of those, i think, you should be proactive rather than reactive. and when you, you know, governor perry sent a letter two years ago high lying this as a growing issue. and recommending that congress take an action. i think it is so unfortunate that the senate left tow

children want to be with their parents in their country and i thank kay granger. but the rest of the bill is a mess. just think about it, $70 million to the national guard. why are we seriously thinking that we have to have combat-ready troops at the border to greet nine and 10 and 11-year-old kids that if they made the journey successfully, are familiarished, exhausted and terrified and the homeland security has a big budget and this won't make a dime's worth of difference. what this does really where does this bill come from. yesterday we were on our way home. there was no bill yesterday. and people figured out if the house didn't even act on a bill we wouldn't be able to blame the do-nothing senate. mr. speaker, wait. the do-nothing senate passed a comprehensive immigration reform on june 27, 2013. the do-nothing senate passed that bill in a bipartisan manner, 68-32. >> no consultation with the president. there's been no consultation. we should kill this bill. we should put our best people together and do the right thing. i yield back. the speaker pro tempore:
