i want to thank our subcommittee chair, kay granger. s's dedicated her career inside congress about building our military, making sure we're prepared so, one, our men and women have exactly what we need to be protected. we have watched during the last administration, during sequester that our military get cut 20%. but we watched the world become more dangerous. and what we're doing with the d.o.d. appropriation bill that's moving through, we are rebuilding it. as she talked about, it's a pay raise, 2.6%, the highest pay increase in more than nine years. we're looking at the readiness, restoration, and modernization programs. we have to be innovative in this process where we go in a continually changing world. we want to make sure we're protected and that the world is safe and our troops have every protection that they need as we move forward. one thing that i found also that we're doing this week is cfius, modernizing the 30-year-old bill that ao ties into our military, making sure from theft but also for the future that we are keeping

the chief architects of rebuilding our military is chairwoman kay granger. we needed to address a very serious readiness crisis in the country that was costing us american lives. we were able to secure the biggest funding increase in defense spending in 15 years. with this defense funding bill, we are putting these promises into action. we are starting a new era for our military. this bill invests in training. it invests in equipment. it provides funding for modern systems so that our military is best equipped for the challenges we face in 21st century warfare, new challenges, tough challenges. this is about ensuring that our armed forces after years of being hollowed out can operate on the cutting edge with agility and efficiency. this defense bill gives our servicemembers their biggest pay raise in nine years. what our troops do is nothing short of remarkable. they have our greatest admiration, and this raise is well deserved. we want the men and women who wear our uniform to always, always have what they need to fulfill their missions and to take care of

you pointed out that kay granger , what is been her view of the appropriations process so far for 2019 and her work with peter visclosky? >> this year it is easier because the budget agreement that was past the spring, -- i believe it was in march the president signed an agreement that helped the funding for the pentagon. so it allowed the appropriators to get more what they wanted and it showed when the house appropriations committee passed that bill out of the full committee. >> as the debate gets underway and there are 130 amendments filed to the rule 24 will be considered under the first row. what are some of the key issues that you are looking for in that amendment debate that might come up under the second row? >> sure. so if you amendments will get the ball rolling. a democrat from california has an amendment that would decrease the overall funding, i believe, by $5 billion. it is probably not going anywhere. the amendment that i am particularly interested in today is an arizona republican and two of her colleagues jointer on this to relink the a- 10 warthog, which is an error c

kay granger who is the texas congresswoman and the chair of the house appropriations subcommittee has said she wants to buy these planes as opposed to the pentagon's request of 77. if you buy them in bulk it makes those planes cheaper. ey happened to be at assembled at a lockheed-martin facility in her district but she's really looking for cost savings and also the bill approves 12 ships for the navy compared to the presidents request of 10. nmap will the appropriators have approved funding for two combat ships as opposed to the one that the president requested so it appears the ship the link communities in wisconsin and alabama will continue to be busy because the senate appropriations defense subcommittee this morning passed their companion bill up to the full appropriations committee also including combat ships so in effect those will probably end up to be the final bill. >> host: you point out cade granger to chair the of the subcommittee on defense. what has been her view of the appropriations process so far for 2019 and her work with her ranking member? >> guest: i guess it's a
