for more on this, i want to bring in juliette kayyem.he's been helping us understand such that we can what has been going on this morning in new orleans. juliette, talk to me about the fbi coming in and now investigating potential ied's potential improvised explosive devices. they didn't say that they had confirmed that they'd found one, but they are looking at this as a possibility. >> yeah. so ied is a very broad term. and to the extent that what's what likely happened is in the car, there are things that could be explosive. there are lots of things in cars. it's a pickup car. we don't know what the perpetrator's employment is. and so they are going to call it an ied. now that's what we would call the federal nexus. that's why the fbi is in charge, because we don't know the intent of the driver. so that's the second question. now, is this term terror, terrorism, intentional violence? look, overall, any rational person would look at this and say, this is terror. this is terror on an american city. a few hours after the new year, ten peo

julia kayyem now joins us live from cambridge, massachusetts. juliette, nice to see you this morning. so, given what you just wrote there, how do you strike the balance between carrying on these large scale events and substantially ramping up security? >> it is a balance, first of all, the primary concern is can the city and public safety officials guarantee the safety and security of the next event, or just the city being open? we've seen over the course of the last two decades, you know, from nice to berlin to to here, lewiston in maine and new england, those cities essentially shutting down in response to terror incidents or major violent incidents. that may be helpful in some instances, but for the most part, if the city can guarantee that the next event is safe and secure, as new orleans has promised, then they then they should proceed. the default is then you're sort of waiting for things to always be safe. that's not going to happen in a city like new orleans. and so what new orleans has to assess now is what kind of changes can they make

joining me right now to discuss further, cnn senior national security analyst juliette kayyem.tte, great to see you. so let's talk with that about that video. what struck you about that video showing shamsud-din jabbar? yes. part of it is the pace and just he clearly knew what he was doing. >> he clearly had mapped out where he wanted things in the truck. he's spending several minutes to make his point, adding that i.s.i.s. flag, making sure it's not going to fall off. he spends about two minutes securing it. and then i'm curious about why he returns after he sets the fire. as we're reporting, it was a slow moving fire. i do agree that he was probably trying to hide evidence. whatever was in the explosive materials, but he does return. and what was it that he either was that planned or had he forgotten something? the question will always be, did he have an exit strategy for this? we don't know. you know, was he going to, you know, drive on, drive away. that rarely happens in most of these cases. people are are often killed, or at least detained. >> and then what are your though

joining me now is cnn national security analyst juliette kayyem. juliette, good morning. look, we were saying a lot going on. congress meets tomorrow to certify the election results. president jimmy carter's national funeral service is going to take place on thursday at the washington national cathedral. and that's where all living presidents will be expected to attend. and then, of course, on january 20th, president elect trump will be inaugurated. so the security posture will be quite high over the next couple of weeks. what are you going to be watching for? >> so even before former president carter's death, the sort of january 6th to january 20th period was already essentially a sort of lockdown period for dc. president biden had already designated january 6th as what we call an nsrc national special security event. january 20th inauguration also is so essentially because of the insurrection four years ago, because of trump's involvement in that insurrection and and lack of clarity about what we could have, what we might have anticipated in january, essentially, januar

let's bring in cnn senior national security analyst juliette kayyem and former nypd lieutenant darren porcher. first to you, juliette, i just want to go back to the timeline here. you know, look, most revelers were out in this area at midnight, right? celebrating the new year. this event happened at 315 in the morning, and there were many, many casualties. ten dead, more than 30 injured. the barriers that we keep showing this because i'm just struck by this were appears to be those flimsy orange and white barriers, according to the eyewitness and according to video that we have. what do you make of all this? what are the big questions you have? >> so there's going to be yeah. so there's going to be an assessment on what the planning and preparation was and the questions that will be raised are. first you know, was the city deploying or utilizing different security measures because of upgrades or other critical infrastructure that may have made bourbon street more vulnerable? the second, and the one that is always going to be true, is at some stage, resources are deployed. and then acc

cnn senior national security analyst juliette kayyem. juliette, i want to start with where evan, the latest updates we got from evan, which were that the suspect who we have reported is deceased, was a u.s. citizen, was using a truck, an f-150 was used in the attack that had texas plates registered in texas. and we don't believe he did not own the vehicle. he had rented the vehicle through some form or fashion, and fbi officials, investigators are now looking at potential associates. what's your takeaway from kind of those updates where things stand right now? >> so the focus, if the reporting is accurate in terms of a u.s. citizen, is going to close off issues regarding border or anyone coming in to plan this event that doesn't get to the ideology. u.s. citizens can be attracted to foreign ideologies, foreign radicalization, as well as domestic. but what that does tell us is that there's a footprint here that is going to. disclose. a any potential ties, what were motivating factors? why is the fbi sort of making a judgment call that thi

joining us now, our cnn national security analyst juliette kayyem and cnn senior law enforcement analyst andrew mccabe. we've learned a lot of new information from these last two interviews. i did one with an eyewitness and one from the local, the congressman for that area who had just been briefed. i want to start with what he said. the congressman who's been briefed by dhs officials, law enforcement officials, said that this was someone who was local. so someone who lived there in the area in new orleans that he was driving a truck with texas license plates, that it appears early on that he was acting alone and that he was shot and killed by police. andrew, what do you make of these early details coming in about the suspect? >> well, really fascinating information, pam. >> both of those interviews. this gives investigators a lot of leads to follow up on knowing that this person has been living locally means we know they know his residence. they know where, which will invariably become a primary search warrant zone. right. they're probably pursuing a search warrant for that residence ri

juliette kayyem, you were watching this press conference. what did you think? >> so there's a couple big takeaways, of course, as we're discussing that they they have reason to believe that there was a coconspirator while simultaneously believing that the city could move forward and certainly have the sugar bowl tomorrow night. big questions about the safety preparedness in terms of the changing of the security measures on the street because of upgrades and what that meant, and whether the replacements were satisfactory enough. there are going to be lots of legitimate questions there not to place blame simply to protect the city. i will say, finally, you called it free wheeling. um, press conference. i don't think that reflected very well on louisiana and new orleans. i mean, sort of attacking reporters. uh, going after, you know, nebulous threats and, and the white house is just not it's what people have to remember is this is a city that's absolutely terrified about what happened. and they wanted, you know, they need and they deserve a common, unified narrati

juliette kayyem cnn has learned that homeland security and the fbi warned only last month of the threat of violence from lone offenders and the potential use of a vehicle ramming device. did new orleans officials overlook a potential threat here are they those kinds of warnings are sort of typical, and they're not specific. >> they are sort of here's what the general trend is. and we certainly knew that for a couple of factors. we knew what i.s.i.s. was trying to do in terms of amplifying their relevancy as they've lost, you know, their capability to organize, to organize big events. they make themselves more relevant by even, you know, having these lone wolf actors, these individuals sort of ascribe to them. the second is the war in israel against between hamas and israel is being used by groups like i.s.i.s. to say to sort of a general, you know, we hate the west philosophy. the third, and this is where this becomes relevant for new orleans is because of germany, because of what happened in germany before christmas and other incidents. we knew that car. i think these three things, we

fbi deputy director andrew mccabe, we have former assistant secretary of homeland security juliette kayyem and former boston police commissioner ed davis with us. andy, you have president biden confirming tonight. officials are investigating whether there's a link between these two attacks. so we've talked about some of the similarities. what are the things you're looking at that could point in that direction? >> well, so far, brianna, we have two, um, not necessarily relevant similarities. >> right. we know they both went to the same rental car agency, essentially this online service that facilitates private citizens leasing their own or renting their own cars to people. they both use that same service. um, and we we know that they are both they both have military backgrounds. but again, these are things that could easily have been coincidence. that's not to say that these two events are related. um, they wouldn't be investigating that very question if they thought it was something that wasn't, wasn't possible. and if it turns out and again, this is a big if because we don't know that at

. >> let's talk about this now with cnn's senior national security analyst, juliette kayyem. she's a former assistant secretary at the department of homeland security. we're also joined by u.s. counterterrorism intelligence expert malcolm nance. he is the author of defeating i.s.i.s. who they are, how they fight, what they believe. juliette, let's zero in on the big headline here, which was uh, lone wolf, which is quite a change. we're hearing that from the fbi deputy assistant director christopher wray. they don't believe anyone else was involved in this attack. >> yeah. i mean, we have every reason to to be somewhat annoyed right now. >> and i'll tell you why. >> yesterday, i was on, uh. nothing made sense out of that press conference. whatever happened with the fbi. they got sort of strong armed by whatever this political narrative is. people want these attacks to reflect their beliefs in the way the world is, and we have to follow the facts to be able to protect the american public. and what never made sense out of yesterday, as you'll remember, is how are you having a su

juliette kayyem, i'll start with you. these are very disturbing recordings that john miller just reported on. how critical could they be to this overall investigation? >> well, they're going to be very critical. and i was hearing john miller's reporting seemed to now sort of close a gap that came out of that press conference, which was this idea that that the, you know, that they didn't feel like there was any ongoing threat. and yet a concern that he had accomplices. you would never go out and tell the public there's no threat. if there were a bunch of accomplices. it seems now that some some of this has to do with they're just investigating people that may have known him or whether he was pushed from, you know, being online or travel abroad, but that there's a lot of personal aspects to his motivation as well a divorce, financial troubles, anger, violence and terrorism, and embracing i.s.i.s. that combine a narrative that we saw unfold, a horror that we saw unfold. and so in terms of motive that that now is starting to

and let's bring in cnn national security analyst juliette kayyem and retired fbi special agent bobby chacon. bobby, to start with you, we were just talking about this with paula, that the new orleans mayor is calling this a terrorist attack. an fbi agent told reporters that it wasn't that. there's. so there's obviously this messaging issue here. but bottom line, this is an act that caused terror in new orleans. among these revelers yes. >> and i think what paula highlights is that we don't have a comprehensive domestic terrorism law. >> and that's why the charges at the local level and as a lawyer myself, i've lectured on this. the charges themselves have to be kind of piecemealed together. and a lot of us call for a comprehensive domestic terrorism law, as we have on the international terrorism side, but we just don't have it on the domestic terrorism side. so it's really kind of a like like paula said, an esoteric legal, legal argument. but certainly the sack of the fbi could have been more clear and said, look, we don't know if this is terrorism yet. we are looking into it instead
