it is the latest of several attacks targeting security nbc's keir simmons reports. >> reporter: paris again on high alert today as the suspect car ram sbud a group of soldiers, injuring six. three are in serious condition after the latest incident in levallois, a southwestern suburb of paris. a man described it as an odious act of aggression. attacking them outside their barracks at 8:00 in the morning is cowardly. this the latest in a series of incidents in and around paris, targeting security forces that are keeping one of the world's most visited tourist cities on edge. this latest incident, using a vehicle, one of isis' favored attack modes. this all happened in an area of paris that is home to the french intelligence service. and while france is in a state of emergency dating back to 2015 when 130 people were killed in one of a string of terrorist attacks, the prime target now, it seems, the very authorities working to prevent those attacks. back to you. >>> all new at 11:00, there is some new research out this morning that says more americans are consuming alcohol. overall alcoh

cavanaugh and my colleague and friend keir simmons. we want to turn it over to craig melvin in new york for continuing coverage. terror attack in barcelona on this august day. >> andrea, thank you. craig melvin here at the msnbc headquarters in new york city. for those of you just joining us, just after 1:00 on the east coast, we continue to follow the breaking news out of barcelona. a van has crashed into a popular tourist area in the spanish city. a lot of unconfirmed reports crossing the desk right now. what we do know is that a press conference has just been announced there in barcelona. we expect that to happen any moment. we now spanish authorities have just confirmed to nbc news that this is in fact a terror attack. the potential right now for it to be a massive terror attack. the chief of staff john kelly is aware of the situation. he has briefed president trump and he's keeping him apprised of the developments. let's start with nbc's kelly cobiella who is in london for us. she's been following this very closely for us over the

. >> keir simmons is in our london bureau for us this afternoon. sir, what has been the international reaction so far? >> reporter: well, i think internationally some of this intelligence will not be news to many countries. i think the fact that it's emerging now and that it is getting confirmation from u.s. officials will be concerning many countries particularly in the region. i think when the conversation happens within the u.s. domestic arena, inevitably focused very much upon whether or not north korea would be able to fire a nuclear-armed missile at the u.s. but of course in south korea for example they are already in a position where their capital seoul is within range of the conventional weaponry that north korea has. so the big concern will be that not only is this a step for north korea in the direction of being able to fire an intercontinental ballistic missile with a nuclear warhead on that missile, but that this may be a ratcheting up of the situation that could lead to a very, very difficult and tense standoff and possibly a war. now,

we now know from keir simmons and others that some of the people in that meeting were lawyers with ties to russian intelligence operatives or agencies. talk about what this investigation encompasses. i haven't said anything about possible questions about financial intertakings, but talk about the scope of the investigation and the importance. >> so i happen to be speaking today with a former fbi official who was involved in this investigation and he was musing about how far it's actually come since he's left. we started out with the trump administration saying there were no contacts with russia. and then trump and his defenders said well there were contacts but there was no collusion. then we saw a letter from the russian oligarchs family to trump saying we would like to offer you dirt on hillary clinton in an effort to help the trump campaign. so donald trump accepted the meeting. unclear if that's it legal. but it's come a long way. there's the obstruction of justice track. you know, donald trump fired the fbi director james comey after having what many view as extremely inappropriate
