keith black has been talking about this longer than many.he voices joining him are becoming louder and more prominent. the city of san francisco pushed for radiation warning labels on cell phones. the head of a prominent cancer research institute sent a memo to all employees urging them to limit cell phone use because of possible risk of cancer. and the european environmental agency has pushed for more studies, saying cell phones could be as big a public health risk as smoking, asbestos, and leaded gasoline. the federal communications commission, the fcc, they set the guidelines for how much radiation a cell phone can emit, and they say cell phones are safe. but how can they be so sure? keeping them honest, we decided to come here to try and find out for ourselves. but they declined an on-camera interview. >> reporter: the type of radiation coming out of your cell phone is called non-ionizing. it's not like an x-ray but more like a very low-powered microwave oven. >> what microwave radiation does in the most simplistic term is very similar t

representative keith ellis son was the first muslim american to be elected to congress. he joins me live from capitol hill. good morning to you, sir. thank you for joining us. >> pleased to be here. >> first up, where were you and what was your reaction when you heard the news about osama bin laden? >> well, first, it was surprise. i mean, i had to readjust my radio because i could hardly believe it. but my -- then my reaction was relief. i was relieved that the person who wanted to cause so much harm to so many people were now off the scene. this individual who was perhaps the foremost responsible for making people soeshtd islam and terrorism in the world off the scene. this person who confused people and distracted, misled them, and tried to bring them into his evil philosophy off the scene. so my reaction was relief. >> i'm curious, if your reaction reflects the greater muslim-american community as well in this country. i want to read one statement which read, he more than anyone else in human history with his twisted version of islam made it feared and depiesed upon

>> i want to thank keith for his work and getting up to speed with the department's work very, very quickly. on the 50% issue, i think bears a tad more decision. we had been receiving some concerns for certain types of small projects, feet was actually greater than the value of the project. so we asked staff to look at that and in fact for very small projects this 50% number is a benefit to the small projects and does almost nothing to hurt the department's revenues. continue just makes a lot of -- and it just makes a lot of sense. it may help bring projects in because the fee will be more affordable. so it makes sense. and i think secondly, i just wanted to mention in terms of looking at the entire fee schedule for the first time in five years, it seems like a good time to do that. now we're finally for the first time since i have been here, we have a full compliment of finance staff in the department. we have the staff to do it. i think we have the resources to do it. i would like to move ahead with that in the coming year as well. president olague: any public comment on this item? seeing

. >> hello, i am elizabeth keith. i have been at park merced for 17 years, and most of the people i know that are for this project, including me, have been there a long time. so that statement about us being short-term is not correct. these apartments are far from sound. they need constant maintenance. there is an incredible waste of space. the parks require hero water and maintenance than makes sense. the construction is three minutes away from me. i barely notice it. i don't think the people against this are going to be happy with the alternatives to this project because no one is going to want to pay or put money into fixing these apartments up as they are. i had the same experience as jeannie. when i went door to door, people were asking questions, and they appreciated the information and the visit. for the people against this, i just want to say this i am sure there were people against the original park merced plan, and in the end there are people that are resistant to it now. but the result in the end will be mo
