today i am thrilled to be honor sergeant kelly dunn from the police department who has been patiently waiting. sergeant. [speaker not understood] appointee to the mental health board where she provides invaluable insight. prior to becoming a police officer about a little more than a decade ago, kelly already had a long history of working in the mental health field. she worked at the mobile crisis treatment teams in both san francisco and oakland, [speaker not understood] psychiatric institute at ucsf, at the time substance abuse treatment center and mount scion crisis clinic. she also previously worked at malcolm state hospital. through the years kelly has become the expert within sfpd in terms of police interactions with mentally ill and we've had a long, a history of trying as a city and as a department to grapple with the issue of how do we respond appropriately to subjects who are mentally ill and may not really be in a right state of mind and making sure we use alternatives other than deadly force. kelly has really been instrumental in sort of moving that training program forward

kelly told us the hurricane has brought the worst destruction to the city since the terrorist attack.oncerns now are public safety with nearly a million people in a blackout and continuing to search for survivors. how many people in new york city are without power? >> about three quarters of a million people. 750,000 people without power. >> pelley: what is the law enforcement and public safety concern with that? >> well, we're still a rescue mode. certainly staten island we know people are still stranded, trapped in some locations so we're engaged in that along with the fire department then we have a public safety security mission that we have to carry through. a lot of dark areas in the city. we know that we have to have a significant police presence in those locations. >> pelley: you had to a fly-around in the city in your helicopter today. what did you see? >> lots of devastation, lots of damage. it means a tremendous amount of recovery work. as i say, we're still very much a rescue mode. >> pelley: when you saw the sight of the breezy point fire you thought what? >> well, it look

kelly cobiella is in kabul. >> reporter: after 11 years of war there is some progress. the afghan army is bigger. 195,000 strong. but many soldiers desert. and only 65% reenlist. that means every year new recruits make up more than a third of the army. among the afghan police, it's not much better. nato told us 15% quit, fed up with corruption, a lack of supplies, or scared away by the taliban. sue insurgents are still powerful in many parts of the country. in rural helmand province u.s. marines told us there aren't enough afghan army soldiers to take over. in one case, when the afghans did take over this base in the east, the commander and his men deserted. the u.s. army had to come back. >> you're relying on us to do your security far you, y'all need to be participating in this security. >> reporter: but much of the training has been put in jeopardy by the recent rise of insider attacks-- afghan soldiers turning their guns on their american partners. major matthew kessler is a logistics advisor at camp leatherneck. how has it been here? you work with afghans everyday.

kelly is an extraordinary woman with a great contribution to the city and county of san francisco in administrative capacities. we have the pleasure of working with her and the city administrator, ed lee, when the society was engaged in working to have the city adopts a slavery disclosure ordinance, which the board of supervisors did adopt. it is on the book. the ordinance would require certain entities that do business with the city to disclose whether their origins -- where they have their origins historic plea, and whether they are in any way related to slave trade. we worked closely with ms. kelley in that regard. the skills, expertise, and commitment she brought to that challenge was unswerving in terms of its implementation. at the board of supervisors last week, we were there when the announcement -- when she was before committee with regard to her nomination to become the next city administrator. i got up and made a few comments. somebody got up after me. i said to that after him, "i wish i had said what he said." he said we talk about the fact that naomi kelly, hopefully nex
