kelly, with a good saturday to you. we have the fired fbi director, james comey, set to testify before the senate intel committee on thursday and white house press secretary sean spicer left open the question of whether the president might use executive privilege to try to block that testimony. are you hearing anything on that? do you think they would really try to stop him from testifying? >> well, i've checked with white house advisers today and there's still no update on their position. an executive authority, the privilege that comes with that is intended to allow a president to get unfiltered advice or counsel within the executive branch and to not have to have one of those officials testify before congress, a separate branch of government. it's been used by other presidents. what's really different here is that president trump has talked about his conversations with james comey. he's tweeted about them. he's done so in interviews. he has also talked about wanting to get all of the information out. and james comey

i'd like to turn it over to secretary kelly. secretary kelly: thank you, mr. speaker. the word sanctuary calls to mind someplace safe, but too often for families and victims affected by illegal immigrant crime sanctuary cities are anything but safe. instead, these cities are places that allow some criminals go free, undermine federal law enforcement and make our communities less safe. sanctuary jurisdiction fails to honor an i.c.e. detainer and instead releases a criminal back to the streets, it doesn't means i.c.e. stops looking for the bad guy. instead, i.c.e. has to take its targeted operations out of the safe, secure and private confines of a jail and go into neighborhoods, businesses and other public places. that's more dangerous for the law-abiding public and for my i.c.e. officers and it creates unnecessary and avoidable anxiety for many in the legal immigrant community. arresting a criminal while they are still in custody is always, always the best option. additionally, failing to honor an i.c.e. detainee means these criminals are out on the street that much lo

i want to welcome secretary kelly. this is a hearing on the department of homeland security's fiscal year 2018 budget. this is a third time that the secretary kelly who has appeared before this committee as secretary of the department and again, we welcome you and appreciate your service to this country. in lieu of my written opening statement i want to make a couple comments. by vocation, i'm an accountant so i've gone through budget meetings many, many times. first i want to talk about the history of the budget of the department of homeland security. were not quite ready for the church. when you take a look at total budget authority, when the department was first it up the first fiscal year was 2004 and the department budget was a total budgetary authority, mandatory industry was $36.5 billion. now, had that magic grown by inflation today's request would be little under $50 billion. forty-eight and 25. instead, total budget authority is $70.6 billion about a 93% increase. from my standpoint, that represents on a bipa

chair and ranking member and good morning secretary kelly. the men and women at the station are working overtime on the nation's budget to secure the northern border including preventing narcotic smuggling. they are doing an incredible job with limited resources bu that y need support and wireless ebp is getting a boost in their funding in this budget we know this funding isn't going to be used to shore up the northern border and it isn't just the northern border. tsa in charge of protecting aviation borders and stopping to the rest is facing a sizable cut to some of its programs and the coast guard protects the largest border but despite its assets run down and outdated facilities the coast guard is also getting cut so this tells me fighting off all of it at the secondary. we should ensure others as well so what is your plan for making sure they get the funding increases they desperately need? >> the good news is from my perspective we have two great purchasers, canada and new mexico. the bad news for the southwest border is largely because
