let's get back to david kelly.n you look at some things the ecb has put in place, it seems to be limitless. this is uncharted territory. are you concerned about what happens afterwards or just focused on getting through the crisis? david: we have to think about what happens after the crisis, as investors and columnists. the first thing i would say both in regard to europe and the united states, what businesses and workers need our grants and --ns, and the central bank the central government is the grant department. that is why we focus on what the government can do for fiscal stimulus. when we do have an effective vaccine, let's say it is a year from now, once we have that, we will see a significant uptick in activity around the world. there is the danger that if at that point we don't pull back the stimulus, we are not careful about having too much liquidity, we could end up with inflation. governments around the world continue to expand their debt, as in the united states. we expect the budget to go over 15% of t

i'm kelly evans. turmoil on wall street today the major averages down more than 5% and the dow down more than 2,000 points this morning, still on pace for the worst day since 2008 now market wide circuit breakers triggered four minutes into the session this morning after the s&p fell 7%. every sector except consumer staples down at least 10% from the recent highs the same goes for all but two of the 30 dow stocks. oil, the big driver of today's selloff. tanks more than 22% and hitting a low of $30 a barrel. up to 33 right now, the lowest price since february of 2016 and today's the biggest drop in oil since the gulf war in 1991 history is being made in the bond pits. the 10-year yield fell below 0.32%, hit an all-time low of 0.318. there's the 2016 lows. white house economic advisers set to meet tonight for a form of stimulus. let's get to it all with bob pisani at the nyse as always bob? >> kelly, hello. stocks opened big and the market halted three minutes into trading after the s&p dropped 7% there

i hate to do the math on tv, but they just laid this on us, kelly. it looks like it's $1.5 trillion of repo, and an enormous amount of money and this comes after senior kpekts i spoke to this morning, kelly, were expressing deep concern about the operation of the treasury market, about spreads, about the differences between the futures and the cash market and a lot of concern about this location. and i was able to confirm that the new york fed was aware of this they could not -- they would not talk about it, but i was able to confirm they were aware of this. so this must be in response to what we've heard from senior executives in the bond market about the way things were trading about possible dislocations i've heard some very ugly terms used about how the bond market was trading over the last several days and we'll see if this solves that problem but i was hearing from executives was a call to dust off some of the crisis-era programs i want to read you one section from this release, which is a little bit unusual i don't know and i can't say this wa

what can you tell us >> kelly, these timelines are just mind boggling for development. we have never heard of a vaccine get developed this quickly before johnson & johnson saying today it selected a lead candidate for the development, plans to start human testing in september potentially have that vaccine for broader rollout in early 2021 we have got to picture here to give you kind of a layout of where we are across the spectrum includi including ma der ma this month we can see multiple vaccines vanl in early to mid 2021 and not even counting developments coming from pfizer and santa fe not pictured here and a lots of shots on goal. j&j ceo said how this is a company's moonshot take a listen. >> we expect to begin first in human testing in september but in parallel as you know not only do you need a safe and effective vaccine but you need to have one that can be produced and very large volumes. we are going to be doing that at risk smimultaneously right here in the united states and expect results at least from our trials likely in december at the latest early january.
