incentive i can't get what you want we just tax food that bad food for you let's do that tax it well kelly brown also has suggested that i think there are some serious problems with that. in order to in order to apply that system a system of subsidies for so-called good foods and a system of taxes for so-called bad food you have to first of all classify them which is a very difficult thing in itself when you're essentially centrally planning the prices for a huge sector of the economy in order to try to encourage people to eat what you consider to be a better diet ok then you have to monitor what people do with the ingredients that they buy are they making secretly making cakes and cookies at home how do we prevent that i think it's really. just from a practical standpoint obviously i have i have moral reservations and philosophical objections to it but from a practical standpoint it simply can't be done i mean russia had had some serious experience with the failures of central planning and this is one example of that attempting to to do something which is which is really not feasible ok kalif w

first i will tell you malcolm kelly continues to struggle with a sore hamstring. he didn't practice today. and jamal brown out with a bad hip but hanes wore did practice for the first time full time with his teammates. so that's good news because he passed the conditioning test over the weekend and then was allowed to move forward. passed it on saturday. today is the first full practice and no pads because that's what shanahan wanted for everybody. practice lasted two hours. haynesworth had his first taste of 11 on 11 drills. not sure if he will be ready for the preseason opener against the bills but his teammates were happy to have him back but the head coach says albert has more work to do. >> albert, obviously has come in late and he will have to compete for a position. and, you know, that's the way it has to be. people have to compete for a job and if he shows us he's the best player he will play. >> she a great player regardless of the position he is in. he can make plays. >> he did a great job of moving around. made some plays. back field some. i know he was -- felt good to be out there and he was e
