we're joined tonight by nbc's kelly o'donnell from the hill. kelly, good evening. >> reporter: good evening, brian. first no government shutdown, that's done, because house republicans and democrats came together overwhelmingly to pass that nearly $1 trillion spending bill that covers more than a dozen government agencies and included in that is the fate of your household light bulb. republicans fought hard to get rid of the money to enforce the ban on the old incandescent bulbs in favor of more energy-efficient kinds. they said government was reaching too far into everyday life. democrats pointed out they're not really making those old bulbs much more, so not much practical effect, and brian i can tell you there are breaking developments on that other big priority, the payroll tax cut and unemployment benefits extensions. we're being told there's a tentative deal for just a two-month extension and would include something republicans fought very hard for, and that's a provision dealing with the oil pipeline project they say will create jobs, the

our capitol hill correspondent kelly o'donnell joins us now with the details. kelly, here we go again, right. >> reporter: indeed, lester. good evening. it is a big change tonight. the fate of the payroll tax cut and unemployment benefit extensions is up in the air all over again after senator and the white house thought they achieved a short-term ans, a two-month extension. but today john boehner said house republicans are not on board. washington's holiday truth fell apart quickly. your paycheck could get smaller and unemployment benefits could run dry for many out of work a long time. after house speaker john boehner said this on "meet the press." >> how can you do tax policy for two months? >> reporter: boehner surprised washington today when he flat out rejected the senate's bipartisan solution that the president praised with relief on saturday. >> congress has finally agreed to extend this middle class tax cut into next year. >> reporter: it was an imperfect deal, hammered out with 89 senators from both parties, who agreed to extend the payroll tax cut and

kelly o'donnell has been covering it every step of the way. what went on behind the scenes as this retreat went down, kelly? >> reporter: well, one of the great things we've got to look for is what happens when we get closer to the end of the two-month extension. and will some of the dynamics you were talking about begin to repeat themselves? because one of the things that house republicans had been talking about are the practical arguments in terms of policymaking and government. not so practical when you're talking about the holiday season and what a specific extra amount of money means to people when they've got bills to pay and holiday gifts to buy. what we saw happening is that many house republicans thought they had a practical argument to make. go for a full year extension. and as you all know, the real battle wasn't over duration, it was how do you pay for it. and they could find democrats and republicans a way to come up with $33 billion, which covers three months extension, but couldn't agree on enough to get to roughly $190 billion,

. >> kelly o'donnell joins me now. what, 5:00 a vote? >> reporter: should be in that ballpark. when the speaker is talking about create jobs he's refer to the keystone project, and it would be a job creator in the plinds of many republicans. it's become a real political hot button here. what we have even happening now, chris, is that republicans are saying that the white house and majority leader harry reid are sort of plotting to block a big end of year spending package that's been worked on for quite a long time in order to prevent this keystone pipeline from going forward before the president's reelection next year. democrats saying, no, that's not the kay, there are still things to be worked out. speaker boehner says, no, they shook hands, they smiled at each other, meaning the democrats and republicans who worked on that together, so there's lots brewing here. we do expect that vote on the payroll tax, which has been a big headline to go forward with that this afternoon. there's some question about what happens next and when will members go home for the holidays. so there'
