nbc's kelly o'donnell joins us live from the white house. thank you for this.to be one power-packed press conference. just counting the topics, so many things to cover in just an hour. >> what is so interesting is that some of these topics we have not heard from the president directly on. that would be the sony hacking north korean developments of today. we heard the president talk about immigration and heard him talk about cuba. this is a new lane where we will be looking for presidential response perhaps forecasting a sense of how the u.s. would react to korea and north korea now that that has been identified as the culprit and may be more broadly, culturally. what should companies and consumers be mindful of with this cyber terrorism age. we have often be warned out. in this end of year back and forth. we expect him to make opening remarks where we see the year that has gone by and we will talk about good news in the economy and perhaps not as many questions on that topic. he wants to get those out as he begins the to and fro with reporters. this happens to

kelly o'donnell, slowing down long enough to talk to us from capitol hill.u go again. we're going to start putting up a checklist of all the people you've chased down hallways. first of all, what was he thinking? how did he think he was going to get through this hearing? >> reporter: well, you know, i take no pleasure in chasing after people when they're having a bad day, but this was a case where he had to know what he would be confronted with from members of congress. and he did come prepared to apologize repeatedly for comments he made at a series of academic events and conferences where he repeatedly referred to the american people as stupid and that a lack of transparency in the law was a political advantage, get it passed in order to get the law, which he believes in, in place. but to not have to deal with some of the questions about aspects of the law that have followed with the tough early rollout. but he also said of himself he was arrogant, he had been mean, he was trying to demean others to make himself feel smarter. this was a full throated apolo

. >> joining me now is kelly o'donnell. there was an image of jay johnson sitting, knowing he was going up there to be the designated purchasing bag and it was a classic moment. more drama and theater and substance. >> he knows well the contours of the hot seat. there was discussion about everything from that sort of a heated moment and as well as things like the constitutionality of what the president has done and the latest numbers on detainees and number numbers of those boundaries and the new executive orders will provide in terms of things like social security benefits. if people are granted this worker status, pay into the system. they could draw social security or medicare because they would be paying into it. there was substance, but also politics woven through. there were heated moments. especially the passionate defense from democrats who say they believe in this order and support jay johnson and the president on the steps they are taking. it was definitely a hearing to watch. it is the first time congress is able

bring in nbc capitol hill correspondent kelly o'donnell. an interesting dynamic where you had nancy pelosi and liberal democrats against the white house. talk a little about this. >> well, we really haven't seen that on something of this scale before, joy. this was a case where in this huge bill, which was negotiated by teams from each party, democrats and republicans working together over months. in many kays that was considered a victory. but in the last several days some things were added in to try to sweeten the deal. and one of the provisions that really riled the liberal left, especially people like elizabeth warren and nancy pelosi had to do with a change to wall street reforms that came into being after the meltdown of 2008. this would allow some very big banks to do derivatives trading using the deposits they have insured by taxpayers. the shorthand, they say this could lead to potential bailouts by taxpayers if things go wrong. they were strongly, strongly against it. well, sure enough, the white house said the president would sig

nbc's capitol hill correspondent kelly o'donnell is following it all for us tonight. kelly, what's the latest there? >> reporter: well, good evening, lester. the senate is giving themselves a few more days to keep the government open while a renewed battle over immigration popped up from tea party senator ted cruz. he's effectively forcing a marathon weekend session because he's taking on a fight that outside conservatives want, to try to block the president from getting the funding he needs to carry out his executive order on immigration. and then i can tell you that other republican senators are frustrated by this tactic because they'll have more power in the new year. even with all of these hurdles there is a sense that this will be passed by monday. and that would keep the government open for a whole year. lester. >> all right. kelly, thanks. a reminder chuck todd will have much more on the capitol hill showdown and the fallout from the torture report including an exclusive interview with former vice president dick cheney tomorrow on "meet the press". >>> when "nbc

. >> nbc's kelly o'donnell joins me live from capitol hill. are we seeing the beginnings of a coherent strategy from republicans or just sort of getting an airing of grievances? >> well, it is the early phase, but there is a lot of emotion. i can tell you, joy, there were just some protesters who disrupted the hearing that has just gotten under way, shouting inside the chamber. they were escorted out. so, the passions are real on all sides. for republican strategy, part of what they're doing is looking at options. and boehner was very clear that while democrats still run the senate, the option of passing a bill to undo what the president has done, is not something that could move forward in the short term. so, there's a short-game/long game strategy here. in the remaining weeks of this current congress, what can they do? they can pass some funding to support other aspects of the government operation to keep the government functioning and try to limit support for the department in charge of implementing these new changes, people land security.

nbc's kelly o'donnell is live on capitol hill. it's been some time in coming getting this report released. what do we know about timing and about potential objections to its release? >> reporter: we know the white house now says that it will be released tomorrow. and that is the domain of the chairwoman of the senate intelligence committee, dianne feinstein. she has been working on this along with her colleagues for years. i've been talking to staffer who is have had many late nights working weekends, lots of extra hours, put on this voluminous report, part which of will be made public. there's been an ongoing sort of intense negotiation about what should be redacted, what should be permitted to be made public not to expose sources, methods, assets the u.s. may have but at the same time being able to put accountability and transparency on this long-running program of what the cia did known as enhanced interrogation techniques at the time. critics have called it torture. who was responsible for this. what did the cia agents say at

kelly o'donnell, this is our nbc news capitol hill correspondent. she's following this. kelly, notably, it keeps domestic spending unchanged. adds funds to fight isis militants. what are highlights in there? >> some of the key provisions the president wanted to deal we bow with ebola, there is money for that. the key accomplishments, this government has been funded in these fits and starts short-term pieces of legislation over the last few years. we've seen a government shutdown. in this case, 11 of the departments are fully funded for the fiscal year. that around here is considered a big achievement. now, there are some policy things that will be changed. for example, the first lady's nutrition program. it gives states a way to back out of some of that. that would be viewed as a defeat for her, not entirely, but a nick at her program. and also, there are changes that would deal with campaign finance reform and wall street oversight. and that's making some progressives very nervous this afternoon, ronan. >> kelly, another interesting piece of this. tens of millions of dol

let's go to kelly o'donnell on the hill.ave never heard anything so well done on the floor of the senate as i just heard that. that was something. >> she made quite a legal argument. the former harvard law professor in a withering dissection of her assessment of how there's that crony yimp. the real question, will it carry the day? she's made a lot of impact over the last 48 hours or so. she and nancy pelosi and maxine waters leading the liberal charge to say that this particular provision should be taken out. but the sense we're getting right now is that elizabeth warren has not told us if she would use her power as a singular senator to hold this up. any senator has that authority to slow things down. she spoke forcefully about wanting to have that provision taken out of the measure to keep the government running, about you we don't get a sense that she's going to do any steps that would personally bring about an obstruction that she would take on herself. so what is the hold-up that we're seeing? there is additional time

. >> kelly o'donnell joins me from capitol hill. what were the highlights of this hearing? >> reporter: what this boils down to, you have this is manufacturing provider who makes these air bags who has now bucked a federal agency, the nhtsa has urged takata to do a nationwide recall and they say no. the reason is they believe the problem has to do with heat and humidity over time. in older vehicles that have the particular type of air bag, that if they live, the person who drives it lives in a high humidity, high heat area. florida and puerto rico have already been involved, that's where the risk exists. the federal overseers say, no, they think there's evidence to suggest it could be broader. there's real friction. so congress wanted to tap into that. there's some mistrust. not sure takata is being fully forthcoming with documents and information. takata says it's trying to work quickly. if it were to expand the recall nationwide, it would actually slow down repairs in the areas they believe are most at risk, being again those high heat areas. there's a real conflict here.

. >> nbc's kelly o'donnell is covering this for us on capitol hill. kelly, good morning.ort stand as of right now? >> good morning, jose. we know it won't be released today. in part the motivation of dianne feinstein is she is losing the gavel on the intelligence committee. as a democrat she's been running that committee. with the change in january to republican control, she will no longer be able to call the shots on the release of this report. it has been a signature piece of work for her. trying to get this done. there's been an ongoing debate between feinstein and the white house about redactions in the report. what could be released. what should and should not be released and the political implications. now, you've already talked this morning about how embassies are on alert. there are concerns about could this content of this information be such to spur some type of violent attacks. that's a real concern. at the same time feinstein has worked for a long time to put some sunlight on what happened inside the cia with those programs. it is the responsibility of congres

joining me now nbc capitol hill correspondent kelly o'donnell. thank you for being with us. >> good to be with. this is a day when things are unfolding because it is deadline day. democrats feel strongly that these provisions are harmful are trying to rally fellow democrats to bring this to a halt. thought to kill the bill overall, although that's a risk, but to try to take out that piece. the hard part, frances is if you take that one piece it's been negotiated by democrats over months. a lot of these things were only learned when the 1600 pages went public a couple nights ago. it has invited intense criticism from the liberal side of the party. some democrats at the bargaining party say they got other things in exchange for that. more money for consumer protection. and on the issue of campaign finance which is hotly contested republicans arguing that congress is decides no longer to pay for the national conventions. so you have to raise money privately and allowing donors to give more. it's some of that give and take. the real question is is it

kelly o'donnell is following the developments from capitol hill, and here from miami, i'm joined by usa today immigration reporter. kelly, let's start with you. this is the first hearing on capitol hill since the president's executive action. what are we expecting today? >> well this has been a buildup from the moment it was widely rumored and expected the president would take action to the point he announced it publicly, the gears were rolling for this hearing. expect tough questioning of jeh johnson, who has been really as you put it, the architect, looking at all the ways the president could use his legal authority to deal with issues like deportations in the law. many republican members believe the president exceeded his authority and by doing so may have undercut the potential for passage of a bill with the new congress. that's widely debated. whether they would really act or not. but a lot of intense questioning about the president's past statements about immigration and the limits of his authority, and what the administration elected to do with the executive actions the president

>>> as we away wait the president's news conference in north korea and cuba and the economy, kelly o'donnellhe has so many issues to address. this north korea naming of north korea by the fbi is so significant because there is a lot of options that he can't or won't talk about, but it puts the united states in a very difficult situation. >> and pressure on the president certainly to have a response. the fbi put the culpability on north korea and the pressure on the white house to decide how it will act even if he can't disclose that. he will be questioned about that topic. the senior white house aides open up with initial remarks to talk about the year that has gone by. he will talk about the economy. an area where they see positive growth. he will check the box where he wants to talk about it because many of the questions deal with more immigration to the sony hack. it puts the president in a chance to lay out how he wants 2014 to be remembered and then the questioning begins and we will see what news is committed during that hour or so when the president is taking questions. one of the cha

and kelly o'donnell has more from capitol hill. kelly, does this close the book at least on capitol hill? >> it really doesn't. it closes sort of a chapter in the book in part because this congress come to a close in a matter of weeks and this has been such a long awaited report. it is reverberating not only through washington but around the world. it will raise new questions largely about the things like management inside the cia of controversy programs. everyone on both side, ofs of the aisle acknowledges they have difficult business to conduct in that realm. but are there new restraints or addicttional oversight that should be part of this where people in the chain of command are not informed, where things might go beyond the bounds of ways expected. what did congress actually know at the time what did they expect was being carried out. those sorts of questions. still concerns about could the findings that have now been made people cause problems in the ongoing battle with for example, isis, could there be backlash there. there w

we're covering all of these events with nbc's kelly o'donnell on the hill msnbc.com's alex at georgetownnd the president of the national organization for women terri o'neal watching the supreme court case closely. kelly, i want to start with you. the hearing coming after takat refuseing to meet a deadline. >> one of the things we see when there's a case of confrontation, it can play out in a big way on capitol hill. when you have a private sector company refusing to follow some of the step set out by congress that has oversight and the draft cat draft company is saying it disagrees with the claim it needs to cooperate with a national recall because of the product, inflaters inside air bags that have gone off and spewed slaphrapnel to the severe injury and deaths of several people who were passengers in the cars. some recalls have begun, especially in warmer climates where the air would potentially -- the climate itself would hasten the expansion and cause greater damage. ta takata said doing a national recall takes away from money to fix the problem. law makers are frustrated. they feel

kel kelly o'donnell is joining me now. we heard from senator reid earlier.d be no weekend work. what's going on here? senator cruz and some of his allies in the senate are objecting to how things are unfolding and the issue at hand is the president's action on immigrati immigration. cruise want crus wants a vote on that, and reid is bucking that. there is an on going debate on how the government will be funded. it runs out at midnight tonight. guess what? the senate hasn't agreed to an extend in time. we are in a countdown to shut down. can they avert it? yes. are they doing it yet? >> no. there has been a backlog of nominations. reid's power to end the floor ends with this congress and he's trying to push through as many of the president's nominations for consideration as he possibly can. republicans don't want to go along with that, as always, so there's a classic fight using the rules of the senate to try to get to different objectives. everyone says we don't want a shutdown. cruz and some of his allies say they want to take this on with immigration, even
