nbc's kelly o'donnell has our report. >> reporter: the largest recall ever, 34 million takata air bags, but tonight there is still not a complete list of makes and models affected. so far, 7 of the 11 automakers have identified which of the their vehicles need replacement air bags. six deaths and at least 100 injuries are linked to takata air bags, including christian sprous who says this piece of metal was pulled from her neck six weeks ago. >> i don't want someone to go through the pain i've gone through so far, the fear that i've had to relive over and over again. >> reporter: for the first time a u.s.-based executive from the japanese air bag manufacturer appeared before congress and said takata still does not know the root cause of the air bag rupturs. >> we deeply regret each instance in which someone has been injured or killed. >> reporter: lawmakers are frustrated. >> so the replacement could be as dangerous. >> reporter: many drivers who already had air bags replaced will need a second new air bag because takata is phasing out the first replacement model. >> they have to have

kelly o'donnell is with us.from your location but strikes me as really odd that they walked up to the camera and covered with newspaper. >> reporter: different cameras are permanently positioned in the briefing room and one appeared to be part of white house.gov allowing the viewer on a computer to watch the briefing. that could be the camera that you're referring to. news organizations also have permanently fixed cameras in the briefing room. and to go old school and take a piece of newspaper and cover it suggests to me they want to prohibit perhaps outsiders through the web to be able to watch a feed from the briefing room. it does -- i don't know and you'll be able to tell if any of our camera positions have similarly been blocked that are owned by each individual network. a very unusual for the briefing room to be affected in this way. it is just steps away from the desks of white house staffers. just around the corner from where the oval office is located. the white house is a very compact building in many

kelly o'donnell in washington. thanks. >>> now to a bizarre scene that's unfolded overseas in the country of georgia. tigers, lions, even a hippo on the loose in that nation's capital after raging floodwaters damaged a local zoo setting many of the animals free. we get more on that now from nbc's kelly cobiella. >> reporter: it was a true urban jungle. zoo animals roaming georgia's capital city tbilisi, some just trying to stay dry. throughout the day, the military helped animal workers round up lions, tigers, and bears. warning people to stay inside. more than 30 animals escaped during a violent night of torrential rain and floods. a river of mud and debris cut through the city, sweeping away cars and homes, trapping people, and destroying much of the zoo. including this bear enclosure. in the chaos, this hippo swam out of his pen. zoo keepers tried to save the other animals but there wasn't enough time. three of the zoo's staff died. >> it did look truly devastating. i can't say anything more. it was -- it was ho

for more let me bring in kelly o'donnell, nbc news capitol hill correspondent. thanks for your time tonight. is it fair to say that rand paul is kind of the lone wolf on the hill with the political activities in the last 48 hours? >> it has certainly felt that way, ed. and what we saw even this afternoon was an opportunity to move things along and for the senate to consider some changes that you just explained sooner to do it today. and mitch mcconnell said we already know what the outcome is. let's move this along. and rand paul using his right as any senator has, objected and so that pushes it into tomorrow. that's one tiny example of many where he has been out of step with his own party. that's become almost a badge of honor for rand paul. the more hawkish side is really fed up. everything from open frustration to bark at each other to eye rolling. they're tired of rand paul using the tools of the estimatesenate, things that he's allowed to do for what many believe is a political purpose. he wanted to claim a victory that brought the end to government bulk co

kelly o'donnell? >> reporter: well, tamron one of the points i wanted to add to what you're saying is on the policy issue. christie has been traveling the country. he's done about four major policy speeches so far where he did use the teleprompter, where he did lay out his views. he'll touch on a little bit of that today as part of his vision for the country. but this will be a shorter address, and when we talk about it being off the cuff he has a prepared outline, he just won't be using a page-by-page reading along kind of method. i'm told he'll do additional topics as he travels on the road. so far he's talked about foreign policy, he's talked about education reform economic growth, and he will get into some of those ideas today, but today isn't about the super in-depth sort of thing. so style is a big part of it but the policy ideas are there, too. what he will try to talk about is being a conservative in a blue state, which has been part of your conversation so far. how will that play? in the repu

. >>> i want to bring in kelly o'donnell at the white house for us. kelly, good morning. >> good morning, jose. >> how sure are u.s. officials that china is behind this? >> in talking with government officials what i was told is that there are a few nation states that have the capabilities for this kind of sophistication. they would include china, russia and iran and based on what investigators and officials know about the type of breach sort of a signature -- that's my word not theirs -- they believe china is a strong suspect at this point. of course the china knees are pushing back on that but officials think china would have the motivation and the capability to show the u.s. it can do this. and one of the things that i was struck by in talking with officials is the idea that not only is the content something that this sort of espionage or hacking would be seeking but just the ability to show a country like the u.s. with all of our sense of strength and inpenetrable forces to show them that it could be done. and also i was struck by talking with offi

nbc's kelly o'donnell joins me now with the latest. kelly, what's happening here?ployees will be getting a notice from the federal government that their personal information may have been exposed. what we understand is there has been a giant hacking attack of what's known as the office of personnel management and the interior department. now, opm, as it's known in washington, think of it as the human resources department for the federal government. they handle all of the things that relate to the huge federal workforce. we don't yet know how massive this breach is. officials are telling us they are trying to step up cybersecurity and are investigating. but alerting those federal employees, current and former that their information may have been exposed, gives us a window into what may have been taken. . >> nbc's capitol hill correspondent kelly o'donnell joins me now. which way is nancy pelosi coming down on this? i've heard all kinds of reports off the hill. >> well, in talking with some people who have been in conversations with her she is keeping it so close to the vest because there's a package of trade deals going on here and she's in many ways the chief negotiator for progressives but her own history tends to be a little bit more tentative about trade. and so what she's been able to do is to try to extract some concessions out of boehner on dealing with how you would pay for some of these measures. what's really interesting about this, andrea is the president wants this done. so democrats could, in fact scuttle what the white house wants to accomplish. the president and senate and top chiefs to be negotiating here on the ground and nancy pelosi is trying to keep ultimate leverage for as long as she can, series of votes tomorrow trying to get as much for retraining workering and those sorts of things that would help progressives while at the s

. >> nbc's kelly o'donnell joins me now from washington. let's go through the changes now to this policy and what can and cannot happen here. >> one of the big questions, tamron is will this law require the telephone companies and there are really hundreds of different entities that hold our different kind of phone records if you have a land line in your home or all the different cell phone companies. will they keep the records? the law does not explicitly require them to do so and one of the questions will be how will they sort of start a program that is not in existence yet? under normal business practices these companies would likely keep their error but they might have differing lengths of time they do that. that's one of the questions that come out of this. many believe this is a victory for privacy rights because it takes this data out of the hand of the government and leaves it in the private sector. some question whether the phone companies might use as a marketing tool in the future some sort of a campaign that would say if you don

joining me is capitol hill correspondent kelly o'donnell. give us the capsule.was a bad day for the president, i think. how do you see it? >> an extraordinarily bad day politically for the president today, but it may not be the end of the story because the way they've structured this they can try again next week. and that's what the white house tonight is asking for. and certainly house republicans want to see that happen too. today was big labor's day for sure, and for democrats especially from the industrial parts of the country, i come from ohio. i understand the rhythms of that. and they got their piece today to say they won't go along even when the president comes here personally and makes an impassioned plea. one of the most stunning things today, chris, was the democrats who over the years of the obama presidency have told us often off camera they've been frustrated with the relationship with the white house today really let that break open and you had a handful of democrats who said on camera and publicly that they felt really mishandled by the white hou

there's always going to be cynics. >> kelly o'donnell joins me now, along with lauren fox.ing to senator paul. some called it a political stunt, but he's been clear this has been a stance he's been taking for a long time. >> jose i think it is true this is an issue he has championed for a long time. i think the question comes in how he's simultaneously using his action on the senate floor, forcing this to expire. the long speech-a-thon and simultaneously using that to drive fund raising and support among his campaign team. these things are sort of in conflict and that's where the political sort of barbs are being thrown. no one doubts he believes deeply in these positions as a libertarian. the question is is he using the senate and the laws and to some degree national security as a way to drive his campaign? at the same time, he is running for president, he's a declared candidate. everything he does will also be looked at through that lens but in a time of social media where he can appear on the senate floor and his campaign can be using that appearance to drive support and

. >>> kelly o'donnell joins me thousand.a freedom act? >> today is a quiet day in the senate. they're working on amendments. mitch mcconnel said they'll vote on replacement substitute if you will for house version of the usa a freedom act. the big headline is it takes telephone records from government being the custodian of the records and keeps them with telecommunications companies. there are republicans on the senate side that think there need to be tweaks. not just republicans. you have prominent voices from the democratic party who have ideas on how it could be tweaked. the real bottom line expect that this will pass. there will be a transition period a that companies responsible for this have perhaps 12 months to organize how it will work. some amendments are deep in the details. big thing for rand paul is he claims this as a victory. a lot of disagreement about whether this is a good deal or not. the questions remain about how well the tell come companies will do handling that or if there will be issues at all. >> you

. >> kelly o'donnell joins us now from capitol hill. so we have the promise, but it came after fatalities these innocent people on that train and many of asked the question in the past, kelly, why do we need to or why is it we see action after loss of life? >> so often that is the case tamron. i thought it was notable with the ceo of amtrak his voice broke there. there was almost a choking back of emotion, and as we've been listening to the hearing, i can tell you that the debate that came out right after the accident is playing out again today. the question of where are the resources going, how are they being allotted, is congress providing enough money for infrastructure and those who have questions in congress that are directed to the amtrak officials, is it a case of the money being used in the proper order of prioritization within amtrak? are they spending the money where it needs to be spent first? one of the criticisms of amtrak is that they have not emphasized enough of what's needed in the very busy and the profitable section of

kelly o'donnell on capitol hill for us this morning. t? >> well it should play out differently, jose and here's why. on sunday night there was an opportunity for rand paul to object and to kind of have a one-man stand against these nsa programs, and that was effective from his point of view in causing the expiration of those key provisions including the bulk collection of phone data. that was his goal that was accomplished. today is different. under the senate rule some of the timing requirements are different today, so we expect there will be a vote that will go forward. this is one of a series of votes related to this. that means that they move to the next stage of consideration. there is overwhelming support, so we expect that to happen. then there will be consideration of a couple of amendments. this would be some changes to the new reform bill that would deal with nsa in this way. it would take those government collection of records out of the government's control and say the telephone companies, it's your responsibility to retain t
