kelly wright is there live. kelly, good morning to you. what about the new video first of all?oing? >> reporter: this new video we're looking at right now, fresh and live, right now is a man on top of the obilisk, the washington monument some 555 feet in the air. he is at the very top if you will. he is putting around some sort of titanium fastening. he came out of some sort of door at the very top. you see him standing there. he has to fasten that around so other repellers i'm told can get out, latch onto that and actually begin to repel down the 555 feet of the washington monument. engineers will be able to get a first-hand look for cracks and chinks in the edifice itself. this is a historic landmark as you know that on august 23rd was part of that, hit by that east coast 5.8-magnitude earthquake and what happened at that time, we received new video from the national parks service. we can show that to you now, what was going on inside because there were people at the top, about 50 feet below where that man is now standing. you can see the violent shaking going on as that eart

delivery days and to change the retiree health benefits which may have saved some of those jobsful kelly wright is live in washington. so kelly, where is all this headed? >> reporter: well, the title of today's hearing says it all, if you will. it basically says u.s. postal service in crisis, proposals to prevent a postal shut down, and that really basically talks about about where the postal service is now. it is in deep debt, it is expect to go have a shortfall this year of $8.3 billion on heels of losing 8.5 billion in fiscal year 2010. also this month, it will have to come up with a $5.5 billion payment to cover future employee health care costs. by law, the agency is mandated to break even but at the moment it's just hard to break even when your only source of revenue apparently comes from the sale of postal stamps alone. so leaders of the postal service are trying to figure out just how to stay afloat in a sea of red. >> martha: all right kelly, thank you very much. we're going to have to leave it there. we've got to move to something that we're getting into the newsroom right now. kelly,

kelly wright is live at the washington monument with more. >> reporter: let me give you some perspective of what this looks like. there is something very dramatic unfolding at the monument today. rick if you will begin to tilt up, some 555 feet in the air, bordering the east side you see a man up there, he's actually putting out some very important things that rappellers will be using. the national park service says, weather permitting we will see engineers coming out where that man is, they will rappel down the four sides of the washington monument, and for the past two hours we have seen this man at the very top of the monument, that is 550 feet in the air. he was been working to prepare a nylon anchor for those who will be rappeling down. >> they are going to do the assessment from the top down so they don't miss any little cracks. >> reporter: do you anticipate them finding any chips or -- >> i'm not really sure. we do anticipate that they'll probably find some nicks in mort ars. >> reporter: the damage this he's talking about as a result of the 5.8 magnitude arrests quake that struc

kelly wright, you're in washington with the latest. >> how am i supposed to follow that one?t have -- i'll just keep going with it. it's brian kilmeade in the morning. good morning to you all. there's an inscription, if you will, on the general post office in new york right there at 8 and 33rd that reads, neither snow, nor rain, nor sleet and gloom of night stave these couriers from the swift completion of their appointed rounds. change that, a lack of money may cripple the post office. u.s. postal service is $8 billion in debt. in an age of e-mails and tweets, traditional mail is down 22%. because of that, the u.s. senate homeland security and governmental affairs committee is holding a hearing on the postal service. the postmaster general tells "the new york times" that unless congress steps in, the postal service will default on its debt. to reduce its debt, the postal service is considering cutting $220,000 workers by 2015 but will need approval from congress to renegotiate current collective bargaining agreements with the postal unions. delaware senator tom carpenter sai
