santa cruz police have identified 24- year-old kelsey knoll from mount herman as the driver.ppened friday on modesto avenue. police say the car hit the pedstrian at the intersection of sacramento ave. the 23 year old pedestrian died at the scene. knoll is being charged with murder with more charges possible as the investigation continues. santa cruz police are still reviewing survaliance video in the area.
