it's sunday, the viewer 16th and i am kelsi thorud. zoe mintz our meteorologist is here to start us off and you say rain potentially. >> tracking rain and north bay communities are currently dealing with the rain. for rain today but not nearly as strong as the system we saw thursday. thursdays system with the strong winds and flooding and the really gloomy conditions. today is not going to be like that. i want to take a step back and show you are what we have seen. this is from the first to the 15th of the month, february, over nine inches nearly 10 inches of rain in santa rosa. well over a foot of rainfall in healdsburg and even in san francisco we saw half a foot of rain just in the first 15 days of the month and that puts us at our third wettest start to february on record. right now, we are going to be adding to some of those totals . north bay communities we are currently tracking some rain. this rain is really not going to be anything too impactful and it is only the, far north bay communities looking at areas in darker and deepe

i'm kelsi thorud in for max darrow. zoe mintz, perfect timing when it comes to the quiet weather. >>> because we don't like busy weather for busy weekend. >> that's what i like to hear. >> so quiet weather for a busy weekend. which means that any outdoor activities you have today you should be good to go. after a lot of rain over the past several days. these are some of the totals that we saw over a half of a foot in parts of the santa cruz mountains. because again this southern half of the bay area actually did get in on the most abundant moisture but parts of the north bay communities still saw nearly 4.5 inches and here in san francisco, over 2-inch just from that past storm system. that past 24 to 36 hours of accumulating rainfall. but early this morning, like you saw, it is quiet and it is clear. just a couple of clouds out there which means our temperatures definitely feeling the chill. sitting in the 30s across our north bay communities right now. and compared to gist 24 hours ago, definitely cooler out there and

kelsi thorud is live for us there tonight. i'm hoping this is an annoyance, verses causing a lot of problems already up in novato? >> reporter: yeah, for right now it is. it's been rainy and soggy up here in novato, but we haven't seen the severe rain that we're continuing to expect into the overnight hours. you can see we are downtown novato here, and there are not any issues here. this is an area that has flooded in the past. when we do get big rain events in this area. and tonight, it's been this kind of sweeping through, where we would see a few minutes of heavy rain and it will go back to heavy rain. we're not seeing any street flooding in the area that we're in right now, where we are also seeing a few wind gusts too, so the wind definitely seems to be an issue here. and i think a lot of people are looking at this and maybe thinking, you know, it may not be as bad as what they thought. but the big thing is maybe what happens tomorrow morning during the commute as people wake up. of course, it's been raining all night. we

our kelsi thorud kicks the show off tonight with that story. >> reporter: san francisco officials and residents went into nba all-star weekend hoping to show the world their city is something to be proud of. and now as the banners come down and the crowds of tourists head home, we went back out to ask people they have the san francisco bay area on the map. it's a great event. >> reporter: a bay area local told us he was impressed with the weekend's events, and feels like most tourists in town left with a good impression. >> i want to say they did. for the most part, i think san francisco as a whole, it's a great tourist spot. >> reporter: bernadette told us she works at sfo. she heard from countless tourists traveling here for all-star weekend, and was happy to see the city put its best foot forward. >> i think san francisco was ready for it because i was here last weekend, and it was all clean. it was nice, yeah. >> reporter: wang traveled here all the way from china for the all-star festivities. he says he's leaving with fond memories of the city. >> and just travel away from japan,

i'm kelsi thorud in for max darrow. of course joined by our meteorologist zoe mintz. what can people expect today and tomorrow? >> great news. mother nature, i think she has some -- like positivity for us. >> i love the sunshine. >> feels bad for all the rain that we've gotten in. she's like you know what? they need to soak up some sunshine. today is the day. how much rain we saw with the past storm system with wednesday and thursday's activity over a half of a foot of rain for parts o the santa cruz mountains. some of our north bay communities saw over 4, maybe 4.35 inches kind of depending on where you were located but it was definitely a southern half of the bay area system that really got in on the activity. over 2 inches for us here in san francisco. for an inch and a half for san jose. and again that's really great news for the santa clara valley communities that haven't gotten in on the activity from the past atmospheric rivers. today though, again it is quiet and it is calm and it is cold out there. it is literally freezing in petaluma right now at 32 degrees.

kelsi thorud is live at the moscone center, getting a taste of the fan experience. how's it going so far? >> reporter: hey, ryan. it's really fun down here. there are a ton of things to do. we're at the nba experience and you can see behind me we're at one of the courts here. they have a ton of courts. this one is featuring some of the young fans out here, enjoying some time on the court, but this is the time, before the big game this weekend, where people can come out and really experience what it is like to be an nba star and also to meet some of the nba stars. so there's all these different kind of pop-ups throughout the center here where people can, you know, create their own little playing card. they can take a shot, see how good they are, maybe compared to steph curry and some of the other players. they also get to meet some of their idols. i was walking around earlier and we saw a ton of the all-stars out here greeting fans. we also saw a bunch of the nba players as well as wnba players doing interviews. so it's a really fun immersive experience for fans. we

our kelsi thorud looks at the legal battle coming and what is at stake. >> reporter: former fbi specialnt jeffrey harp warns the doj's freeze on funding to sanctuary cities like san francisco could significantly impact local law enforcement. >> those grants are used to buy equipment, to buy things that the law enforcement officers will train, flashlights, boots, shoes, body armor, all that kind of stuff that law enforcement uses to protect our local citizens. >> reporter: on wednesday the trump administration's new attorney general, pam bondi, issuing a memo to end funding to all sanctuary jurisdictions that refuse to comply with federal immigration laws. special agent harm says that freeze means millions of dollars are now off the table for local agencies, money they use to help solve crimes. >> as of recently, as i believe today or yesterday, san jose actually received bureau of justice assistance funding in the amount of $2.5 million for rape kits that they had -- like over 900 rape kit. so that's just an example from san jose. >> reporter: san francisco has doubled down on its commi

kelsi thorud is here with a look at a few of those spots. and kelsi, things were a mess. even close to the station in san francisco, messy out there today. >> we were out for hours before coming back to the studio, and it was a mess. there was actually a fallen tree that jammed traffic in san francisco's golden gate park. now, citizen app video shows the tree blocked three lanes of traffic earlier on crossover drive. that is already a pretty slow going spot to begin with. no word yet, though, on any injuries with that tree fall. now, also in san francisco, one outdoor dining area completely crushed. a parklet on union street between laguna and buchanan was destroyed by another tree. up in santa rosa, severe flooding forced people at the sutter north bay health plaza to evacuate patients. a total of five people, some in wheelchairs, had to be moved out. firefighters brought in a paratransit van to get them to safety. workers at the health center say flooding has been a repeat issue there, so they've had to get creative at times to deal with the rising water. >> these are o
