and ken buck called it a major win for joe biden. ken buck voted for the bill that went further in april. the other three voted for that republican bill. how do you see this conservative opposition and how much of a risk is it for mccarthy? >> well, there are many conservatives out there who have already expected that a majority of the pfreedom caucus, about 3 of them, will vote no. what mccarthy really needs is the majority of the majority. it was a promise not necessarily written in stone but during the speakership week that any bill that is brought to the floor needs to have a solid amount of republican support. that means that he can lose 111 republicans. that's a pretty hefty amount and gives a lot of these conservatives the space to say i don't like this because of all of these different reasons. when you get to the math, you need 107 democrats. the thing with this freedom caucus members is they obviously have the option to vacation mccarthy. so, sure, you could lose their votes but they want to be seen and heard and that's wha

what ken buck was flirting with on that freedom caucus conference call. what was the response he got? what's the likelihood they'll call a no confidence vote? >> sure. other freedom caucus members have been cooler to that idea here. remember, it only takes one to call the vote. but do you want to see if you're a republican that kind of chaos in your conference or do you want it to be a situation where you rail against the bill and move on? it's not clear whether that no confidence vote could come perhaps after this vote takes place tomorrow night perhaps the wee hours of thursday morning. but it's the kind of thing everybody's watching. i think if you're kevin mccarthy, you're not too worried about it yet. obviously, democrats become a factor in this. do they stay with mccarthy? vote to throw him overboard and sit back and watch the chaos play out? there are a lot of factors here, but there's not this kind of overwhelming sense that mccarthy has doomed himself with conservatives yet. we'll see where this goes. >> garrett, thank you very much. and joining

congressman ken buck called this deal a debt ceiling surrender. congressman ralph norman said it was insanity. no one claiming to be a conservative could justify a "yes" vote. their basic criticism is that mccarthy gave up too much and could have gotten more. what do you say that? >> i'm the head of a group of 75 pragmatic conservativists called the main street caucus. and so when we say conservatives are against it, i want to make it clear, i don't know a single one of the mainstream caucus -- >> house freedom caucus conservatives. >> and even some of them win listened, there will be freedom caucus people who vote for this package. so when you're saying that conservatives have concerns, it is really the most colorful conservatives. some of those guys you mengtiond didn't vote for the thing when it was a republican wish list. limit, save, grow. those votes were never really in play. we get that, but overwhelmingly, republicans in this congress will support the deal. how can they not. it is a fantastic deal. >> how many votes do you think you'll ge

others like ken buck are floating the idea, in fact, they could go after the speaker himself. where do you see this right now? >> well, it may get worse before it gets better for speaker mccarthy. a few moments ago, congressman dan bishop of north carolina said he would call for his job. we know that it would just take one member to call for a vote to trigger to try to steal mccarthy's leadership. we'll see if he follows through. that rhetoric is out there now. we know to sahil's point that it took mccarthy 15 rounds to get speakership in the first place and his grip on it is tenuous. people i talked to on both sides of the aisle still think they're likely good here to get this done. but there is some unease. particularly among republicans. and therefore they're going to need a lot of democratic votes to get this through. this progressive unhappiness, but a group of centrist democrats, 100 votes, they committed to coming out for this. i spoke to a number of the top aides working the phones making one on one phone calls to lawmakers to make sure they back this deal saying, agai

jake, i asked congressman johnson about all of the rumblings about the motion to vacation, what did ken buck say and a few others talking about, how serious is that threat, and if it's not serious in this moment, how serious is it going forward? >> it's impossible to really know, katy, because anyone could do it at any time with no threshold and no reason. the reality is if somebody has a bad day and is upset with mccarthy, they can go to the floor and call for a snap vote on his leadership, which is a difficult dynamic to deal with. i will say, though, most people don't take it terribly seriously. and mccarthy's team, mccarthy's allies believe that they can beat it back if need be, some have suggested democrats would help them. i think that's a tough thing to depend on, but all that said, it's not really dominated conversation up here. even, i will say, ralph norman, one of the loudest voices in the anti-debt limit bill said you guys did a good job negotiating, probably better than i could do and he'll still vote against it. very few people have their hair on fire at this point. there are a

who have expressed some disappointment this this deal over the debt ceiling, whether or not that's ken bucko little in a position of strength. republicans sitting in a position of strength, of being able to negotiate over the debt ceiling and it represented too little. and it seems to be most of the message from those who are opposed to the deal. what would you say to them? >> first of all, we still don't have the language, so i have questions as it relates to to the work requirements, but if there are work requirements put in place for our welfare programs, i think that's a huge accept in the right direction. i agree i would like to see more spending cuts. ing i personally would like to see us put on a path -- when republicans took the house in 2010, we did a 10-year path to balance the budget. that's the type of spending cuts that i would like to see. but again, we don't have the details. i'm sure there's things that we'd love to have in there but that's, obviously, never going to pass a democratic senate and pass the white house signature. so the mccarthy had to make some concessions as
