under that statute, that was the one with ken starr and a lot of other special prosecutors, when theyould do their investigation at the end of the day, they would issue a long report. and everyone would say, ok, now we understand what everybody did, who all -- what the roles were, what their conduct was. soledad: that's not how it's done today. peter: not anymore. soledad: what shuts the -- should the strategy be? if there is a sense that people have lost confidence that there's a nonpolitical investigation that could be done , what would you recommend? peter: ideally they would have an independent commission, the 9/11-style commission. the problem with that, of course, is it requires, as i understand it, legislation, which would have to be signed by the president. and i don't anticipate president trump signing off on that. and failing in that, a select committee, as opposed to a special prosecutor, isn't trying to bring a case. they're investigating these facts. and they're doing what they can do in public. and at the end of it, they would make a report and they would make their find
