ken: that is an issue, yes. fernando: only republican governors and attorney generals and legislators have passed these voter id laws. isn' t there really another purpose which -- ken: absolutely not. i know where you' re going and that' s b.s. there absolutely is not. a majority of every segment of the population in virginia supports voter id laws. fernando: but that' s a different point, right? ken: black voters support voter id laws. fernando: that might be the case, but nevertheless, it dips the participation on certain groups that tend to vote democratic. it' s quite a coincidence. ken: i just don' t accept that. now, my experience is overwhelmingly virginia. you may be talking about other places, but we' re one quarter african american, we have a substantial asian and a substantial hispanic community and we have not experienced that. fernando: well, it actually has been proven that it does lower participation for those groups. why would virginia be the anomaly, you think? ken: i think virginia is necessari

ken: oh, yeah. i mean, as attorney general that was one of the things that we dealt with. of voter fraud cases and there are 3 parts to fraud analysis. one is registration. one is the actual voting, do you t you, those kinds of things. and the third is enforcement, when you do have problems. and s. and there is, i find, an overwhelming focus on the voting, voter id, and so forth. but, in virginia, by way of example, we have very little resources dedicated to enforcement, very little, and also there is very little policing of honest registration. so while everybody focuses on bringing that id into the polling place and the debate about how one feels about that, i think it' s important. fernando: it' s been studied lower the participation of if you' re saying the problem is registration, why create a law that actually lowers s be careful. i' m saying there are three areas we need to address. i' m not saying there is only one problem. fernando: the brennan center has studied voting for ten, fifteen yea

good morning, darla. >> good morning, ken. this has been extremely embarrassing for that 16-year- old student. the secret surveillance video. the security guard has been suspended with pay. that security guard has been identified as 24-year-old daniel williamings. he followed that 16-year-old student into a bathroom and then snap chatted a video of him while he was inside of the stall. that was on tuesday. they say on wednesday, police came here to the school and charged williams with unlawful surveillance and endangering the welfare of a child. now williams has been given a desk appearance ticket and will be in court on april 11. while this investigation is on going. williams cannot return to the school. >> he was able to video tape the student in the stall using the facility. after that, he posted it on snap chat. the school was alerted of this school. once they found out, they called the police, detectives came and they were able to view the snap chat. >> now, the school district released a statement that reads in part that
