here's why. 20-year-old kenneth brown out there on thin ice. he is in the water at this point. according to police brown was bothering customers at a nearby restaurant when he was confronted by police. he took off, ran to this thin ice, and it cracked. the champagne fire department and champagne police are there. they have rope that is they're trying to throw out to this guy. that's not working. eventually brown disappeared. he is under the surface. these initial first responders don't necessarily have the equipment to make an underwater rescue, so that's when you have to call in a dive team. the dive team came to the scene. they were able to pull this guy out in a few minutes, but unfortunately he was unresponsive and passed away wednesday morning. there entire thing only took a half an hour by the time he went out to the ice from the time the dive team was able to pull him on the water. >> i thn guy was running from police, but it's so heart breaking to see these people just inching closer and inching closer, and you think they're going to get to him, and then you just see hi
