kenneth moton has more from capitol hill. morning to you, kenneth. >> reporter: good morning, eva. dramatic moments. texas republicans had to get it done by midnight because of the end of the legislative session, but they failed. in a surprise move, texas democrats stopped the sweeping voting legislation from happening and passing the house by organizing a walkout right before that deadline. gop lawmakers spent the weekend making revisions to the massive voting bill behind closed doors and suspended rules to rush it to the senate floor for a vote. the bill bans drive-through voting. tightens restrictions on voting by mail, adding a new i.d. requirement, and cuts back early voting hours on sunday when many black churchgoers head to the polls. this bill also makes it easier for a judge to overturn an election if there are allegations of fraud. president biden over the weekend called these voting restrictions in several states an assault on democracy. eva? >> and kenneth, republicans are vowing that this is not over. the governo

kenneth moton has more. good morning, kenneth. >> reporter: good morning, michael. talk about sticker shock on that $3 a gallon national average since 2014, drivers in several states are feeling that pain at the pump. the prices just keep ticking up. here in alexandria, the sign says it all, sorry, out of gas. the pumps turned off. now here in virginia, 56% of stations are without gas. but not every state is seeing these drastic spikes. but look at this. in the southeast where there are drivers who are panic buying and outages, this is what we're seeing, about 8 cents a gallon according to aaa, in south carolina, virginia, and georgia there, that's an increase of 8 cents, again. in georgia they've seen an increase of 25 cents compared to this time last year. also aaa out with a reminder this morning trying to help drivers conserve gas reminding them you can save if you drive the speed limit. avoid extended idling and slow down. robin. >> all things to keep in mind, kenneth. thank you. >>> the pipeline shutdown and fuel shortages also having an impact on air travel.

kenneth moton has the story. good morning, kenneth. >> reporter: good morning, amy.cer witnessed was illegal and simply dangerous. overnight, california highway patrol announced arrest of this backseat driver seen riding alone in the backseat of his tesla on interstate 80 in the california bay area on saturday. according to the chp he was spotted multiple times around the bay area prompting a day's long search when officers stopped the car in oakland they say they found 25-year-old param sharma alone in the backseat. this morning charged with reckless driving. tesla telling abc news its system repeatedly reminds drivers to remain engaged and at highway speeds drivers typically receive warnings every 30 seconds or less if their hands aren't detected on the wheel. this isn't the first time a tesla owner has gone viral for their hands-off driving. this man spotted in 2019 sleeping behind the wheel as his tesla sped along the southern california freeway around 70 miles per hour. another driver apparently dozing on autopilot on this boston highway. >> the advanced driver
