kenney has the potential to be a great mayor. but he's going to be tested very early on two major issues -- teachers contract and municipal employees contract, both of which need to be dealt with by june. >> let's talk about the schools real quick. as we saw, council is gonna provide $70 million of the $103 million that the schools want. this is something that happens every year, where they go to council, they need more money, the state's giving less, the federal government's giving less. how do you see jim kenney, if he becomes mayor, dealing with this? 'cause they're gonna raise taxes again to solve part of the problem. >> and they've consistently raised taxes. i mean, you have to give council some credit for the fact that they have raised taxes every year. this issue of, in my opinion how we're ultimately gonna fund education is about what is the state's role and responsibility. i still believe it's the state's role to adequately fund education across the commonwealth, including for poor kids. and we've allowed the conversatio

melissa, last week we welcomed your democratic opponent jim kenney. today we say welcome to you to "inside story." >> thanks so much for having me. >> good to have you here. let's be blunt, maybe even painfully so. as i mentioned, not a lot of people have heard your name before, except in news coverage, in the last couple of weeks. so, let's start with this. who is melissa murray bailey? >> yeah. so, i moved to the city a couple of years ago. growing up in south jersey looking to philadelphia, it was always kind of the place you went when you made it. so, when i had my family and we decided to settle down, we chose philadelphia. unlike a lot of people who choose to move out when they have children, we decided to move in and come to the city. over the past 15 years, i've been working at companies and have been an executive on three continents and so, with that experience of leadership, wanted to take that to the city so that we can challenge the status quo and do things differently. >> you know, last week, as i mentioned, we did talk to jim kenney, and

walking by and leaving that present on your windshield but if democratic candidate for mayor jim kenney gets his way the ppa could have a bit more to do. >> i don't see any reason why we should not utilize employees paid for by the public out on the street. >> his proposal would align ppa employees with the licenses and inspections department. they would make sure construction sites have proper permits while out on their regular duty. >> simply asking the proprietor of the construction company do you have your business activity license? >> if they found a sight out of compliance, they'd notify l and i and be on their way the overall goal to help ensure work site safety. >> if they are doing this job and without the right permits and stuff like that, you know, it can cause major damage. >> while ppa employees under kenny's plan wouldn't be writing tickets at construction sites they could be writing tickets for other things like, for instance, if you put your trash out too early on trash night. another idea have the ppa write tickets for littering. something the streets department already
