kent conrad is chairman of the budget committee . ron johnson is a republican on the committee. conrad, you warned most vigorously about a coming debt crisis . chairman of the budget committee, we are approaching three years since a budget passed and you are about to retire. how do you feel about that? >> i feel good about retiring for sure. this noticenotion that we have not had a budget three year system wrong. last year we passed the budget control act and if you read the budget control act it makes it clear that it stands in place of a budget resolution. >> doesn't the law require that you enact the budget resolution. >> what the budget control act is stand in place of a budget resolution. it has in its language the resolution that said clearly that the spending limits put in place by the budget control act are the spending limits just as a budget resolution would provide them but stronger. it is purely a congressional document. and the budget control act is law and not only sets a dimit for this year and next. it sets spending limits for 10 years. >> is that -- >> it is a co
