secretary of state john kerry. thomas waterhouse has more.ith the cease-fire in syria crumbling more each day, john kerry is in geneva to boost diplomatic efforts to end the fighting and salvage the peace process. of conversations taking place yesterday, the day before, today. we are getting closer to a place of understanding. we have some work to do. that is why we are here. >> he is meeting with his counterparts and u.n. envoy this monday. the u.s. secretary of state's most pressing concern is aleppo. the syrian city has been ravaged by airstrikes. 250 civilians have died. the cease-fire that came into effect late february excluded jihadist groups. the syrian regime, backed by russia, says strikes are only targeting those groups. the u.s. has accused them of indiscriminate bombing. in two weeks since a main members of the syrian opposition walked away from negotiations in geneva, protest over the recent surge in violence. the u.n. is not interested in a political solution. they are not interested in adhering to austerity. it is clear russia

kerry also met with the commander of myanmar's armed forces. under the country's constitution, the military retains a quarter of the seats in the country's parliament. kerry said that needs to change before the u.s. lifts its remaining sanctions. the obama administration last week lifted sanctions on 10 state-run companies and banks imposed during myanmar's military rule. egypt has deployed a robotic submarine to the mediterranean sea, where egyptair flight 804 disappeared on thursday. in his first remarks since the crash, egyptian president abdel- fattah el-sissi said today the sub can operate 10,000 feet below the water's surface and will search for the black boxes- - the cockpit voice and data recorders. french investigators said yesterday the airbus 320 sent warnings that smoke had been detected onboard just before the plane vanished from radar. but el-sissi warned against speculation, saying, "all scenarios are possible." the plane was carrying 66 passengers and crew from paris to cairo. >> stewart: the syrian civil war has displaced 11 mi

what does secretary of state john kerry believe he can do for the cease-fire? >> reporter: it has been catastrophic week in syria. precisely in aleppo. one reason why secretary kerry is making an effort to revive the cease-fire is because all of the diplomats realize if fighting breaks out in full force again, which many people believe it has, then they believe the cease-fire as a whole could be dead. if the syrian government retakes aleppo, they will retake the entire country back from any rebel groups. one thing secretary of state kerry said after landing in geneva, he realizes the only way to bring the cease-fire back on track is to get the russians on board. the russians at the beginning said they don't want to push the syrian government back into abiding by the cease-fire in aleppo. they seemed to have changed that position. over the weekend and latest we are hearing from sunday is they say they are part of negotiations to try to get the cease-fire back on track. it is a tall order. one of the positive things that happened on sunday is it appears to be a l

kerry spoke to reporters after talks with the u.n. special envoy. he said more people will be involved in monitoring hostilities and trying to implement the ceasefire. >> russia and the united states have agreed that there will be additional personnel who will work from here in geneva on a daily basis. >> kerry said both the opposition and government forces in syria have contributed to the chaos. he said all parties must be fully committed to a ceasefire to ensure that it works. >>> members of a u.n. working group are sitting down in switzerland to try to draft a legal framework to ban nuclear weapons. delegates from more than 80 countries and regions are taking part but none of the nuclear powers are there. it's the second time the delegates have discussed the idea. they first met for talks back in february. hiroshima mayor gave an opening address appealing for constructive discussions toward a ban on nuclear arms. >> translator: nuclear weapons neither prevent history's response to terrorists. rather, their very existence brings new risk of use ea
