the kerry-mccain resolution allows for uncertainty on this point. it contains language indicates that congress, quote, does not support, end of quote, the deployment of ground troops. but this language is nonbinding and it would leave open the possibility the president would rely on the authorization contained in the resolution to deploy ground troops. given that vital u.s. interests are not implicated in libya and the united states military is already taxed by deployments in afghanistan and iraq, it is appropriate for congress to prohibit the deployment of ground forces in libya. if the president felt it was necessary to deploy ground troops in libya at some point in the future, under my amendment he would still have the option of coming to congress to seek authorization for such a deployment. such a future authorization would override the prohibition contained in my amendment. senator boxer has asked that she be added as a co-sponsor of this amendment and i ask that she be so added. >> absolutely, without objection, so ordered. >> in addition, sen
