kerry is in ukraine's capital of kiev. the secretary also visited independence square, which had been the center of protests and where a huge memorial has now been erected to those killed before president yanukovych was ousted. we'll bring you secretary kerry's remarks live when he starts. again, that's in about 15 minutes from now. meantime, speaking publicly for the first time since the ukraine crisis boiled over, president putin accused the west of encouraging a, quote, unconstitutional coup in ukraine and said russia reserves the right to use military force as a, quote, last resort. however, these images, obviously, are stirring. russian troops, who had taken control of a ukrainian air base in crimea fired warning shots as ukraine soldiers approached. all this as we said with secretary of state john kerry now in ukraine in a show of support. nbc news chief fortunate affairs correspondent andrea mitchell joins us now by phone in kiev. andrea, do we have a preview of what we might hear from secretary kerry? >> well, secr

kerry didn't do that. you kind of get the sense that he doesn't have something to say at this point and they are organizing their thoughts and trying to come to something with a status check. president obama doesn't comment on what's going on in ukraine and doesn't comment on russia at the top of his remarks as he has done before. things are fast moving and he is deferring to secretary kerry at this point. >> i think what the president is trying to do is give the diplomacy room to breathe. one word we heard several times over the last 24 hours, deescalate. he thinks the crisis can be deescalated. the treasury secretary set it up and one thing we should point out, cnn has confirmed that the chancellor did talk with putin about how steps bring something to them. they were talking about the off-ramp. she is acting as an intermediary. >> he didn't say anything today. he is getting criticism from republican who is say that he is weak. we heard republicans say "the washington post" really slammed pop. can he do

we heard john kerry touching on a number of things.e was clearly touched and moved by getting down on the square where the deaths happened and the shootings during the height of the protest. he did visit, and apparently boosting the morale of the government, he also brought a message aside from the money and democratic talk, he brought a message that the united states remains very much in support of ukrain. >> and phil it is roughly now 7:00 in kiev. i know it is late. but has there been any reaction from the people out there concerning this support, the fact that secretary of state has now visited kiev and thrown the u.s. support behind their new and fledgling government? >> reporter: well, del, there hasn't really been support to the press conference yet. of course that just -- just happened, but when he did come out on to the square today, there was a clear atmosphere of appreciation. the people here in the center of kiev are clearly touched by his arrival. but i want to touch on one other thing, del that we touched on briefly on th

john kerry arrived here from kiev last night. these would be importantly the first head to head high-level meetings between the united states and russia sips the late -- since the latest phase of the ukrainian crisis erupted. we can't underestimate the importance of that. there's the chance for europe and the united states, the west broadly, if you like, to coordinate their positions, how much stick, how much carrot they are offering the russians in meetings with lawrence fab use, chuck hagel and so -- and william hague. and there's only so much diplomacy. the headlines of the day that come out of the french capital inevitably will be about ukraine. >> you mentioned at the top there that the foreign ministers from - several foreign ministers meeting, sergei lavrov, and the u.s. secretary of state john kerry. there are other meetings as well on the sidelines of this. you talked about the lebanese officials as well. there'll be time for events in syria to be addressed also, presumably. >> yes, they'll certainly be addressed, and th

kerry promised the u.s. would provide $1 billion in loan guarantees, help ukraine get its finances in order, and bring sanctions against russia in the coming days. kerry also had a message for president putin-- back off. >> it is not appropriate to invade a country and at the end of a barrel of a gun, dictate what you are trying to achieve. >> pelley: margaret, it wouldn't seem the administration has a lot of options. what is it going to try next? >> reporter: well, the hope is that russia and ukraine will negotiate directly. the ukrainian foreign minister, who was a protester himself three months ago, flew to paris tonight, on secretary kerry's plane, and he told us that he expects to meet russian foreign minister sergey lavrov tomorrow. now, lavrov is scheduled to meet with kerry, but he has not yet signed on to meet with his ukrainian counter-part. >> pelley: margaret brennan in paris for us tonight. margaret, thank you very much. you heard margaret mention the u.s. is working on unspecified economic sanc

and from secretary of state kerry. has traditionally been more hawkish when it comes to foreign policy. these are certainly hawkish or harsh remarks. and so you see her in line more with someone like john mccain than with the obama administration in these comments. is that on purpose? that's really the question. does this help her ultimately to be sort of aligned more in that way to create some daylight, to distance herself? but i think the general consensus that i'm hearing is, when you do invoke hitler, when you do invoke nazi germany, you're really letting your message kind of out of your control. if it's somewhat nuanced, which her argument is, you're going to lose the nuance, people just sort of hear that connection to nazi germany and hitler. >> and remember, she is the one who pressed that reset button at the beginning of the -- with sergey lavrov, they were going to reset u.s./russian relations and hasn't exactly worked out. >> no, suspect she will face criticism for that, and certainly has her side consider th

secretary of state john kerry plans to go. but what we're hearing is that the russians just aren't interested. but at the same time, we hear there are conversations between congressional members of the ukraine and russia. i'm not sure what to make of that. >> reporter: well, vladimir putin today said that while they do not recognize the government of the ukraine, they believe it's illegal, the result of a coup and so forth, they cannot be negotiations or any sort of contact at the highest level. what he is talking about is president to new acting president. but what he said is, because of the situation, russia is trying to be reasonable, and so there are still contacts going on government to government. he wasn't specific. we don't know precisely what that means. but what putin said today, he seize the parliament of ukraine being effectively legitimate, it's just the new acting president he does not recognize. the extent to which he is now prepared to negotiate, well, there has been no obvious sign of that so far. because as w

what has the reaction been there to secretary kerry's remarks? >> certainly a lot of people i talked to today very much appreciate the fact that secretary kerry flew here, came here. in fact, the first place he came was right here to independent square. he parked here and walked back down. this is really, in many ways kind of sacred ground for people here in kiev and in many parts of western ukraine and even the eastern ukraine. there are thousands of flowers here behind me. this is just one of the makeshift shrines. there are dozens of them, if not hundreds of them all throughout the square where the protesters still remain. there's certainly a lot of information for secretary kerry visiting and meeting with the new interim president, the new prime minister and also announcing that the united states is going to be giving $1 billion in loan guarantees to ukraine. there is concern, on the other hand, that the united states and european union has not acted fast enough in trying to isolate vladimir putin economically and has not acted fast enough in

, any secretary that succeeds john kerry is going to be actively involved like kerry. >> what about his involvement has been different? >> he surprised everyone, he surprised the pun did pundits ae leaders in the middle east. the chances of making progress was so dim and slim, that shifting u.s. foreign policy to the far east and everyone has been muttering and mumbling that out of sleep, that he's not going to invest efforts, energy, time and u.s.-american capital, i'm sorry u.s. political capital in the middle east yet he did. and he did it in a very forceful very voa vocal way. his involvement is very interesting, in that it is -- he is trying to bridge gaps that have been, by both sides, admissions, almost unbridgeable. which is why i'm saying if he fails, i mean it's our failure in the end, it's not his. but if his mission fails i doubt that a future secretary is going to invest that much time and energy. >> and is ukraine a distraction? and does it really impact these talks? >> it impacts in terms of attention, of world attention, it impacts in terms of john kerry having to fly to

i am with secretary kerry. >> what are you learning?orter: well, wolf, the us has been trying to get russia to have a diplomatic solution to end this crisis. now, what i'm told is the u.s. wanted to get together a meeting of this so-called 1994 buddha pest amendment. they signed an agreement in which they would basically -- ukraine would end its nuclear program and give up its nuclear weapons an russia would guarantee ukrainian sovereignty. that's what the u.s. has been saying. this agreement is not binding but the u.s. has been saying that russia is violating this agreement as part of international law. i'm told there will be a meeting in paris. the u.s. had hoped all four countries, the u.s., u.k., ukraine and russia would be taking part. sergei lavrov has declined the invitation. he will be in paris tomorrow for a donor's conference on lebanon. they had hoped that secretary kerry would be meeting with foreign minister, lavrov while they are in europe. it remains to be seen whether secretary kerry will meet with mr. lavrov but it does

secretary kerry will be meeting with sergey lavrov later this week.nd secretary kerry will be talking about that with house members, and they have a lot of questions for him regarding sanctions and any sort of aid to ukraine. now the senate passed a bill last week -- rather the house, excuse me -- passed a bill that would give $1 billion in loan guarantees to ukraine, the senate things are really held up. for one because of an issue with the imf. conservative members of the senate are pushing for one angle, whereas other members have other interests. so there are two competing issues here. two different competing interests are trying to get riders on to this bill. house members, conservative ones, don't want to see the imf dealt with here. so they are saying, look, secretary kerry, go back to your buddies in the senate, get them to pass a clean bill before they recess. afghanistan is also an interesting issue, as secretary kerry talks about what will be happening over the next weeks and month. syria, and what the u.s. has planned in terms of aid and h
