. >> joining us live from victo a victoria, nbc correspondent kerry sanders. if you can, bring us the latest on the situation where you are on the ground. >> reporter: here in victoria, there are power crews that have arrived here. that is good news. in fact, they've already done some work in the downtown area, restoring power to what is essentially the command and control of the recovery effort here. the real focus, however, is something that, just like in houston can't be controlled. as the rain continues to fall from harvey which has parked itself over the region, the rivers and bayous are swelling. you can see the debris floating down the river. as we look at the footage, you can see it's well beyond its banks. it's expected by wednesday that the guadalupe river will be 32 feet above its flood stage. that means all the residents who live alongside the river are going to have to get out. we were in the area talking to residents, and they told us that police had gone door to door telling them about what was going on. because ofd the power outages, people dea

nbc's news correspondent kerry sanders. katy beck in corpus christi, nbc news doctor john tore ris. let's go first to kerry sanders in port lavaca. >> reporter: well, ali, we're driving along here in port lavaca out along the bay area. as i cut to the camera outside, as we drive you can see off in the distance there. this is a bay, remember. this is not the gulf of mexico, but this is where that storm surge will build up you can see there's white caps and it's really getting the early stages of what is a hurricane. the winds here have been picking up. the wind is rather dramatic. now, we're going to get up into this position here right in front of what is a fishing pier which is starting to go underwater here as the water rises. and in a moment i'm going to get myself in position and get out because what i want to show you here is how the wind is picking up and the wind is really beginning to blow. in fact, it's awfully hard to open up the doors for the cars. i'm getting in position here. i'm opening up the doors. that one

kerry sanders, thank you. as you note, harvey remains a tropical storm and will linger over this region for several days. therein lies the problem. it's expected to dump as much, 50, 50 inches of rain before it's all over. let's get the latest forecast from nbc meteorologist dylan driver. 50 inches. >> it's an incredible amount of rain. we have about 25 inches on the ground in some areas. so only half of what we're going to see is on the ground right now. and the radar says it all. you can certainly see where all of this moisture is coming from. it is tapping into the gulf of mexico which means we have an endless supply of moisture to fuel these downpours. we have seen rainfall rates of four to six inches per hour. right now the highest rate is about one to three inches per hour. just east of houston. it is still a tropical storm, but notice the movement. stationary at this point. so we will continue to tap into back over the gulf of mexico. so it maintains it's strength as a tropical storm before it finally w

i'm kerry sanders from nbc news. explain to people, the hospital lost its fresh water supply from the city. you have 193 patients. what is it about the lack of fresh water that makes this so important to move them elsewhere? >> well, first and foremost the patients cannot be taken care of because of no water. toilet facilities will not work. no fresh water for them for drink or drips. >> we had -- these were dialysis patients. i understand they had their dialysis process before they came here, is there a race to get them to jasper or are they okay? >> there is a race to get them out for the situation gets worse. the city just had a news conference today about less than an hour ago, it is not going to get any better the next week or so. it is patients need to be on life saving dialysis. and the earlier we get them out, the better. >> there are 193 patients, the triage is working for the most critical care on down. family members are concerned because when you have somebody who is in the hospital, whether it seems like

the actual center into the eye here when we go a little closer, this is where kerry sanders is located near victoria, we're kind of loogz that eye feature. but the strongest winds out there, we're getting gusts to 60 to 80 miles per hour. power could still be locked out and it would be in this general vicinity here. as we head up here towards the houston area, this is where we have the potential to get these tornado bands. this is some torrential rain. when you start to deal with the pink and the reds in here, this is heavy rainfall. thankfully, it's moving quickly enough that we get the heavy rain. it's not sitting over the same areas. that's when we'll get some concerns. as far as that tornado warning goes, here is liberty, texas. we'll see if we get any smaller cities in here. it's this cell right here. this is possibly showing some rotation. if we have a tornado, this is the area where it is and if you have your device at your house it's going off in this region for the potential of a tornado. usually the tornados that we get in hurricanes are the weaker variety of tornados, but th

as mentioned, we were talking to kerry sanders, he's up in victoria, texas. kerry, i hate when you're in the middle of the storm to talk about matters of law and policy. the president did finally decide to give the emergency declaration. but correct me if i'm wrong, for local mayors in small towns with small budgets, getting that declaration early means they can okay purchases of generators, they can okay rental of generators knowing they'll be reimbursed. a late emergency declaration can leave a lot of small towns in the lurch. am i correct? >> reporter: brian, it's not only just the ability to get sort of hardware, but also to guarantee that the overtime associated with all of the local police and fire will be in position to help everybody out because there's a tremendous amount of overtime involved here. a storm like this can break a city's budget. here in victoria and in other communities in the area, the declaration and what has now been signed by the president will help these communities at least breathe a little easier. it's not as if they weren't going

we're joined by nbc news correspondent kerry sanders.ve us an update on the evacuation efforts from people in the area and efforts by authorities to try and restore the situation there on the ground. >> well, it's a similar situation here in terms of rain, rain, and more rain. the concern, of course, is that rain is going to cause -- you have more flooding in this area. first let's talk about what you see over my shoulder, and that is power crews. there are trucks here, crews here, and they've already started to do some work in the downtown area in victoria, trying to restore the electricity, and in the process they do that, they've established a command and control center there that's assisting law enforcement as well as the other emergency operation center. authorities are trying to get a handle on what they need it could next. the cell phone service has maintained, but as they close two shelters here, people leave, unfortunately, some of those people leaving shelters are discovering as they get to their homes. they have no homes to go

let's bring back nbc's kerry sanders, at beaumont hospital, witnessing the evacuation. reporter: i can tell you things are running very orderly here. let's review why they're evacuating the hospital. it is not because they don't have electricity. it is actually a water issue. not the kind of water that is surrounding and flooding but the lack of city water because the pumps are down. you can take a look at the video we took a few minutes ago this is one of the helicopters departing here with one of the patients. we're going to find out how many patients, i've been told more than 200, but we'll find out because mary poole is here, the spokesperson for the hospital. why don't you update us? we see things are relatively orderly, we have seen a few ambulances come and go and the helicopter take off. how many patients and how long will this take? >> good morning. thank you for being in southeast texas. at midnight, we had 193 patients in house. that number has declined as physicians made their way in this morning. a beautiful day here after the storm we had. the doctors are

kerry sanders is there watching the storm waters rise. how do things look where you are, kerry? >> reporter: well, alex, here in victoria you can see some of the damage here. this was sort of a garage, corrugated tin, that's come down in the winds. yes, a category 1, but even with a category 1 damage, one of the big problems is the amount of rain that's being dropped. you can see right here the water is puddling. we've seen about 16 inches of water drop so far. to give you some perspective, if you took the rainfall in this area for the whole year, it would be about 32 inches, so just in a little more than 16 hours, we have seen half a year's rain come down here in the greater victoria area. the concern of course is for people's safety. and right now it appears, although it's not conclusive, but it appears that there have been no serious injuries or deaths associated with the hurricane here in victoria. they opened up two shelters. both shelters were at capacity. we did come across a homeless man earlier today. the folks from the police department after we dialed 911 said that on

meteorologist bill karins is in the weather center and kerry sanders are on the ground along the texas coastline. bill, i want to start with you. we're due to get an update from the hurricane center less than an hour from now. what are you watching? >> with this next update, we're waiting to see if it is a major category 3 or not. winds at 110 miles per hour. this is kind of a general, broad, doesn't give you that finite definition. this does. this is our new satellite up in space. this gives us imagery every 30 seconds, every one minute. you can see, literally. look at the eye. you can see the clearing in the eye and the outflow blowing and often very healthy-looking storm. it is still intensifying and looks like a category 3 and adds the pressure of a category 3. we're waiting for the winds lagging behind a little bit to increase a little bit more. one reason why we haven't gotten up to category 3 is that the eyewall doesn't have storms wrapping all the way around it and keeps the stronger winds confined more. and always have a little opening on it. you can still see the eye and stil

i bring in kerry sanders who is in victoria, texas. we were looking at pictures of kerry blowing around, i think he's seeking very weller it on the other side of a van or a suburban there. what's going on in victoria? there's a lot of rain. we saw you nexted to a downed oak tree. >> reporter: yes, you can see how strong the wind is, just by the fact that the car here the suburban is shaking. i'm going to stand up. i think we might have a lull here for a moment but a lull in a category 1 hurricane. i'm going to show you the power of these winds. this is probably at least 100-year-old oak tree that has come down and fallen on this house here, i'm 5'5" and the root structure is over my head. that feels like a sandblaster right now, and those are the droplets of rain that are being driven by what i know is a category 1 hurricane, but feels like it's a little bit stronger, because it hurts, and as i look over this direction here, you can see the other trees that have come down, toppling onto the homes. now, we believe that these homes have a

let's head to victoria texas and kerry sanders. what can you tell us? >> reporter: well, it's been a miserable night for folks here in victoria, texas. and this morning anxious hours as the hurricane continues to hammer this area. gusts upwards of 110 miles an hour, when you as you noted, a category 1. certainly not the category 3 or 4 that they feared would slam this area, but that sdchb metha things are better off. we know there are power outages, there are power lines down. and we know of at least one lightning strike that hit an apartment complex, sparked a fire and by the time the fire department got on to it, it was fully ablazed and by the time they started to put it out, they could not because of all of the inclement weather getting in their way. it burned to the ground. fortunately that apartment complex had been evacuated, no firefighters reporting any injuries either. there was also another fire in i think it was the tangle wood neighborhood here, that was a house fire. again reports that nobody was injured, but there was very little that any

kerry sanders is in victoria for us with more. morning. >> reporter: good morning, willie. it is rain, rain, more rain. that's the problem. you can see the spillway over my shoulder. this is all headed down towards the guadalupe river. you look from above, a drone shot looking at the river, you can see that it is now expanding over its banks. they estimate that by wednesday if the rain keeps up the way it is forecast, it will be 32 feet above flood stage. one of the concerns is for people's safety but also for pet safety. look at this picture, unfortunately perhaps in a moment of panic, somebody left and when they left they left the dog behind chained to a pole. fortunately the person going by and snapped this picture then went over and released the dog. people still do not have any electricity. the expectation is that there may be electricity returned later today, at least to some portions of town. because there's no electricity oddly with all of this water everywhere, the power plant that feeds the water plant is off line and th

kerry sanders is there. kerry, what are you seeing? >> reporter: to really get an understanding of the 16 inches that have already fallen and the possibility of several feet, come along here. this is normally a stream. as you look down here, you can see the water that is rushing here. the stream has turned into a river. this is flowing into the guadalupe river here. the guadalupe, if the prediction is correct, will be 32 feet above flood stage. so we can already see what is going to come here if harvey does indeed sit over this area and continue to dump the rain as is predicted. so a lot of concern that people did find through this hurricane here inland, the winds gusting upwards of 110 miles an hour, but now the new problem, which is going to be the flood. that would be the bigger problem for this community. alex? >> you know, kerry, i know we're seeing pictures of devastation in terms of buildings or you saw the top of gas stations and the like that were taken out. so talk about the concern for anyone who may be stuck somewhere and b

kerry sanders joins me from victoria, texas. that is a little northeast of where rockport is. e know this is a major water event, but explain what you're seeing specifically there. >> well, you know, you have the culverts and the creeks and the spillways going into the bayous and that's what we're looking at right here. thousands of gallons a minute rushing through here. we've seen more than 16 inches in a very short period of time fall here, and so the system upriver, as you might say, is working really well. you can see that there is a fair amount of space here in this spillway for the waters to continue to rise. but this is all heading down to what they locally call the gaudalupe river, and as it's heading down towards the river, some of the creeks are already overwhelmed, going over their banks, and of course the gaudalupe river is rushing with all sorts of debris. the real threat here now is while this is doing what it's designed to do, you have a situation where harvey has parked himself over this region, and we're going to see rain here for the next couple of days. it's

nbc's kerry sanders is joining me now from victoria, texas. what's the latest, kerry?> reporter: well, alex, hurricane harvey is no more, but the problems left behind continue. i'm standing here where the water in victoria is flowing thousands of gallons a minute here. this is the spillways, the culverts, the bayous of all the rain that has dropped 16 inches of rain plus so far. the real concern, of course, is that this is going to continue for days, because harvey sort of parked himself over this area right now, and the rain levels could exceed 3 feet, maybe upwards of 37, maybe even 40 inches of rain. that water has to go somewhere. the ground is soggy, it's flowing, as you can see. the problem is this system is working right now, but with so much rain and it's all flowing towards what the locals call the g gaudalupe river. it's all flowing toward the river, and when it gets there, it's already over its banks. the problem is if this goes for days, there is going to be a flood. homeowners in and around the area are going to find their houses underwater. i spoke to one

kerry sanders is live for us now in beaumont. kerry? >> natalie, this is where the one domino falls and it hits the next one and goes down. in this area we've had hell oppositer operations. the one we were with, air and marine operations unit, they were supposed to be back here today, continuing to search in the area for those who need to be extracted. because of what's happening in the chemical plant their blackhawk has had to zip over there to add some support. one of their three helicopters is over there, helping to survey the area from the sky above. it's a nine-minute flight in a black hawk. they went straight over there which, of course, impacts people here. we were up yesterday with them. you can see in this video people who there's no way for them to get out because of their own infirmities. the gentleman here was paralyzed, up to his waist in water in his wheelchair. there was little the neighbors could do for him until the folks from air and marine operations, agents who are usually law enforcement agents doing rescues repelle

i want to press upon this point that kerry sanders made. this hurricane is not just threatening the texas gulf coast. just like he told us, this storm has potential impact to everyone across this country. if you ride in a car, that is the case, through rising gas prices. let's look at the big picture. the gulf in that image produces about 17% of all u.s. crude oil output and nearly half of the country's refining capacity. that's royal dutch shell, exxonmobil, and anadarko. they're all scaling back production in the gulf right now. as of this morning 39 production platforms have been evacuated. that translates to more than ooh 5% of all manned platforms in the gulf. those evacuations mean 10% of the region's overall crude oil production has been shut off completely and 15% of its natural gas production. so how is it going to impact you? as kerry mentioned, people in places like washington, d.c., and even washington state might be feeling it this morning. and if not this morning they'll feel it this weekend at the pump. the risk of tighter in
