kevin: i'm kevin cirilli in washington. have my eyes on what those jobless claims are going to mean for the stimulus talks in washington, d.c. thrilled to be joined now by tyler goodspeed, acting chairman of the u.s. council of economic advisors. how do you think these jobless claims are going to put pressure , or not, on speaker pelosi, secretary mnuchin, to get to some type of stimulus deal? tyler: thank you for having me. we were encouraged by the job support coming out today with initial claims down over 200,000 from the prior week. continuing claims down over 600,000. we are looking even more closely at the seasonally unadjusted claims because we think, in the context of the high-level we are looking at, that that will be a more reliable indicator. still, they remain very high. we have a long way to go. that is why we saw over the weekend president trump take executive action to provide continued enhanced unemployment insurance to americans to help bridge this gap. lieu of that, there are a lot of conversations about w

kevin: yes.here is this great tool on the bloomberg terminal where you can track, based upon public data, where the money from the last stimulus has actually gone throughout the country. the reason i bring this up is because it really illustrates that it is not just cities that have benefited from this economic stimulus. that is why you are hearing this change in tone coming from 1600 pennsylvania avenue. they know that whether it is in a center county in pennsylvania bronx, you are seeing individuals and constituents take advantage -- i don't want to say take advantage, but utilize the access to capital that has been made available to them. that is not a republican nor a democratic advantage. that is why the president is trying to specifically say that if these blue-collar workers can't get access to those funds, he is going to have to use executive order while they continue to work out a deal. lisa: the enhanced unemployment benefit that president trump is throwing his weight behind extending i

in for kevin cirilli is kevin cirilli, our chief washington correspondent. you nailed this in the last hour, vice president pence over at "fox and friends," and they are clearly selling the message on law & order. is that the platform of president trump forward? kevin: absolutely. it plays on two fronts. remember the issue back in the 2004 election, when bush was up for reelection against john kerry, and security moms were something we heard about? , and aftermen vote 9/11. that is also something that played out in both 2008, as well as 2012 and 2016. to take a modern twist on that, look at the racial unrest and protests that the country has experienced over the past couple of months. the republicans feel that the issue of security and law & order will help them make inroads in the suburbs. tom: the practicing candidate here would be ms. harris of california, who i believe has a little bit of legal experience. how does she help mr. biden defend against the law & order's rest of the republicans? kevin: democrats tell me, first and foremost, her record in term

kevin is not a lawyer either. how you got to a constitutional place that the president can cut taxes when congress did not approve it i don't fully get. and to do an idea the payroll tax cut, that's not even supported by republicans, i just don't see how the president is wrapping his head around this being a good idea. i think if you look at the planning that they have done -- and i say that in quotes -- the planning on how to slow and stop the virus, you see that it's again and again oriented to the short term and not thinking about what comes next. so, let's say they find the legal justification to put off or cancel the payroll tax. that undermines the financing of social security. is that really right to way to do this? let's make the focus getting money to the individuals that have been hurt rather than $5 trillion lending to big corporations. >> i hear your point on payroll tax. as you point out there's many republicans who don't want it either. gloria, what about the political point -- kevin is making the po

kevin: i think that is a good point. electoral college is how you win an election in the united states. result of that, president trump lost the popular vote to hillary clinton by several million votes in 2016. thatuld like to see happen. lisa: from a pulling perspective, how are both conventions playing with actual voters at this point? kevin: if you look at the nbc -- "walleet journal l where thenal" pol president is trailing, it would suggest that biden got a bump his runningming mate. on the issue of the handling of the pandemic, voters disapproved of president trump. but on the issue of who is best suited to handle the economy, president trump leads by 10%, so it is that dueling narrative that the republicans want to see addressed in the days ahead. lisa: one of the main narratives i heard last night was democratic cities being overrun with crime and defunding the police, that narrative really being hit hard. how well does that play for the republican party in general? kevin: according to my reporting, you look at w
