right now the house majority led by paul ryan, kevin mccarthy, kevin brady are developing corporate tax reform that basically all the broken stuff had to do with product shifting, a long broken problem. hoarding of gigantic cash piles overseas. they're trying to develop an approach that has to do with territoriality that would involve -- it basically would turn our corporate tax system into an income system that is a facsimile of the systems that almost all our trading partners use and would create a more equal playing field in many ways. because the border adjustments that will happen in implementing, not dissimilar to the adjustments you make and then take it out, this will have the effect, if their plan goes through, of having a huge import. there will be no taxes at all on things sold forex port. it has enormous implications as the people who are watching this understand. there will be lots of adjustments in arguments over wto compliance and so. i think it is a creative idea of great interest. my point is this. if you in the executive branch, if the people right now on the landing t

our colleagues on the other side of the aisle, chairman hatch, kevin brady, the chairman of the ways and means committee, congressman buchanan, we have had a bipartisan phalanx working for this. and now in the waning moments of this congress, after the legislation passed the house unanimously, after there were hearings in the finance committee, a number of them, and no objections were raised, after we used the process here in the senate called the hotline to see if senators had probz -- problems with this legislation, three indicated they had concerns and we resolved all of them. and yet, it looks like this senate is going to go home and end up continuing a policy that causes so much pain to vulnerable children and their families. what our bipartisan bill would do would be to say that for the first time, foster care dollars could be used to keep families together instead of ripping them apart. for example, if in a family a parent has bumped up against substance abuse challenges or mental health services or a grandparent or an uncle would like to help out, that's exactly what could be

[laughter] >> a nasal steroid. >> he went from 12 to 10 to six and ryan's at three. >> yeah. you could see them working those details out. i can see the trump administration not being too proprietary about paul ryan kind of driving the bus on corporate tax reform and individual tax reform and then taking credit for it when it gets done. he's not like -- he's a headlines guy, not a detail's guy. >> i am going to open it up to the audience for a second. but to comment on what ben and steve were saying, you have personnel and supreme court and minimum of two budget resolutions and repeal of obamacare and all of these things not -- it's going to take a lot of time. i think the interesting challenge will be how the administration tries to deal

we had kevin brady this morning talking about whether or not we have such a head of steam that we cante and income and do this all at once or whether corporate comes first. what's the read right now on the hill? >> my sense is and i think chairman brady is doing a great job leading this committee. my sense is we've got a tax code that is dissolving underneath us. it is complex to the point of absurdity. the shine has come off of the penny that is the enforcement agency, that is the irs, and companies will continue to leave with inversions. so my view is we should be talking about comprehensive tax reform and i think that's the best place to start and i think that's the chairman's intention as well. >> we'll see what happens on both fronts, taxes and iran. thanks for joining us for joining us to talk about those key issues, peter roskam, republican congressman who is very much against this boeing deal. >> learned a lot just then. thanks very much. >>> when we come back, former ecb president jean-claude trichet joins us live. we'll get his take on yellen, rates, president-elect trump an

the republicans and this is an idea that i believe paul ryan and kevin brady hold very high right nowterested in a big change to our corporate tax code. that sounds very complicated, but the relevant piece for this conversation is it has precisely the same impact you just arctic tate lathed. in fact, some suggest it wouldn't be wto compliant. now, more complicated models tell you at the end of the day, the dollar adjusts and trade balance doesn't change that much, but people are thinking along these lines! but you're acknowledging that we are at a disadvantage when we shipover seas compared to the way other countries do it. what i've just heard you say. >> i think that we are, but i think it's less of a disadvantage on the tax kid zenaida and i think peter makes a point that is relevant and true. but it's not rell vand visa vi china anymore. to make their exports cheap and ours more expensive. that's historically a bigger problem. >> listen. if wrou don't want to save money an want to consume a lot. you're going to run a big trade deficit. now, trade policy can direct who you ran thos
