james: you approach the border adjustment tax the kevin brady supports. rep. messer: there has been a robust debate on that topic and i have not taken a public position because i am frankly working my way through understanding it. i am sympathetic to the idea that we ought not give foreign countries a better deal when competing against american businesses, then they give us and we have a situation now where american products are exported and former -- foreign products get a benefit. that does not make sense and it does help -- does not help create american jobs. there are big consequences to the retail industry and manufacturers of having a border tax. i do not have, i'm just not clear on where i will come down at the end of that. i do believe that border tax very difficult to persuade the american people in the coming weeks in the limited amount of time we have to i want to focus on moving into a tax relief package. >> a final question for each. siobhan: talking about tariffs, what is your position on the nafta rewrite. ? rep. messer: i represent manufacturin

[laughter] kevin: who to trust in washington? what about this issue of revenue neutrality. that is where people are nervous, right? nicholas: that's exactly it. if someone is expecting ronald reagan 1986 tax reform, i the way, that is not going to happen. you've got the bird ruled that it's got a be revenue neutral within 10 years and that's the only way we'll get through. take off the border tax and that goes away. you will drop corporate income tax rates. it does not lead to much left. julia: talk to us about the big opportunity that we teased when we introduced you. estate taxes and gifting. you think this'll be a huge opportunity. talk to me what you are telling clients in this regard. nicholas: if you think that allowed, most likely the estate tax will go away. maybe after the trump proposal, the capital gains tax is 20% on appreciated assets. the 40% rate is current on everything. this is the sort of thing that to our clients. there are things in this li

maria: i know that kevin brady, at house ways and means is talking about fax tax reform in the coming weeks and his ideas that will resonate with the american people. what is most important from a tax package in your stand point? >> two things, keep the promise, two main, you have to reduce the corporate rate. you have to get that down, i like the president's number of 15. itf you can move to 15 that will gin up the economy. and you have reduce the rates, compress the brackets for the individuals. maria: that sounds straight forward. if they agree, your colleagues agree to 15% corporate tax rate. are you going to have to raise revenue somewhere else? you know keep certain issues in there like a border adjustment tax? >> i don't think so. some of th the experts that i he talked to. the border adjustment tax is in trouble right now there is not a lot of support for that. but, we know, that reduction in tax rate in some of the taxes, such as corporate income rate, will cause capital flows into the economy, and create jobs, and spend the dollars to the effect that revenue will increase. i

>> i know my friend kevin brady says we can't do it without a budget. if we pass the budget it allows to us do it in senate with 51. we can do it in the house without a budget. we can get it done. and i think the key in the senate will be if mcconnell has done some standup things recently, including this week. if he just says, you know what? i'm going to adopt the harry reid rule and human were rule. they were saying last fall that basically when they get the majority back last january as they thought they would. it will be time to do away with the $60-vote requirement and just go back. i think they are right. i think we should follow their lead. kennedy: i implore you, cut tax, cut spending, and let the economy grow. let see that 3% and 4% grow. i hope that's a moderate estimate. we have to get government out of the way. we have to do something to rein in that spending. >> the president shouldn't let mcconnell and ryan talk him up to 24%. i know as an historian, if you don't manufacture steel you don't win the next war. we need the jobs back and 15% co

wrote a letter to the chairman of the committee which i participate in which is the -- which is kevin brady. tothat letter, i asked him use his existing authority to obtain president trump's tax returns for review by our committee. i would say, from the get-go, that a lot of the questions that are being asked today and have been asked in the past, could have been avoided if the president of the united states had followed the ethics himselfon into divest of all of his holdings and assets. president trump -- the president chose not to do that. into 2017, the more we understand how tax returns are critical. he could have avoided all of this. by devasting himself. but the deals that have been made during the time he has been the president, is a misfortune. every president, this has nothing to do with party affiliation, which i said to brady in february of this year, every president must have a clean slate when he goes into that office and raises his hand to be sworn so that he can be objective in his decisions. we have no insurances of that right now. we are not going to simply sit on the good

lou: i have great respect for kevin brady, the chairman of the ways and means committee.x is utter irresponsibility. it needs to end and adjustments be made, not a bored adjustment tax, but adjustments to it absence. >> the white house says no. bun chin says no. i think it's done. i think it's getting there. but the more problematic piece is, if we don't sort out the fiscal mess, the real worry i have, we have to reduce rates. if we have a fiscal mess, then rate won't go down as much. the healthcare bill won't be a thriller. but the tax bill they will. that will reinvigorate the economy, everybody's wages back home have been flat for 40 years. that's why you have political anxiety. once you boost wages and get the high school kid and college kids jobs, everybody will be in a better mood. lou: the president campaigned on that for two years on precisely that. it means an economy moving forward, not backward, and not stagnant. the only people to don't seem to quite comprehend that are the deep dems and the leadership of the republican house and republican-controlled senate.
