[applause] the fleet week association is a volunteer organization that works around-the-clock, probably for 90 days out of every year. each year, they get bigger and bigger ideas than they can execute. particularly, i would like to draw attention to general quiet making -- general why it making fleet week some memorable -- wyat making fleet week so memorable. ensuring that all of us who are responsible for disa

> [inaudible] >> so, i cannot decide whether to be sad or happy about my next item our beloved kevin carroll, the executive director for the fisherman's wharf community benefit district, has been recruited away. happily, not too far. so, it took us about one month to stop grieving. now we are ready to celebrate his accomplishments at the port. kevin, it seems like you have been there forever. i do not know exactly how many years it has been. over 2 1/2 years he has accomplished an amazing amount of work. there are those provisions, whether we knew it or not, that had been taken to the next level, building up from disaster response and prepared this, to attracting locals, fishermen, and reminding the city community and fabric that fishermans wharf is not just a key part of the tourism economy. it is a key part of the neighborhood structure. for kevin, there has never really been a a demarcation of where it ended. it blended for him. he has just been an amazing cheerleader and cali. a great friend. he has been the energizer bunny of ideas floating around. he has tremendously large shoes to fil

our next is kevin carroll part of the fisherman wharfs community ben fict district. it's a nonprofit that markets fisherman's wharf and work through public planning, bustification programs. the fisherman wharf community benefit program has a peer safe program to prepare for and respond to disasters. the organization has partnered with the san francisco fire department to host a neighborhood emergency response team trainings that resulted more than 400 community members being certified. kevin will look back how the loma prieta earthquake affected the important commercial and residential area around the fisherman wharf's area to form the community benefit district serving the neighborhood to this date. >> good morning. 22 years ago i was working in hayward, california, and i thought i was prepared. when the earthquake hit, growing up in california i learned to dive under my desk, which i did, and walker in the parking lot and didn't know what to do next when people were telling us what happened and we were trying to figure out what to do. i had $1.25 in my pocket and i

carroll reporting. you heard our guest tonight talking about how stigss went unreported. pennsylvania law requires notification by certain person under certain circumstances, but many believe it's not tough n m enough. kevin is working to change that. you say the current law requiring people to report sex abuse in pennsylvania isn't strong enough. how so? >> it is not strong enough because quite simply joe paterno and mike mcqueary actually did not violate the law in not reporting what they saw and heard to the police. >> i mean, that's what stuns so many of us. how can that be? how can it be that somebody isn't required to talk to the police? >> our current law only calls for an employee to report it up the chain of command. why that's regrettable is not only did this prolong the abuse, but it led to a situation where both paterno and mcqueary can avoid prosecution. >> so you're planning to introduce legislation to try and toughen up these requirements, right? >> we need to toughen this up, the current legislation on the books, because the current law allows for conspiracies. it allows for cover-ups, and i feel if we had stronger legislation on the books, paterno, who i'm sure was lawyered up from the ge
