joining me now, north dakota senator, armed services committee member, kevin cramer.y understanding, dagen, thanks for having me this morning, but my understanding is there's some top line numbers that they're raising, you might have heard about the 15 billion extra for water infrastructure. they've been settled on 55 billion for weeks and suddenly they're talking about 70 billion. these are -- again, these are matters that have been settled and should be settled and we're down to a few simple things, one major hurdle being transit. they're proposing something like nearly $50 billion for transit when we've already spent $69 billion over the last year on transit. that is for busses, subways, passenger rail, those kinds of things. when the average or the annual average has been about 13 billion that we've spent in previous highway bills. understanding there's some give and take but you're talking about large numbers that we want to get exactly right before we bring it to the floor. dagen: the 2015 budget deal included, as the wall street journal editorial page wrote abo

joining us now kevin cramer of north dakota. senator, thank you for making time for us. were one of 16 republican senators who just voted to proceed on this next step on the $1 trillion infrastructure package. that's despite threats by former president trump. despite this earlier comment in your gop leader mitch mcconnell. listen. >> 100% of my focus is on standing up to ma tthis administration. we have unity in opposition to what the new mieden administration is trying to do to this country. >> now, that was may. mcconnell voted to advance this infrastructure package as well. so apparently bipartisanship is alive. my question is how did you get to a yes? what has changed? >> yes. important, because i happen to be the ranking member of the epw sub committee on transportation and infrastructure. so the base of that -- the service transportation part of this is our bill. it's a bill that passed out of our committee unanimously. it has things that democrats like. things that republicans like. things that i think most americans like. that's the basis. i've had a pretty good

but senator kevin cramer wants nothing to do with that. have the right to know. why don't i have the right to know? why don't you tell me that? >> well, first of all, the person that shot her -- i don't know who it is by the way. because the person that shot her is a police officer shooting a criminal violating -- not complying with officers telling her stop, don't come through that window. we have guns drawn. don't do it. they're protecting people. and the officer was found to be innocent of any wrongdoing. and so -- >> so you do know his name? >> i'll look into it and see what the law says about the release of the name. i personally am not -- i'm just grateful for the person why honestly. >> according to the doj, capitol police officers were evacuating lawmakers from the house chamber as babbitt and others in the mob were attempting to break into the speaker's lobby which connects directly to the chamber. several agencies investigated the shooting and the justice department cleared the officer in april. so what the senator said is right.

i talked to kevin cramer, one of those republicans. he said, look, i'm not an educator.'s not my job to teach people about vaccines. look, you're in a position of power. you're in a position of power. >> oh, i can't even. give me a break. >> but it rhymes. >> this is -- that's right. it rhymes. that's all the credit he gets for that. because he has a platform. that's part of the job is to inform people, educate people, even if you are a lawmaker. and i do think, you know, i think it's good that they're starting to come around, but this is kind of a low bar that they're clearing. >> is it too little, too late? something else democrats are saying. great, they're on this train now but where were they a few months ago when it really could have made a difference. >> are they pulling along some moderate republicans, what's the problem talking about vaccines and maybe not turning off some more republicans more to the right? i don't know, what do you think? >> i think that's the issue that a lot of republicans are wrestling with right now. they don't want to poke their own base.

you know, kevin cramer who is a republican member of the u.s. senate, he's one of the few republicans in the senate, by the way, who isn't revealing his vaccine status. one of two. he told me, look, i don't view it as my job to educate constituents on whether or not they need to be vaccinated or not. that's their job. their decision to make. he said he's a legislator, not an educator. and i think that that really speaks to how some of these house republicans also feel. now, we asked some of them in the hallways, chip roy being one of the members we asked, are you vaccinated. he said plainly, it's none of your business. some members telling us they couldn't believe we were asking the question. it's important because earlier this week the office of the attending physician on capitol hill sent out a notice to staff and members saying the delta variant was detected at the u.s. capitol. there are renewed concerns about mask wearing. you are seeing so many more staffers and members wearing masks today than monday. it's a big deal up here on capitol hi

this is north dakota senator kevin cramer on cnn just yesterday. >> this is a health care privacy matterork out for themselves, and i understand why they might feel differently than i might feel about the efficacy of the vaccine. >> david, why do some republicans like cramer continue to play coy? shouldn't they be setting an example for those who are hesitant? >> boris, they should be setting an example. everyone, including members of congress, has a right not to get vaccinated. but it is pretty squirrely for someone who has been elected by their constituents, someone who sits in the nation's highest legislative body, not to just answer directly whether or not they did indeed get vaccinated. this is not a hipaa issue, and it is not a moral issue to answer the question. you can have a debate about whether people should or shouldn't get vaccines, but that people won't answer the question when they're supposed to be leaders is striking, you know, months now into this vaccination rollout. >> it is kind of assuming how many people suddenly cite hipaa, clearly having no idea what hipaa actuall
