gop leader kevin mccarthy is working the phones, probably as we speak, trying to firm up the votes he needs to become speaker if republicans do, in fact, take the house. as somebody who hased eight years, do you think kevin mccarthy has what it takes to be speaker of the house? >> let's just get through the election, okay? they haven't won yet. they've been measuring for draperies, putting forth an agenda. they haven't won it yet. after the election is concluded, depending on who was in the majority, there will be judgments made in our own parties as to how we go forward. it's not up to me to make any evaluation of what their possibilities are. >> well, you are uniquely qualified to understand what it takes to be speaker of the house. >> yeah, i do. >> does he have it? >> why would i make a judgment about something that may or may not ever happen? no, i don't think he has it, but that's up to his own people to make a decision as to how they want to be led or otherwise. what is important, though, is that this election has been a victory for the people, to are the candidates who had the courage to run in the face of any predictions, for the grassroots people. vips, volunte

do you believe that kevin mccarthy has the support to be speaker and do you believe that republicans will indeed eek out that slim now majority in the house? >> well, i think it's premature to have either one of the leadership races. the race isn't finished. you don't have all the people in the room. you don't know if you're at 2018 or not. the senate process is very opaque. you don't get to see it. it's behind closed doors. the real race for speaker is january 3. do you think thomas massey from kentucky or do you think matt gaetz from florida will stand up and yell out the name kevin mccarthy? that's a very tough road to hoe. no doubt that kevin mccarthy has a majority of the votes but he doesn't have 218 votes. >> martha: andy biggs, the others don't have that kind of majority either. so give this a few steps forward for us. how do you see this playing out in. >> somehow you have to find somebody that can be switzerland, so to speak. who is that person that will emerge. remember, when john boehner ran in to trouble, kevin mccarthy was going to go for it but stepped away. it was pau

this is the job that kevin has now. and he's dressing for the role by being at the border. lking the right way about it right now. but he has to get to 218 and go back into his role not as being a leader but as being a whip. he's got to not just count the votes, he's got to find them and get them. >> but the conversation you come back to again and again is what's the alternative? and if you are the right flank of the republican party, like who's the alternative to kevin mccarthy? maybe steve scalise. but that's basically kevin mccarthy. maybe someone in the right flank. but look at david joyce and the other half a dozen or so -- the newly elected incoming republicans in biden plus districts. they're not going to embrace someone on the right flank. someone has to be in charge of the house of representatives. are democrats going to start trying to grab back moderate republicans and flip them? i mean, someone will have to be the house speaker. so the odds are still on mccarthy and the question is at what point does he stop being led and just try to assert his leadership? >> yea

so far kevin mccarthy has been really resistant to make any promises or give in to those demands, but numbers game, john. ultimately if they do take the house with a razor thin majority, these members are going to have leverage. those members know that, ken mccarthy knows that, and so i suspect in the next few weeks, you're going to see kevin mccarthy hunkering down, trying to cut deals and win over these conservative critics. even though he's so far expressing confidence he's going to be able to get there, it's going to be a messy couple of months here on capitol hill. >> might be an understatement. i appreciate your hard work on this story. our reporters back around the table to discuss. she mentioned messy. look, republicans know they're going to have a tiny majority, maybe three seats, maybe five seats, maybe six or seven if they get lucky in these last undecided races. it's going to be tiny. so republicans when i started covering politics tended to be more disciplined than democrats. now we have tribes within tribes. it's not unusual for people to mount a challenge, even know the

kevin has put four years worth of work, fundraising, travelling across the country, visiting our congressional districts. he's worked hard, accomplished the goal, albeit a slim one of winning back the house majority and he deserves it. >> john: he also says he doesn't see anybody else in the party who could get to 218 votes. so the split in the republican party, is it detrimental to them? >> it is. this five number is not an accident. it requires 218 votes to be speaker. looks like 222, so they can lose four, mccarthy can lose four and still elected speaker. and now appears you have five republicans. on the other hand there, is a smaller number, maybe three who have said absolutely no way, doesn't matter what concessions kevin mccarthy makes, they are not going to vote for him. and i think what happens, this happens on january 3rd, we have a ways to go. and i think there is going to be intense amount of pressure on these republicans who are asked at the last minute when the vote is approaching, do you really want to bring down the republican majority in the house of representatives? do you rea
