. >> let's bring in cnn white house reporter kevin liptak. you covered every iteration of this proposal from its very, very significant and large initial stages to where we are now. how momentous would passing this be for president biden? >> reporter: well, phil, you know too, so much of what has included in this bill had been basically left for dead at various points over the past year amid this internal feuding among democrats. and so this agreement is a hard won agreement and it is for the president something of a vindication of his approach towards this. he left room for these negotiations to proceed. he didn't necessarily give in to these calls from democrats for a little more urgency. and he didn't shy away from compromise. and this bill does include some compromises. it is less than half the size of the package he originally wanted. it doesn't include some of the social safety net programs that he wanted, even the name is gone, it is not build back better anymore, it has been rebranded into the inflation reduction act. but even this re

kevin liptak has more details. >> reporter: the white house doctor said that's not necessarily a surprise as he weathers this rebound infection they're atributing to paxlovid. you see people have a rebound after they take the drug and test negative. the white house doctor said the president is feeling well today, so ed cli the president seems to be doing fine. he told a group he'd gone to the white house gym before the positive test. perhaps more troubling is the isolation period. they had to cancel a number of events slated to take place out of town. the president hoped to go to his home in delaware this weekend. that was cancelled. he was also supposed to travel to michigan to tout some new legislation on tuesday. that also had to be cancelled. the president had hoped to go up yesterday to support some protesters at the u.s. capitol protesting some stalled legislation. he couldn't go because of the positive test but he did face time them from the truman balcony here at the white house. he does have his dog here to keep him company. it's hard to believe he's not going a little stir crazy

kevin liptak is joining us with details. that there was a recognition that the decision had to come. and president biden has had the reputation with taking time with big decisions. and i think that this was probably the best example of indecisiveness so far. and what we've learned is the contours of the plan were in place in april and white house officials had gun initial discussions of unveiling it during commencement address as, but president wasn't ready. he still had to make up his mind. and there are three areas where the president was hung up on some of these things. one was was it legal. and the president was a sceptic initially that he had the legal authority to just wipe out at the time in the way that he did. eventually white house lawyers did come up with a rationale based on a 2003 law. but that was something that the president was sort of weighing throughout the whole process. and the other question is would it contribute to inflation. and of course you hear the white house now very adamantly say that it won't b
