the cnn kevin liptak joins me. good to see you as the summit gets underway. biden is there but it is a crowded agenda. where does the white house believe they are likely to make some roughing? >> certainly i think their main goal at this summit is to take to the developing world which is what prime minister modi has tried to put to the center of this group he is hosting. try to convince members of the so-called global south that the u.s. can be a good partner and will be a good partner particularly when it comes to things like infrastructure. and the president does have an opening here because certainly he is challenging in some ways china's role in the developing world. the u.s. really trying to make the case that the u.s. can be a better partner, not involve the coercive lending practice that the u.s. accuses beijing of engaging in in the developing world. so you will see him armed with proposals including proposals to reform the world bank, invest more in that body, the white house says that could unlock potentially hundreds of billions of dollars for deve

cnn's kevin liptak joins us this hour from new delhi.ually been achieved at the summits before. the first sessions are getting underway. what are going to be the priority topics? >> as you said we saw these leaders arriving. it is also interesting kind of to see the order in which they arrive. president biden second to last and saudi crown prince ben salman, and president xi and president putin, who aren't here. others who president biden had obvious disagreements are here. narendra modi is speaking now. we did talk to white house officials earlier and president biden is expected to address this first gathering as well. he will make the case for sustained american involvement in the developing world. but he will also make a case to rally behind ukraine which is one of the issues that's looming over this summit, despite putin's absence, president biden certainly wants to encourage the countries that are billions of dollars of military aid but also to punish moscow. president biden has had quite a bit of success in other suments like nato

let's go right to kevin liptak who is standing by for us in new delhi. the foreign minister in india said that the global crises are far more difficult and worrisome than it has been for a long time. given that and the fact that the divisions within the g-20 are so sharp, what can president biden hope to achieve? >> reporter: no doubt that the g-20 is at a fractured moment when it comes to ukraine, when it comes to how to confront china. and president biden's real objective when he comes over here is not necessarily to paper over all of the divisions, that would basically be impossible. but really to provide the developing world an alternative to china, to convince these countries that the united states can be a better partner and he does have an opening on that front. as you said, president xi jinping will not be here. it is a lost opportunity in some ways. you will remember at last year's g-20 in bali, president biden and president xi met for several hours. no chance of that happening here. but the president's advisers do believe that he has an opening

cnn's kevin liptak joins us live from new delhi.n two of the most pressing issues, ukraine and climate change there's unlikely to be any consensus. for president biden what exactly are his realistic priorities here? >> reporter: well, president biden really came into the summit with a goal of convincing members of the developing world that the u.s. can be a good partner when it comes to investments, and he does have an opening there because president xi jinping of china is not attending this summit. he does want to sort of demonstrate that the u.s. is committed to showing up to these fora, and talking about the investments it will make in emerging economies. what you'll see today is president biden making announcements on infrastructure, including a major infrastructure project, a transit corridor going from asia through the middle east and eventually on to europe. that could be potentially a major challenge to china's trade infrastructure projects that it is looking to expand around the world. president biden also coming with propo

let's turn to kevin liptak who joins me now from new delhi. last declaration in bali was stronger than this one. it was a watered-down statement, didn't even mention ukraine or russia. was it a case of better something than nothing? >> reporter: yeah, i think it certainly was. heading into this summit, it was not a foregone conclusion that the leaders would be able to come up with a consensus document, particularly pertaining to ukraine. because remember, this is a bloc that not only includes russia, which is the perpetrator of this war, but a number of other countries who haven't taken as firm a stance as the united states or the west. including the summit's host, india, which maintains a relationship with moscow. and these statements always tend to reflect the proclivities of the host nation. and so over the course of those diplomatic discussions, the indians say was 300 hours of talks, 15 different drafts that they went through. they were able to come up with this section on ukraine. but it does not explicitly condemn russia's invasion, it

cnn white house reporter kevin liptak joining us now with more. good morning, kevin. president biden as you know has labeled himself as a pro-union president. but he's in a tough position right now, especially as he's pushing for this transition to electric vehicles, which is also concerning to many of those workers. >> reporter: yeah. the strike hits a number of competing objectivings for the president. on the one hand you say he's the most pro-union president in american history. it's at the heart of his political identity and agenda, but on the flip side, a prolonged work stoppage could really damage the economy, both michigan and nationwide depending on how long it proceeds. really, in the line-up to this strike as the two side were at the negotiating table, the white house did avoid taking an explicit position on either side of this, but you did see that change yesterday in the roosevelt room, the president coming out very forcefully on the side of the union, on the side of the autoworkers saying record profits for the automakers must translate to a record contra

cnn's kevin liptak joins me from new delhi. i know you are well versed in joe biden and the white house's priorities on this. at this hour, reuters is reporting from a source that they have reached some kind of consensus on language for that communique. the sticking point was ukraine. i'm not exactly sure what you've heard from your sources, but what does the white house want to come out of this summit if they feel that they could come up with a win? >> reporter: yeah. american officials did say this morning that work was still under way on that communique. i think what is most likely, and i think what i've heard from folks who are involved in this what is most likely is some sort of compromise language in that document, something that would most likely reflect the document that came out of last year's g20 in bali, which stated most members of the g20 condemned russia's war in ukraine. and the implication there is not all g20 members condemned russia's war in ukraine, most principally russia. i think the work is probably contin
