kevin mccarthy the whip is this. >> he knows that the american people have had enough with washingtonusual. and the leadership team knows that people in america are ready for a balanced budget not a balanced solution like the president's calling for. but a balanced budget. so what's wrong with letting the american people hold our feet to the fire. >> but congresswoman, let me just ask you, if this does not succeed, let's say it passes the house today, it does not succeed in the senate as we've been told that it will be tabled with a procedural vote and then senator mcconnell from the republicans and senator reid work out some compromise and work it through the senate it comes back and it is the final hour. it is the last ditch proposal and it comes back to the house. will you heed the speaker's call if he says to the caucus you've got to vote for this or we have a real catastrophe on our hands? >> last week, andrea, i spoke to the press and said the house is done after we pass cut, cap and balance. and here i sam today voting yes on the speaker's plan that's coming out this afternoon.

tell you that members have been brought in and have sat before speaker boehner, eric cantor, kevin mccarthy, they have twisted their arms trying to convince some of these no votes to come on the yes way. interesting folks to look at. the south carolina delegation, five republicans there, the gop detion. they all think now they are going to stay as no votes. and that's important because a lot of them follow jim demint in the senate and what his lead is. a few other interesting things that have occurred here on what is quite a chaotic night. you mentioned the prayer off to side. we had an altercation between police officers and reporters trying to clear out the hallway in front of speaker boehner's office because there were so many reporters wanting to ask so many questions. the one answer from aides of the republicans tonight that a vote will occur, they don't know when. but the idea is once they get to 217, and 216 is the number, and they have that one gimme vote, they will go to the floor. some members of congress on the republican side right now are eating pizza in the whip's office, havi

the question is, can reid and can cantor and kevin mccarthy corral them to hold the line long enoughto get this out of the house and get it into the senate? i don't think -- we're not looking at a situation in which the ehner pla is likely to be the ultimate outcome, but i think that a key to thi is going to be how mitch mcconnell begins to massage whatever ends up in the senate. we've not heard a lot from him. he's bn generally supportive of the speaker, but we know that mitch mcconnell is a crafty legislator, around he will try to figure out if there's some vehicle, how to make it palatable to pass both the senate and hold in the house. but boehner does have problems with his base, charlie, no question about it. >> yeah. charlie, the other problem he has, last night -- or monday night, you know, john boehner on several different occasions referred to the bipartisan support. now, that biparsan support was five or six democrats, i think. but that gives him a cover, to talk about that. i'm not sure he's going to get even those most conservative democrats. heath shiller from north caro

house republican whip kevin mccarthy just sent out a message saying, quote, members are advised thathere will be no votes in the house tonight. we apologize for the late notice. thank you for bearing with us. and have a good night. republican leadership is not going to have a good night. they had planned for this vote to happen, as i said, five hours ago, but when speaker boehner realized they didn't have the votes to pass that bill, the vote was delayed. that's a standard procedure in the house when you don't have the votes, just delay the vote. reports from capitol hill say as many as 26 or 28 members of the republican house said they still weren't voting for that plan. speaker boehner could lost as many as 24 votes. the house gop leadership will now make changes to the bill. house rules committee will have an emergency meeting tonight. the bill will be changed, and speaker boehner will try again tomorrow. earlier tonight senator john mccain said what this vote means for house speaker john boehner. >> this is really his leadership of the republicans in the house, and being speaker

house gop leadership and a team effort they are telling me and in fact, that eric cantor and kevin mccarthy there twisting arms, and kantor said in the gop meeting said that i know that the debt ceiling vote sucks, but stop whining and grumbling and support the speaker and the proposal and they are doing a full court press on it, but however, speaking to members of the speaker's lobby before i came over here and nobody likes the 100%, i'm leaning yes or no, and i don't know, and i have to look at it more, and it is not a proposal if you will that is garnering 110% support. that being said, when the speaker announced he was going to actually bring this to the floor and deeply embarrassing and he would lose a lot of leverage if he never got it out of the house which is why they have to get it passed at 217. but harry reid can sit back and see what happens in the house, and if for whatever reason this can't get out of it, boehner will come to the realization that he needs the democratic support to push forward any debt limit extension and that could be a huge story here in the coming few days.
