house majority whip kevin mccarthy was at the white house and he joins us.ou. >> thanks for having me. >> so what can you tell me? >> well, we had a very frank discussion. we had a difference of opinion, but i actually believe the discussion was positive and we're continuing and we're not done. we're going to continue to work through the night, trying to solve these problems. we offered to the president. we said we would do a temporary debt ceiling to move, to get us into discussions for the next five weeks. we can talk about the big crisis inside our economy. we go to conference with the budget, try to move in a stronger place to take care of those drivers that keep rising the debt inside america. >> so there are really two issues on the table. debt ceiling. that was really sort of the main issue here today, right? >> because the 17th is the deadline, right. >> and the budget has to do with the shutdown. >> no, no. the shutdown is a continuing resolution. >> but the continuing resolution is because we don't have a budget. >> true. >> that's why we have a c.

but that's not exactly what i heard from kevin mccarthy, house majority whip. >> reporter: yeah, that seems to be what he's saying. it's a little confusing. what's clear, there's agreement on a six-week extension of the debt ceiling. but when it comes to funding the government, it does sort of sound like jay carney's saying they're not going to sit down for the negotiations which essentially they've agreed to have, because of this agreement on the debt ceiling for six weeks. so i do think it's unclear in that regard. but what the white house has been going for, i think, is a short-term funding bill for the government. i don't think they expected that they were going to get a long-term one. seems like they're lobbying to get a short-term funding of the government. what's sort of the, i think, confusing part is that the white house may say that a funding bill is clean, but it could also have some sort of conditions on it, maybe we've seen this in the past where perhaps there's something else, maybe a negotiation on it, but at this point i think it's not quite as clear as the debt ceilin

let's stop there and remember kevin mccarthy's job as the republican whip in the house is to keep republican members in line, to keep them voting in the right way, the way that leadership wants him to vote. and at the most sensitive possible moment, last night at this tex-mention joint, the republican whip discovers ted cruz not even a member of the house reportedly -- right there in tortilla coast. that tortilla coast summit set the stage for what played out today in washington. because john boehner spent today desperately trying to craft a measure that could get all of those republicans who met with republican ted cruz last night on board. reports trickled out of the -- tinkering with to try to win over the right. over in the senate, both parties gave up talking for a while, gave up to see what boehner could put together. finally, middle of the afternoon, a house vote was scheduled for a republican authored bill to reopen the government and to lift the debt ceiling. boehner set that vote for tonight. that all happened late this afternoon, and the next thing to happen was this. heritage act

they have been real thorn in the leadership's side, bucking john boehner and eric cantor and kevin mccarthyon things like the farm bill and host of things that were real embarrassments for the leadership. they could give him a headache. that was not the case today. in fact, louie gohmert, who actually attempted a coupe against boehner at the beginning part of this year a congressman from texas has said that there really isn't any push to do that now, in part because boehner went the extra mile. he took this thing up right until now. it will pass the house sometime tonight. but perhaps even a second or two past midnight. who knows? and what many of these tea party conservatives who have been a real pain for boehner have said is, look, he gave us an opportunity to try it over and over and over again. he hung in there with us. and now is he acting as the speaker. let's remember, the speaker of the house is a constitutional office, and he is posed it represent everybody in the house. he is actually elected by all of the members. it just so happens that republicans have the majority and he was a

majority whip kevin mccarthy saw that group and was reportedly particularly interested in what the group was up to. republicans taking a huge hit during this fiasco. the latest polls showing 74% disapprove of the gop's handling of the budget negotiations. and i've just been told we're getting a five-minute warning to when john boehner will come out. in the meantime we have enough time to speak with democratic senator chris murphy of connecticut and south carolina congressman james clyburn. gentlemen, again, speaker boehner has given this five-minute warning so if i jump away abruptly, please forgive me. congressman, let me start with you. republican leaders in the house and the senate have been holding these critical meetings to try to get the rank and file on the same page. are you optimistic and do you think it's likely house republicans will announce a workable deal? >> thank you so much for having me, thomas. you know, i'm always an optimistic person, but the fact of the matter is we would love to see the debt ceiling lifted for as at least a year. of course we will accept this -- th
