house majority leader kevin mccarthy will be among chuck's guests tomorrow on "meet the press". >>> you may notice that gasoline prices are on the rise again. in california they've shot up almost a dollar over last month and the rest of the country may be headed in that direction. we get our report tonight from nbc's gabe gutierrez. >> reporter: well, that was fast. >> just pulled up and started watching as the price went up and up and up. >> reporter: in just one week average gas prices in california have soared 42 cents from $2.90 to $3.32. >> jumped like 12 cents overnight. and i don't understand it. >> reporter: in los angeles it's been especially brutal. a 49-cent spike in a week. so what's the reason for these higher prices? there are several. earlier this month a dispute shut down a refinery in northern california. and then this happened. an explosion at another facility cut off even more production. those two refineries process 17% of the state's crude oil. adding fuel to the fire environmental regulations here mandate a specialized blend of gas not used anywhere else in the u.s

at the last minute, kevin mccarthy did go, the number two in republican leader ship. tim scott, they're at the event. this is about history. this is an iconic event, sentinel event. you think about politics, president obama in 2012, 93% of the african-american vote. the republicans got 6. 2008, 95%, the republicans got 4. the last time they were in the white house, george w. bush did get 11%. this is an important number going forward. should that be part of the selma conversation? that's a debateable point. you were there in 2007, hillary clinton was there. i'm sort of flummexed. if you're the republican party and you know the biggest dilemma is non-white votes, why not? why not join as president bush did to his credit. why not say this is a day to mark history, bipartisan, nobody can have the political conversation if you all show up? >> it's the question i ask so many republican offices and no answer. i don't think they realized how significant this will be. of all the things speaker boehner and mitch mcconnell can't control. fly down there on a government plane and

in the house markup, kevin mccarthy came in to help them work out some difficulty over the defense spending print what was the issue and how did they resolve it? paul: i am not sure they resolved it yet. the plan from house leaders was to add a couple billion dollars more to defense spending and also to remove the requirements that the defense spending be offset because some of the defense hawks in the house are concerned that if that money has to be offset, it might be impossible to offset it and then they will not have the money to spend. it looks like they are contemplating putting something in the rule which would remove the offset requirement. rex on another issue, in terms of domestic spending, you tweeted about the supreme court ruling that the gop wants and could complicate the budget. how would it do that? paul: this is one of the impressive things about this. the supreme court is expected to rule in june on the challenge to the health subsidies of the affordable care act. if the supreme court rules the health subsidies are illegal the republicans are going to want to have a plan t

anniversary of selma was important enough to send anyone until a last-minute change of heart when kevin mccarthy, number two in the house, announced he would make the trip and did make the trip. he was there on saturday in selma. today only a small handful of republicans in congress say that they see a need for the voting rights act to be restored fully, republicans like jim sensenbrenner of wisconsin. >> i am committed to restoring the voting rights act as an effective tool to prevent discrimination, more subtle discrimination now than overt discrimination. my job is to fix the voting rights act now. the first thing we have to do is take the monkey wrench that the court threw in it out of the voting rights act and then use that monkey wrench to be able to fix it so that it is alive, well constitutional and impervious to another challenge that will be filed by the usual suspects. [ applause ] i'm with you on this. this is something that has to be done by the end of the year so that a revised and constitutional voting rights act is in place before the 2014 election season, both primaries and gene
