early this morning, salem police officers pulled over kevin mendoza and emmanuel rodriguez shonyo, they were driving erratically, driving the wrong way down the one way street on harrison avenue and police have been doing surveillance in that area. police think that they were trying to do a drug deal, when they were pulled over, mendoza became erratic. during the traffic stop, mendoza made reference to getting discharged from the military and mendoza allegedly made reference to officers being shot all over the country. now, officers said that they were listening to police scanners on an app, now it was his tone that threw police officers off. at one point, mendoza was trying to get back into the car, and he was looking specifically under the driver's seat. salem police say mendoza wasn't listening to their commands and that's when police officers arrested the two men in the car. now, back out here live, the two men made absolutely no specific threats to there was also no plot, so again, to be clear, no specific threats. now, the two men right now are being held without bail. they are fa
