but what happened was, during the first year and a half of operation, the first keystone pipeline had 14 spills totalling over 23,000 gallons of oil. the largest one of those was when about 20,000 gallons of oil erupted from the pipeline in north dakota, and it was a 60-foot geyser of oil. amazingly, the spill was not detected by transcanada, but it was reported by a local farmer. so response to this bill and others, on june 3rd, 2011, the pipeline safety agency issued a corrective action order temporarily shutting down the original keystone pipeline. the agency based this finding n on -- based its action on a finding that continued use of the pipeline without corrective action would be hazardous to life, property and the environment. since starting operations, the keystone pipeline has now experienced another spill of 420 gallons in kansas. now, we had a whistleblower who worked as a safety inspector during construction of the original keystone pipeline come forward with an allegation that related to the construction of the keystone pipeline, including weak foreign steedoyle, and als

it says, the pipeline in this bill is the keystone kpcxl pipeline. and they are exempted from review except for 30 days but if they do not get a permit in 30 days it will be deemed approved. they are not taking in chances now. and in addition they say the two other agencies and all the other agencies that might be involved in reviewing this bill will no longer have the so the application has to be approved in 30 days or it's approved. for this one project, now, we o. now, we wanted to find out what interest the coke industries had. now, why did we want to find that out? well, the coke industries is one of the largest crude oil exporters in canada. the coke industries own the terminal in canada where the pipeline would begin. the coke industries has a refinery near where the pipeline would end. and the chairman said he'd take their word for it. they don't have any interests. even though there's evidence to the contrary. but then he throws out a real herig and no keystone cop could do. he said, wait a minute. there's another guy who agrees with the dem

other sources to try to get some clarifying information on where 75% of the steel used in the keystone pipeline domestically sourced from north america would be. unfortunately the best answer i could get seems to be there's a single pipe manufacturer in little rock, arkansas, providing most of the steel for this pipeline. the trouble with that is the manufacturer doesn't actually use u.s. or north american steel to make their pipe. in fact, the little rock plant very clearly told me they make their pipe out of foreign steel. in fact, they have already imported 148 miles of ready made pipe from india. so that's sitting on their block right now. the rest of the steel from which they will make pipe is sitting there in slab in the rock comes from foreign sources. not the united states, not canada. they take those slabs and heat them up and bend them and make pipe out of them. so they are going to do the finishing there. but the actual manufactured steel, i don't believe there to be one ounce of u.s. or canadian steel in this entire pipeline. i'm simply asking for a little bit of truth in advertisin

we have been repeatedly told that approving this pipeline would lower gas prices and the profits would rise because it can charge more for keystone oil in the gulf than it does in the midwest. we have also been repeatedly told to get over our concerns because the oil coming through this pipeline would enable us to reduce our dependence on oil imported from unfriendly middle eastern nations. but it turns out that these energy benefits may be a complete fiction. the keystone crude will be sent, say, they will reexport the refine fuels. they are also located in port arthur, texas, which is a designated foreign trade zone. this means that when these refineries reexport the keystone oil fuels they won't even have to pay u.s. taxes on those exports. when you look at the iranians, i think that illustrates how critical it is that supply for the united states be north american. general, do you think this bill to legislate a permit for the keystone pipeline is guaranteed to reduce our dependence on oil transported through the straits of harmuz if we don't have some provision which insures that the oil stays here in the united states. >> no
